The Grants Officer sits within the programme team and is responsible for quality control and support to country grants within the Uganda country portfolio, and for providing technical support and advisory to relevant colleagues across departments. The Officer will work closely with the Programme Development and Quality Coordinator, programmes and finance staff. The Grants Officer will work across... the country grants including but not limited to: DANIDA Strategic Partnership Agreement (SPA), Uganda Refugee Resilience Initiative (URRI), Anticipatory Humanitarian Action for Displacement (AHEAD) and the Refugee Investment Facility (RIF) to ensure effective grant administration, compliance and reporting.

Humanitarian Access:


Implement the DRC Nigeria... Missions humanitarian access strategy and set approaches tailored to local contexts in field sites within the Sokoto State of Nigeria.
Ensure humanitarian access approaches are responsive to the local context and include overarching community engagement components during all operational phases.
Ensure that the DRC Nigeria, Sokoto State field teams conduct principled and sustainable negotiations with relevant actors in all areas of intervention while following the humanitarian principles, humanitarian needs, and duty of care principles.

Staff movement, communications and equipment issues, oversight, and support:


Review, and action respective Field Travel Authorisation requests, ensuring all information is complete and correct and a rapid security risk assessment is conducted, followed by the issuing of clear safety-related advice and guidance to field teams deploying within his/her areas of responsibility before forwarding to the respective supervisor for final review and operational approval.
Ensuring the issue of serviceable safety equipment is completed to support all field deployments and program staff; Delivering equipment familiarisation with program staff to ensure correct usage is maintained while in the field; Equipment maintenance completed to ensure serviceable safety equipment is available to support all program activities.
Coordinate with the respective DRC Nigeria Operations Room watchkeepers, logistics and fleet staff when directed to support field-level movement oversight and support; Ensure all movements are always conducted and in line with the DRC Nigeria Mission Field Travel Safety and Security SOPs and all movements are coordinated through the DRC Country Operations Rooms.


Staff briefings and new staff orientation:


Deliver new staff safety orientation briefings to all new DRC Nigeria Mission staff, visitors, and consultants (both national and international) as and when required to ensure the area, state and country-level safety policies, plans, procedures, and protocols are fully acknowledged, understood, and always adhered to.
Deliver pre-departure and post-safety briefings to all field staff prior to and post-field deployments to ensure the staff are familiar with and fully understand the DRC Nigeria Mission safety policies, plans, standard operating procedures, and protocols.


Static security and asset management:


Ensure the physical protection system (access control, perimeter protection, building protection) at each DRC facility at the area level is always operational.
Ensure all static security guards always maintain a high level of professionalism and readiness through the delivery of training, capacity building and regular emergency drills and rehearsals at all DRC facilities at area level.
Ensure all static security SOP’s, compound safety plans and both daily and emergency protocols are fully understood.
Maintain the Safety department's current asset register at the area level and oversee all assets utilised and stored (Thuraya and iridium satellite phones, push-to-talk devices, and UHF radios, etc.). 
Coordinate with the DRC Logistics and Procurement department to ensure the overall DRC asset register reflects the Safety Unit’s current asset register.


Security risk assessments and safety improvement planning:


Conduct regular security risk assessments of building and compound infrastructure and area-specific locations, ensuring a safety improvement plan is drafted, reviewed, and approved before implementing mitigation measures and strategies.


Assessment, planning and information management:


Draft and disseminate as required advisories for DRC staff in an email when relevant and when significant security incidents occur, or elevated threat levels are reported.

Lead and support actively the set-up and deployment of Financial Service Provider technology and mobile devices for the implementation of DRC Nigeria’s cash program. Ensure Cash platform systems are designed, implemented, configured, and maintained to meet DRC’s program service requirements.
Act as the primary point of contact for the financial service providers’ teams in Nigeria, as they deploy and maintain the systems and devices across the area programs, to enhance program implementation effectiveness.
Support the financial service providers’ teams in ensuring quality system configuration, administration, security, and maintenance of the devices for the success of cash program implementation.
Provide guidance and support to the MEAL team and other staff to ensure effective management, responsible use, and optimal efficiency of the platform.
Collaborate with relevant staff to create, document, and maintain the inventory and ensure adequate supply and functionality.
Share the cash program monthly statistics through the dashboard with the relevant stakeholders.
Undertake review and prepare feasibility clearances of project documents envisaging the use of CVA modalities.
Ensure the Cash Tracker is updated on a regular basis and bottlenecks, delays and challenges are identified and communicated to the relevant stakeholders for a smooth and rapid cash distribution.
Ensure that beneficiary data is securely stored, regularly backed up, and handled in compliance with applicable data privacy laws and organizational policies.
Implement and enforce data protection protocols, ensuring the confidentiality and integrity of sensitive information collected and used in cash programs.


End-user support and compliance for Information and Communication Technology for Development (ICT4D):


Ensure timely response to user support requests or promptly escalate issues as needed.
Support staff orientation process for the Cash platform technology and devices.
Monitor Cash platform system operations and implement measures to ensure consistency in service delivery against established policies, procedures, and service standards.
Collaborate with Supply Chain Unit to ensure cash platform equipment and software purchases are in line with DRC’s standards and compliance with donor requirements.
Ensure compliance with data security standards and data privacy regulations, providing technical support to staff on secure data management practices.


