The ideal candidate should have extensive knowledge of large-scale solar water pumping systems and diesel generator-driven borehole pumps, including expertise in electrical fault diagnosis, troubleshooting, and preventive maintenance of three-phase submersible motors and pumps.

Additionally, proficiency in electrical control systems, such as MP204 monitoring devices, changeover switches, motor starters, and protection relays, is required to ensure optimal system performance.

Operation and Maintenance of Borehole Hybrid Water Pumping Systems


Ensure the seamless transition between solar-powered and diesel-driven pumping systems, maintaining continuous water supply.
Diagnose and resolve electrical faults affecting borehole pump operations, including motor overloads, insulation breakdowns, and phase failures.
Conduct efficiency assessments to optimize system performance, reducing energy consumption.


Submersible Motors and Pumps: Fault Tracing & Diagnosis


Perform routine inspections, electrical tests, and thermal analysis on submersible motors and pumps.
Identify and repair winding failures, bearing wear, misalignment, and water ingress issues.
Utilize advanced diagnostic tools such as megohmmeters, vibration analyzers, and infrared thermography to detect anomalies.


Electrical Control Systems: Monitoring & Protection


Maintain and troubleshoot motor protection devices such as MP204, contactors, overload relays, and circuit breakers.
Ensure correct wiring, grounding, and earthing of electrical components for safety and efficiency.
Conduct real-time monitoring of pump load variations, ensuring stability in borehole water pumping operations.


Diesel Generator Systems for Borehole Water Pumping


Perform maintenance and servicing of institutional diesel generators ensuring stable backup power for water pumping operations.
Test performance through load balancing, voltage regulation, and fuel system efficiency assessment.
Diagnose and repair faults in alternators, control panels, fuel injection systems, and exhaust components.


Solar Power Systems: Maintenance, Troubleshooting & Optimization


Conduct preventive maintenance on solar pumping systems, including solar panel wiring, charge Controllers, hybrid inverters, and battery management systems.
Diagnose faults related to solar inverter failure, module efficiency reduction, and DC/AC voltage issues.
Implement strategies to maximize renewable energy utilization and reduce dependency on diesel generators.


Required Qualifications and Skills


Diploma or Degree in Electrical Engineering or a related technical field.
Certification in solar energy systems or diesel generator operations is an advantage.
5+ years of hands-on experience in borehole hybrid water pumping operations.
Expertise in three-phase submersible motors, pump fault diagnosis, and electrical troubleshooting.

Qualifications

The overall objective of the project is refugees, asylum-seekers and stateless persons have equitable access to safe water, sanitation and hygiene facilities in Dadaab refugee camps. PWJ is planning to engage a consultant to assess the changes realized through the WASH interventions. The findings of this KAP survey will inform and serve as a basis for improving future interventions.

Objective... of the project

The principal objective of the project is to attain self-reliance in the provision of essential Water, Sanitation and Hygiene (WASH) services for Persons of Concern in Dadaab. Specifically, this is done by empowering the Persons of Concern (PoCs) towards discharging responsibilities that enhances sustainable access to WASH services by individual households and the larger community.

Objective of the Consultancy
The survey is expected to employ cross sectional, scientific and statistical approaches to examine knowledge, attitudes and practices of the beneficiaries, gaps in the WASH activities in Dagahaley, Ifo, Ifo2 and Hagadera camps and to provide information that would improve future programming. The KAP survey activity will be conducted from 15th February, 2023 and the final report submitted by 15th March, 2023. Specifically, the consultant is expected:

To understand and evaluate the water, sanitation and hygiene situations in Dagahaley, Ifo, Ifo2 and Hagadera camps.
To determine existing knowledge on WASH issues such as: access to water, sanitation, hand washing, latrine hygiene and use, water borne and hygiene related diseases, gender roles and relations regarding WASH, menstrual hygiene management, community participation in WASH management, social inclusion, and distinct issues of disability/vulnerability/gender.
To determine the impact and identify the gaps in water supply/quality, solid waste management, sanitation facilities, vector control and hygiene promotion communication and mobilization strategies implemented by PWJ.
To determine the efficiency and effectiveness of CLTS/SLTS interventions in improving sanitation and ownership of latrines.
To determine if humanitarian assistance by PWJ is delivered in a safe, accessible, accountable and participatory manner.

