About USAID Project:

Provide targeted HIV screening & testing services, quality Pre-ART/ adherence and IACS counseling for newly enrolled and established clients in care.
Work closely with health workers and expert clients to provide or mobilize clients for TB, PrEP in MCH, cancer cervix, NCDs literacy, screening & treatment services.
Offer quality and client centered psychosocial support to... caregivers of children, adolescents & adult PLHIV in care clients and their families.
Work with community health workers to support client linkages to ART/TB Treatment, retention & completion of treatment and adherence for sustained viral load suppression.
Work with facility health workers to sustain a good appointment and follow up system at the facility and the community to ensure TB patients/HIV client continuity in care
Conduct integrated community outreaches for non-suppressed clients as entry for index clients testing, home based IAC, TPT, TB/HIV treatment refills, client follow up
Conduct Household/social contacts TB conduct tracing and Community TB Screening at mapped hotspots.
Engage and refer/link clients to other health, social and para legal services to ensure continuum of care and maintain accurate up to date daily activity logs and reports.
Optimize use of the audit tool working with data clerk/HIA to plan for community activities, collect quality community data, monitor and report on priority HIV testing, adult & pediatric Care & Treatment, PMTCT/EID and TB services.
Any other duties may be assigned to your supervisor for the wellbeing of the patient/clients. more

The Director Financial Management & Operations will be responsible for all aspects of the project’s financial, human resources, operations, information technology, and administrative management. He/she will be a strategic thought hands-on and participative leader responsible for the financial and administrative business management of all operations of the project. This position will be responsible... for the accounting, financial reporting, budgeting, tax compliance, investments, insurance, talent management and audit functions of the project. The position will ensure that there are effective financial and accounting system controls and standards in place and is also responsible for managing the administrative, talent management and information technology systems of the project

Provide strategic leadership to the project, ensuring regional cohesion across finance/operational functions.
Works closely with the project director, technical staff, pertinent JCRC regional office staff and appropriate USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results;
Prepare guidance to both regional and country level finance and administrative staff members, using well-written and thorough policies, and procedure manuals.
Assign and finance and administrative audit the work of the country offices’ department, while. providing guidance to staff.
Set up policies and procedures compliant with organization and donor requirements, which provided a basis for new staff with an orientation and existing staff refresher training as well as internal reviews and audits.
Lead the project budget preparation and monitoring, financial management and reporting, accounting, human resources management, procurement, transportation, IT, legal, office management, security and all other administrative and operational functions of the organization. Responsibilities extended to oversight and ensuring compliance of local partners.
Ensures that adequate and appropriate internal controls are in place, in compliance with USAID and PEPFAR policies and procedures, to meet generally recognized accounting standards.

About the JCRC USAID/LPHS- Kigezi & Lango:

Liaise with the different units in–charges of several service delivery points to ensure completeness of data on the patient files, the registers (ANC, Maternity, Post-natal, Exposed Infant Register, HCT register, Laboratory registers, SMC registers, Nutrition, TB registers, Pre-ART and ART registers, Family Planning Register, Child Register, KP/PP... register) are complete.
Working with different health unit’s departments in ensuring that timely, accurate, complete and valid data is generated from the respective registers and is submitted to MoH and PEPFAR systems by verifying all data before submission.
Receiving and dealing with enquiries and requests relating to data needs
Update national EMR system from the paper-based patient’s records
Update, maintain and retrieve data held on all computerized HIV/AIDS patient level and reporting systems
Managing and maintaining the electronic data systems which include and not limited to EMR, DHIS2, KP/PP tracker, HIBRID by ensuring systems are updated with the most current data
Maintains hardcopy and electronic data files and reports in compliance with the program regulations.
Maintains the highest standards of data quality by comparing the data entered with source documents, or re-enters verified data.
Undertake to enter and clean all the program data entered into the database in line with the guidelines/principles as detailed in data entry protocols
Utilizes computerized data entry equipment and file maintenance programs to enter, store and/or retrieve information as requested or otherwise necessary and summarizes data in preparation of standardized reports.
Participate in the facility quality improvement activities which may include collecting/summarizing data and analyzing to inform progress off quality improvement interventions.
Analyze the monthly summary statistics for key program indicators and compile reports for distribution to inform QI team at health facility
Assist health care workers at the designated facilities in data quality assurance as stipulated in the standard operating procedures and job aides

Support field office to comply with the donor and JCRC policies and procedures by reviewing systems in place and making recommendation to the supervisor.
Perform internal reviews in JCRC offices/Sub Awards and transactions ensuring compliance and adherence with Organization and donor requirements.

Perform regular financial compliance reviews which include cash counts (spot checks), review of accounts, documentation of segregation of duties and internal control structure.
Carry out reviews of financial transactions basing on appropriate sample size laying emphasis on most risky areas; document findings, propose improvements or change as relevant, disseminate findings and ensure follow up implementation of recommendations as well as resolution.

Coordinate and work with other project staff (Technical advisors and officers) to design, implement and manage a robust project M&E system.
Participate in the development and review process of the project’s Activity Monitoring, Evaluation and Learning Plan (AMELP).
Conduct frequent and routine data verification and quality assessment exercises as per project requirements.
Participate in... PEPFAR reporting to ensure timely submission of PEPFAR specific project data.
Ensure project specific reporting platforms are updated i.e. Project database, HIBRID, PIRS, DIS, KP tracker.
On a regular basis, prepare and ensure timely submission of project performance monitoring plans, including developing and defining program indicators and sources of data, as well as contributing to annual work plans, quarterly and annual reports and other project documents.
Track project monitoring indicators for all (or specified) project health component activities and periodically provide data to the project’s Senior Management Team.
Document progress on outcome level indicators attributable to project interventions at appropriate geographical levels including community level indicators.
