Served in the grade of Chief Planner for a minimum period of three (3)years
Bachelor Degree in the following disciplines; Urban and Regional Planning, Urban Planning or Town planning or any other equivalent qualification from a recognized Institution
Have served in the grade of Principal Planner OR its equivalent for minimum period of three (3) years
Or have worked in... the Urban Planning Sector/Department in a senior position for a period of not less than 10 years.
Membership to Kenya Institute of Planners or Architectural Association of Kenya; Registration with Physical Planners Registration Board,
Attended professional, Management etc. Course from a recognized Institution in Kenya;
Certificate in Computer Application from a recognized Institution in Kenya;
Demonstrated a thorough understanding for national goals, policies, objectives and the ability to relate them to the physical planning function

Job Description


Researching, analyzing and developing urban policies and strategies to address various issues on housing, transportation, infrastructure and environmental sustainability
Gathering and analyzing data related to urban development, population growth economic trends and infrastructure needs to inform policy decisions
Conducting studies and research projects on urban issues, including surveys, interviews, and literature reviews to gather relevant information
Collaborate with government agencies, community organizations, NGOs and other stakeholders to gather input, share information and build consensus on urban policies and initiatives
Monitoring the implementation of urban policies and programs, evaluating their effectiveness and making recommendations for improvements based on findings
Assisting in the development of budgets and strategic plans for urban development projects and initiatives ensuring resources are allocated effectively
Compiling research findings, policy recommendations and project evaluation into reports for internal and external stakeholders
Any other duties as assigned by the Deputy Director or Assistant Director

Job Description


Provide strategic direction and leadership in the formulation and development of urban planning compliance and enforcement to ensure adherence to zoning laws, building codes and land use regulations
Oversee the enforcement of urban planning regulations, including conducting inspections, issuing permits, and ensuring that development projects comply with approved plans and regulations
Managing the permitting process for construction and development projects, reviewing applications and issuing permits in accordance with established procedures and regulations
Supervising enforcement activities to address violations of zoning laws, building codes and land use regulations including issuing citations, fines and stop-work orders as necessary
Engaging with residents, property owners, developers and other stakeholders to provide information, guidance and support related to urban planning compliance and enforcement
Collaborate with other Sectors/Departments, agencies and stakeholders involved in urban planning, development and regulatory enforcement to ensure coordination and alignment of efforts
Managing databases and records related to urban planning permits, Inspections, Violations and enforcement actions to ensure accuracy, accessibility and compliance with data protection regulations
Providing training, Mentorship and professional development opportunities to staff involved in urban planning compliance and enforcement activities to enhance their skills and knowledge
Advocating for the adoption of the best practices and reforms to improve urban planning compliance and enforcement processes, including participating in policy discussions and initiatives at local, regional and national levels
Monitor the performance of urban planning compliance and enforcement activities, tracking key metrics and indicators, and prepare reports for senior management, policy makers and other stakeholders

Undertaking removal of the illegal developments/structures.
Inspecting the building structure, plumbing, electrical, sewerage, and heating systems for safety and specification compliance.
Maintaining daily construction logs and ensuring that the construction site adheres to all safety codes.