Specific Terms of Reference

Develop an Inception Report detailing the survey process and methodologies among other things to be employed to achieve the objective of this consultancy. It should include the field interview schedules, important time schedules for this exercise and should be presented to the PWJ program team for review and further input.
Undertake a desk review of the relevant project documents that include the project proposal, implementation plans, project progress reports, PWJ Evaluation Policy guidelines and any other relevant documents.
Meeting with various stakeholders at the Dadaab level to inform them about the planned survey and the activities to be undertaken
Design, develop, critique (with the program team) and refine data collection tools according to the indicators of the project intervention logic to measure results.
Train data collectors for the KAP survey.
Organize adequate supervision and coordination of the survey teams in the field during the time of conducting the survey.
Conduct a comprehensive KAP survey [using both quantitative and qualitative data collection methods] to gain insights on the intended results.
Set up and share the quality control mechanisms that will be used to ensure the conduction of credible and quality survey.
Carry out data collection, entry, cleaning, and analyses (using appropriate programs, such as SPSS for quantitative data and any appropriate technique for qualitative data) and present the draft report to the PWJ program team for first review before producing a second draft.
Draft and submit a final report, presenting and analyzing all relevant findings and reflecting remarks and comments of the PWJ program team and stakeholders.

Requirements for the consultancy

A degree in Social Sciences, BSc. degree in Public Health or Water Engineering or related discipline from a recognized university with experience of at least 8 years in a similar discipline.
Master degree in Development Studies, Monitoring and Evaluation, Social Sciences, Project Management, Public Health or WASH discipline is an added advantage.
Demonstrate experience of having conducted at least 3 assignments of similar complexity and scope over the last three years.
Strong background in statistics and data analysis of qualitative and quantitative methodology and use of mobile data collection tools.
Good communication and inter-personal skills.
Previous work experience with NGOs in WASH interventions, especially in a humanitarian context.
Excellent report writing in English and presentation skills.

Contractual Responsibilities
The consultant
The consultant in consultation with PWJ and other stakeholders will be responsible for the following;

Prepare and deliver the consultancy services as per this ToR through effective, adequate and participatory methodologies.
Review of the project documentation and other relevant documents.
Facilitate the training of the survey enumerators.
Obtain maximum input from major stakeholders, such as the project participants and project staff including PWJ partners where relevant.
Design and refine the data collection tools.
Design data input screens; supervise data collection/entry, data cleaning and data quality. The consultant will be expected to do data analysis, which will be done at the consultant offices within the stipulated period.
Conduct two debriefing sessions, one prior to the field mission and one after the survey. Both debriefing sessions will be conducted in PWJ’s Dadaab Main Office.
Prior to finalization, 2 draft reports will be submitted for review to the satisfaction of the project staff and senior management team – the draft will be discussed with the consultant for clarifications upon which the remarks shall be reflected by the consultant in the final report.

Coordination & reporting

The consultant will be under the direct supervision of the Programme Coordinator and Area Manager, based in Nairobi and DMO (Dadaab Main Office) respectively for the duration of the contract. In the field, the consultant will work closely with the WASH Coordinator and Officers, MEAL Officer and other key project staff who will be identified for the purpose of this task. The consultant will maintain an official communication with the Area Manager, WASH co-coordinator and the MEAL Officer.

