Job Summary
The Project Assistant is responsible for offering technical support to the incentive workers and will work jointly with other DCA staff in promoting the Humanitarian /Development Nexus as well as working closely with the financial Inclusion Project Assistants to support linkage between Food Security and Livelihoods with Financial Inclusion interventions. The PA-FSL will also support... and facilitate innovative programming initiatives in the relevant projects. The PA-FSL will assist in the implementation, monitoring, and data collection for DCA’s Food Security and Livelihoods Project/s to ensure self-reliance and resilience building especially for the vulnerable and disaster affected refugees and host communities in Turkana West.
The main responsibilities of the Project Assistant – Food Security and Livelihoods are:

Provide technical support to DCA incentive staff in the implementation of Food Security and Livelihoods projects activities.
Train communities on appropriate Food security and Livelihood’s skills necessary for the success of the projects.
Work closely with Financial Inclusion team and LIFT field officers/mentors to facilitate and support relevant cash-based interventions, business groups formation and monitoring of DCA food security & livelihoods projects.
Assist in supporting development of innovation in the sector of food security & livelihoods.
Ensure effective selection, mobilization, and sensitization of all the relevant project stakeholders.
Promote adoption of insect farming value chain (Black Soldier Fly and Crickets) and utilization including capacity building of project beneficiaries and incentive workers. This includes creating linkages with community leadership, local partners, and the relevant private sector players to promote breeding and utilization of insects for human food and animal feed.
Train, mentor and facilitate incentive staff and project beneficiaries to ensure successful implementation of project activities.
Prepare and submit project reports to the Project Officer on food security and livelihoods aspects.
Facilitate the incentive staff to prepare individual project implementation plans.
Participate in project monitoring and learning initiatives.
Share relevant information on project activities with the project beneficiaries and other stakeholders.
Support routine day to day monitoring and data collection and management actions.
Undertake any other duties as may be assigned by the direct supervisor.

Qualifications & Experience:

To be successful in this role we expect you to have the following:

University degree in agriculture, social sciences, business management or other relevant field, or undergraduate degree with demonstrated strong experience. Diploma holders with over 5 years’ experience will be considered.
Relevant professional experience of not less than 2 (two) years.
Experience or education in livelihoods in ASAL and refugee settings would be an asset.
Familiarity/prior experience in the NGO sector and with persons of concern would be a distinct advantage.
Familiarity with digital data collection and relevant computer skills.
A working knowledge of refugee programming and/or programming in pastoral & agro-pastoralist settings is an added advantage.
Experience in implementing graduation model in programming is an added advantage
Knowledge of the rights-based approach & Core Humanitarian Standards (CHS) is an added advantage.
Good interpersonal skills and a proven team player. Self-driven, analytical and results orientated in challenging rural working environments.

The HR Coordinator leads Human Resources matters in the Ukraine office and plays an advisory role to the Head of Support Services and Country Director, and a supportive role to the broader team. The HRC develops, advises on and implements the full range... of human resource rules, regulations, and strategies necessary to support effective people management across the country. This both related to upholding compliance with DCA HQ policies/procedures as well as the Ukrainian policies and laws including but not limited to the Labour Law. 
The position will be based at the DCA office in Kyiv, with travels to other DCA sites in Ukraine expected. 
Specific Duties and Responsibilities:
- Implement and monitor and lead the operational system for managing human resources functions /systems including HR administration 
- Develop effective and fair recruitment process ensuring integrity, transparency and competitiveness 
- Review, recommend and develop HR Policy and staff handbook/employment contracts
- Ensure monthly payroll is prepared on time in close collaboration with finance including the calculation and recording of applicable benefits (Taxes and social security) in the payroll spreadsheet.
- Work with legal counsel for advice on any matters
- Ensure the implementation of DCA gender, inclusion and diversity policy in all aspects of DCA work and its commitment in HR strategies and function 
- Act as the in country focal point and arbiter for all staff relations and HR related complaint 
- Ensure effective HR administration services including employment contract, salary review letters, job description, leave and holiday information, staff experience letters, HR updates  
- Organise and facilitate safeguarding trainings to staff and NGO partners 

We are looking for the following qualifications and experience:
- A master’s degree in a relevant field or similar work experience
- A minimum of 3 years of work experience in a similar role
- Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
- Fluency in written and spoken English and Ukrainian

Deliverables
The Consultant’s deliverables will be, but not limited to:
Conduct an initial thorough assessment of the current DCA Kenya HR manual and produce a gap analysis report with recommendations for action. The assessment will be based on, but not limited to:

Benchmarking with other INGO’s in Kenya in the same category as DCA Kenya, to ensure sustainable/reasonable competitiveness and... attract top talent
Prevailing Employment Act and Labour Laws in Kenya o Recommendations of any missing gaps as per best HR practices
Identification of clarity gaps in the current clauses of the HR Manual
Present finding and recommendations to DCA Kenya’s Senior Leadership Team
Revise the HR Manual based on approved findings and recommendations
Make any changes requested after first submission of Manual and ensure project closure through a final approved HR Manual which will now be known as the ‘Employee Handbook’
Plan for sensitization of the new Employee Handbook to DCA employees

Desired consultant capacities/profile:

Proven experience in developing and reviewing HR Manuals for NGOs operating in Kenya
Excellent analysis and writing skills
Able to follow directions, pro-actively seek inputs and clarifications and take initiative to suggest alternative approaches
Master’s degree in Human Resource Management, Labour law, Business Administration, or any other relevant legal qualifications.
Experience and exposure to the Kenyan Employment Act and Labour Laws ▪ Evidence of prior experience directly relevant to this assignment

The objectives of the training are to:

Introduce participants to the concept of refugee exclusion
Deepen participant’s understanding in the standards, laws, and policies those underpins refugee exclusion
Expose participants to existing approaches and considerations for refugee exclusion from protection.
Increase partner understanding to engagement with rights holders.

Develop the training content/Materials, which shall be reviewed by the implementing team prior to the training.

Desired Qualifications

Education: A multi-disciplinary consultant(s) with a master’s degree (or professional equivalent) in a relevant discipline in law, Human rights, forced migration, and development with special focus on refugee protection or international migration
Experience: Have conducted similar workshop previously preferably for INGO or government actors
Have previous experience working or training in refugee contexts/ training actors that work with refugees.
Excellent collaboration, analytical and process moderation skills, and able to interact with participants across contexts.
Have good training facilitation skills.
Have good working knowledge of refugee affairs and the Kenyan refugee context including the work of DRS

Required qualifications

A multi-disciplinary consultant (s) with a master’s degree in a relevant discipline in social science (or equivalent).
Experienced in nexus programming especially in Sustainable Livelihoods, value chains and financial inclusion/inclusive markets (in humanitarian settings)
Proven expertise on mainstreaming Rights Based Approach and Gender approaches in sustainable... livelihoods programming.
Proven experience in conducting evaluations and studies for NGO implementing humanitarian and development assistance in the Horn of Africa and Kenya in particular.
Proven experience in conducting evaluations and research and using multiple methodologies including household surveys, participatory evaluation methodology, appreciative enquiry methods, focus group interviews, etc.

All expressions of interest should include:

Technical Proposal highlighting brief explanation about the consultants (s) with evidence of previous experience in this kind of work; profile of the consultancy firm to be involved in undertaking the consultancy; understanding of the TOR, the task to be accomplished as well as draft consultancy framework and plan and at least three referees.
Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees related to the consultant’s excluding accommodation and living costs; transport cost, stationeries, and supplies needed for data collection; costs related to persons that will participate from partners and government officers.
