Draft compliance strategy/plan: Initiates draft annual universal capture/areas of focus for compliance department within UGAFODE by identifying, reviewing and assessing/profiling compliance risks across branches and departments.
Anti-Money Laundering and Combating Financing of Terrorism (AML & CFT): Supports in ensuring that UGAFODE’s Money Laundering compliance is up-to-date by monitoring... and reviewing AML risk through an efficient identification and monitoring of any suspicious activities process as well as timely reporting.
Implement the scheduled compliance reviews: Offers supervision to Compliance officers as per approved Annual compliance schedule. Reviews compliance review reports prepared by Compliance Officers and follows up on action plans and preparing an inventory of all issues from branches and departments.
Continuous monitoring: Supports the attainment UGAFODE (MDI) strategic goals by ascertaining that there are adequate, effective and efficient controls to ensure compliance with all applicable legal and regulatory requirements and with the internal policies and procedures as well as Annual operating plan.
Compliance Risk Identification and reporting: Continuously supports with identifying, evaluating, and addressing the compliance and operational risks of UGAFODE and ensures periodic reporting of the compliance risk status to the Compliance Manager.
Closing pending compliance issues: As approved, visit branches and other departments and close pending and emerging operational compliance in line with agreed issues action plans and timelines.
Review and reporting: Reviews and reports on compliance/non-compliance to lenders covenants and other service level agreements, reviews compliance with regulatory risk limits for UGAFODE, and other critical entities in line with set policy and procedural standards.
Compliance Training: Support the Compliance Manager to cultivate a culture of appreciating Compliance risk in UGAFODE through induction training, coaching and other awareness sessions.
Internal policies and procedures: Support with periodic reviews of UGAFODE’s Compliance Policies and Procedures to ensure that they comply with the Bank of Uganda Guidance Note on Compliance Risk and coordinates periodic reviews of all UGAFODE’s policies and procedures.
Succession Planning: Assumes the Head of department mandate in the event of absence or as may be requested by management from time to time on all institutional compliance risk matters.

Manage UGAFODE’s IT Security systems and tools, e.g. firewalls, data protection controls, log analyzers, end-point-security,... patching, encryption, vulnerability scanning and pen testing etc. ensuring that they are use optimally, including, monitoring and enforcing security access procedures to UGAFODE’s Information Technology Systems and networks.
Research, evaluate, design, test, recommend and/or plan technological upgrade improvements and major changes to the IT Security environment, and analyze their impact on the existing environment, while overseeing their proper deployment, configuration, and functioning.
Providing training on IT Security Awareness trainings to UGAFODE’s personnel as per established IT security training programs to promote good security hygiene.

Debt recovery Strategy: Manages and controls debt recovery strategies and campaigns within the Non-performing loans (NPL) and write-off portfolio with the aim of maximizing recovery effectiveness and efficiency for UGAFODE (MDI).
Debt recovery information: Analyzes financial information from a variety of sources (Bank systems, own due diligence, customer financial statements, etc.) and... applies professional judgment to the information and formulates appropriate recovery strategies per customer in order to maximize debt recovery efficiency.
Debt recovery data: Approves the input of data and creating spreadsheets showing the progress of debt recovery officer’s efforts to collect debts, for speaking with individuals who wish to speak with a supervisor and for approving and allow settlement and payment options.
Management of delinquent accounts: Reviews delinquent account records to determine which customers must be contacted for collection of overdue accounts. Also collaborates with credit approvers (supervisors, branch credit team and regional Managers) to manage cases and providing clear and thorough rationale for the decision sought.
Risk management: Ensures timely referral to the Legal department when turnaround of a non- performing account is not possible and ensure foreclosure and/or recovery actions are done in the most cost-effective manner to minimize continuous losses & ensure that there is no negative publicity (reputational risk) due to the institution.
Recovery Reports: Provide timely, relevant & accurate reporting and analysis of recovery results against historical & projected goals to the institution’s management team on a regular basis.
Compliance: To ensure the management of the non-performing accounts portfolio in line with external regulatory expectations and UGAFODE’s credit policies and procedures by operating within recoveries foreclosure procedures and policies and the institution’s wider regulatory environment.
Foreclosures: In liaison with Legal department, manages the process of outsourcing of debt recovery, approving form letters for use in collection attempts, consideration of litigation action, agreeing level of repayment/settlement and as a consequence, ensure
UGAFODE’s financial loss due to bad loans fall within manageable discretion.
Special portfolio: Personally, manages special portfolio of unique and complicated accounts that require more experienced debt management like deceased accounts, skip accounts, legal action. Supervisor review accounts (as referred by external agents), abandoned cases (if any), VIP accounts, repossessed vehicles and restructured accounts applicable within the institution.