Capacity Building:


Maintain personal and professional development to meet the changing demands of the job.
Support the development of training programs to improve the staff capacity on financial service providers System Technology.


Technical Support for CVA development and quality implementation:


Support the overview of the technical soundness of Cash & Voucher Assistance delivery across the program, identifying and resolving implementation challenges.


Internal and external coordination:


Maintain good working relationship with the DRC program teams on implementation, monitoring & technical support related to CVA.
Support and assist the DRC MEAL team on monitoring and evaluation of CVA.
Support DRC representation in Cash Working Group and sectors (food security sector, cash working group, early recovery and livelihoods task force teams), coordinate and share information.


About you

Duties and Responsibilities:



Team Leadership


Produce work plans for the sector staff following the annual project planning cycle
Train staff and provide regular updates on work planning and reporting against SMART objectives.
Oversee the performance of the Economic Recovery Agriculture team.
Provide field supervision to Economic Recovery Agriculture Officers and Assistants
Represent the Economic Recovery Agriculture team at the base level and participate in facilitating and coordinating activities within the team and with other DRC departments.


Implementation and Planning


Coordinate with the support services, protection, and EcRec teams to ensure proper agriculture and MSD implementation management.
Serve as the main contact for Agriculture activities in DRC Adamawa operations and work closely with State Government Technical Line Ministries and departments in ensuring high quality standards in DRC Economic Recovery sector operations.
Ensure team adoption of technical guidelines, SoPs, handbooks, and other programme guidance provided by the Economic Recovery Manager and the Economic Recovery Coordinator
Ensure the timely and quality achievements of the activities, which includes planning the activities and sharing tasks among the team, implementing, and monitoring the work of the team and the achievement, visiting the activities.
Ensure that EcRec Agriculture Officers and Assistants implement project activities within the budget limits.

In coordination with field staff, ensure that vulnerable groups (especially women and youths) are actively involved during project implementation.
Organize and manage workshops, trainings and meetings that are hosted by the agricultural sector with relevant partners and beneficiary households,
Provide agriculture livelihood guidance on an individual, group or association basis to increase beneficiaries’ awareness of different agricultural value chain options based on market assessment and beneficiary interests.
Organize agricultural training for improved agricultural production practices, micro gardening, and small farming management activities with beneficiaries.

Link bulk agriculture produce buyers with farmers’ associations and input sellers.


Sector Reporting & Documentation


Ensure EcRec agricultural activities implementation reports and regular internal reports are delivered on time.
Ensure that a sound documentation procedure is adhered to, including the relevant beneficiary database is developed, maintained, and updated regularly.
Ensure the use of developed relevant manuals/tool kits and training curriculums that can be used in training beneficiaries.
Ensure the respect of the Do-No-Harm principle to persons of concern/beneficiaries.
Ensure the weekly, monthly, and quarterly reporting are done and reported to the EcRec Manager.
Contribute to project planning, development of proposals and documentation of lessons learned, best practices and success stories.
Ensure beneficiary identification and profiling processes are well implemented and filed.


Coordination and representation


Represent the Economic Recovery sector during stakeholders and partners meetings (local communities, local government officials, Early Recovery and Livelihoods Sector Working Group, Food Security Sector and Agriculture Livelihood Working Group).
Coordinate with Ministry of Agriculture Extension workers to facilitate beneficiaries’ training.
Coordinate and facilitate the connection of beneficiaries and government technical services for capacity building and choosing seeds and technical production routes.
Ensure effective dialogue and networking with Local Institutions, Private Institutes, workshops, National and international NGOs, and local authorities.
Coordinate with other actors in the project area and project teams to address vulnerable communities’ specific or complementary needs.


Monitoring and Evaluation


Participate in monthly Budget Follow-up review meetings and ensure all livelihood activities are updated and submitted to EcRec Manager.
Work with M&E to manage agriculture component data (training, distribution, baseline surveys, yield assessment, PDM etc.)
Work closely with the M&E unit to identify, document, and disseminate relevant project success and challenges and follow up on project implementation.
Participate in project evaluations and assist in the analysis of results and reporting.


Administration, logistics & Logistics


Ensure compliance with donor requirements regarding programming implementation and asset management.
Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
Plan and coordinate proactively logistics and movements of staff from and to different operational areas.

The Support Services Assistant role holds a cross departmental mandate supporting teams with logistical support, administrative support and other cross cutting tasks in support of DRC’s teams and activities in Mungono.

Responsibilities and tasks:

Logistics/Procurement/Fleet Management


Support with logistics and procurement tasks (finding suppliers, local... procurement, arrangement of deliveries, dispatch of goods, documentation linked with procurement).
Receive goods delivered to the location, including checking the amount, compliance with the contract, and invoice.
Handover of received goods to requestors and preparation of GRN, ensuring the requestor signed GRN and confirmed the receipt of goods.
Prepare PRs and RFPs for administrative tasks, such as rents, household goods, stationary, other office consumables, etc.
Be a focal point and support with fleet and warehouse management.
Support coordination of the use of vehicles and drivers in the most efficient manner.
Collect and check vehicle log sheets and monthly reports.
Support with the organization of warehouse  following DRC rules