Conduct Hydrology, using up to date tools and equipment to ascertain the hydrogeology of the project area, previous ground water development, aquifer parameters, hydraulic conductivity (K) or the ground flux, ground water discharge, as well as estimating the mean annual recharge.
To perform profiles in each site using suitable and quick array (wenner or schlumberger methods e.t.c)
Perform Geophysics relating to basic principles, and do more than three Vertical Electrical Soundings (VES) within the proposed area using the using schlumberger array which distinguishes between clays and fresh water by use of Induced Polarization (IP) measurements.
Analyze the data aforementioned (hydrogeological/geophysical data) to assess the ground water potential in the project area.
Make key recommendation on the viability of a borehole to be installed to act as water sources for the Communities.
Check on site conditions including the availability of space for a drilling rig and other allied machineries to access the project area.
Select the MOST SUITABLE borehole site within the project area subject to the above results and taking into account the water quality expected and the requirements of the Water Act, WHO, and other line ministries.
Compile and submit to the client a comprehensive report, which shall include but not limited to all the details of the above investigations. Consultant’s recommendations on the proposed drilling site shall be produced in a soft copy and three hard copies of the geo-survey reports, of which one shall be coloured.

The Consulting Firm hired must fulfil the following requirements:
Must be a registered legal entity with a valid registration certificate. Registration documents showing the firm is a registered with NEMA as EIA Expert and Ministry of Water as Hydro-geologist.
Minimum 5 years of relevant experience with a demonstrable ability in Environmental/hydro-geological surveys
Proof of availability of all the equipment required to perform the survey.
Particulars of the consulting firm including curriculum vitae of the proposed experts and personnel to be included in the execution of the assignment.

Duties and Responsibilities

The Water Quality Officer reports to the WASH Coordinator, and is responsible for ensuring the supply of quality water to refugees and host community members in Kakuma camps.

JOB DESCRIPTION

Ensure proper treatment/disinfection of water at treatment plants.
Establish clear and straightforward management systems including Jar tests, Alum dosage, Chlorine dosage, chemical preparation, etc.
Organize regular water quality data monitoring system and conduct regular water quality test starting from the Intake, to different stages of treatment plant, tap stands, storage reservoir/s, household level, etc to ensure refugees/host community are supplied with safe water as per UNHCR and international standards.
Develop necessary formats and a database for regular water quality data collection, data entry, storage, analysis and report production.
Raise purchase requests for procurement of equipment, reagents, treatment chemicals, and ensure the availability of all necessary items in stock for regular water quality test and operation.
Ensure the cleaning of treatment plant units, service reservoir, and clean water wells at regular, scheduled intervals.
Prepare the preparation of Operation manuals for the water treatment plants in Kakuma camps.

Collect water samples from selected water sources and from points of its usage i.e boreholes, households, water taps, schools and health facility
Carry out physical and bacteriological analysis of drinking water for all the camps and water sources. Coordinate and manage lab testing.

The Program Coordinator for PWJ’s Kenya operation is responsible to support the field teams to implement quality WASH, infrastructure development and livelihood projects according to donor agreements and within the quality principles defined by SPHERE, CHS, KISEDP/GISEDEP and relevant government and humanitarian policies; ensures proactive collaboration with stakeholders... and actors involved in humanitarian and development assistance in areas of WASH, infrastructure development and livelihoods in refugee settlements and host communities in Turkana and Garissa Counties. The job holder is responsible for designing and supporting the field team to implement project activities to make the WASH and other interventions sustainable both in refugee settlement and host communities; promoting communications between technical, MEAL, supporting and management teams to improve efficiency and quality of work; integrating cross-cutting issues such as PSEA, gender equality and inclusion in the programing; supporting the team to ensure proper documentations and reporting of the activities and performance; building capacity of the field team on impact oriented planning and implementation; leading proposal development process for expanding opportunities.
Key Activity Areas

Oversee and support the overall project implementation of the field team in close consultation with the management team, assuring that projects are implemented within agreed scope, budget and timeframe and ensuring that objectives are met.

Roles and Responsibilities

Coordination and supervision of incentive plumbers in routine pipeline operation – maintenance and leakage management
Coordination and supervision of gate valve operators; monitoring ESTs and water point access.
Supervision of CBOs in monitoring pipeline trenching and laying of pipes.
Water quality monitoring at household level and at tap stand levels.
Monitoring... routine maintenance and servicing of Boreholes.

Required Qualifications
Education

Roles and Responsibilities
Overall

Plan,implement,monitor and evaluate project activities to reduce WASH-related risks.
Collate data from the WASH assistants and prepare regular reports on activities and WASH conditions for monitoring.
Coordinate with the other WASH Officers to ensure that the various aspects of the WASH response are integrated.
Liaise with community leaders and other... sectors and agencies in order to coordinate within the WASH sector and between sectors such as health and shelter.

Monitor and report on the use of sectoral programme resources (financial, administrative and other), verify compliance with approved allocation/organization rules, regulations and donor commitments, standards of accountability and integrity.
When need arises, prepare design and BoQ for constructing WASH facilities in consultation with PWJ project and WASH engineers, conduct monitoring and supervision of the construction sites.

Operation and maintenance of the Water supply system

Conduct regular monitoring and inspection of the water reticulation system to ensure smooth and uninterrupted water supply
Conduct regular assessment of day to day boreholes operations for checking of signs for preventive maintenance
Develop sound working relationship and communication with the team of water supply monitors to obtain timely reporting and any information on normality to identify and respond swiftly to any technical problems
Monitor documentation of the water supply operators, support them in improvement if necessary and transfer the data from their ledger books to Excel template to generate monthly report to share with UNHCR and partners and analyze the trend
Engage communities,WASH committees and community leaders to ensure maintenance of the taps stands and reduce breakages and vandalism for sustainability of the infrastructure.
Work closely with technical unit (master plumbers, plant foremen and plant electricians) to ensure timely execution of planned duties to reduce interruptions during water supply hours.

Project Implementation, Monitoring and Evaluation

Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
Work closely with the MEAL officer to conduct routine KAP surveys.
Timely development of monthly, quarterly ,semi-annual and annual performance reports and highlighting success stories arising from the field
Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.
Carry out any other task as requested by the supervisor

Require Qualifications
Education and qualification

Bachelor's degree in water engineering,civil engineering,Water technology from a recognized university/institution. Diploma plus 7 work experience in lieu of Bachelors is acceptable
Knowledge of SPHERE, WHO and national quality standards

Additional course or personal learning on community development, livelihood, project and business management is an asset

Manages, maintains and updates a complex computerized asset management system and databases to facilitate and expedite the usability, accuracy, integrity and availability of data for camps planning and space utilization purposes.

Qualifications & Professional Experience

6 years’ relevant experience with Undergraduate degree in in architecture, urban design, urban planning, environmental studies, building construction technology or a closely related field. 10 years’ experience for diploma holders.
Hands on experience in space/urban/camp planning and design management of buildings.

JOB DESCRIPTION

Monitor FRC (Free Residual Chlorine) levels at tap stands and households weekly.
Weekly monitor flow rates at tap stands and advice on water spillage.
Daily monitoring of the chlorine dosers.
Conduct follow up cases for the water found to be positive with Fecal coliform (FC) by liaising with the hygiene promotion team to disseminate hygiene messages to the affected families /... households.
Carries out weekly assessment of FRC of each reticulation line tap stands and house hold levels aimed at maintaining SPHERE standard of 0.5 mg /l at every tap stand and 0.2 mg/l at house hold levels.
Collect sample for bacteriological analysis on monthly basis and analysis of the samples. Samples for analysis are collected from high risk areas. This includes blocks prone to cholera outbreaks and new influx areas.
Investigating any water quality related issues raised by daily information provided.
Carries out monthly house hold surveys to determine per capita use of water in the refugee camp.
Responsible for maintaining sample points and monitoring water quality equipment’s
Responsible for good maintenance of water quality equipment’s, servicing and calibration on regular basis.
