  • My cardinal role while in this position was to provide overall leadership in Monitoring and Evaluation (M&E) department; plan, organize, coordinate and control all M&E functions required for the Country Program. As manager, my additional roles were to supervise, manage, build capacity based on need and mentor M&E Officers and local implementing partner M&E focal persons.
  • My key achievements in this position include: participated in more than 20 grant proposal designs with initial high quality Needs Assessments to support them, approximately 15/20 proposals were awarded (75% win rate), developed M&E plan for each project, contributed to 2 Country Strategic Plan development especially M&E framework components, developed and deployed several study protocols for needs assessments, baseline assessments, mid-term reviews, CSP evaluations, managed 10 project evaluations, occasionally developed TOR and hired consultant to evaluate programs, facilitated 4 annual country level program quality reflection workshops, organized several project performance review workshops, organized 2 learning events, written 4 Country Office annual reports and documented 4 learning briefs.
  • Developed performance based monitoring model for Plan South Sudan on Salesforce, trained staff on its application, managed and reviewed the effectiveness of its application every year – still in used up to date.
  • Refined the Plan South Sudan beneficiary counting and selection criteria to guide reach and targeting. The selection criteria were developed based on Plan International and Humanitarian Minimal Standards strategic focused areas.
  • Developed Data Quality Assessment guideline and tools (adapted the Plan International DQA guidelines), operationalized the application of the DQA tool as reporting requirement for local partner.
  • Worked collaboratively with subordinate M&E staff, technical specialists including partner staff to develop and harmonized annual operational plans and budgets, developed periodic monitoring tools (monthly and quarterly progress report, annual report reporting tools), and ensured timely and consistent partner reporting as per the Country Office M&E standards.
  • As a routine, always reviewed new project’s and partners program log frames: Ensure log frames were further developed into M&E frameworks with clear matrix, data flow, trackers, plans and budgets aligned to the hierarchy of objectives, indicators, means of verification, assumptions and risks and advise managers for improvement to enhance implementation monitoring and measurement of program achievements.
  • Supported Plan South Sudan local partners to institutionalize monitoring and evaluation strategy and system with sound organisation/ program theory of change to improve program design, planning, implementation, monitoring, evaluation, learning and adaptations.
  • Successfully completed a global cascaded deployment of PMERL (Project Monitoring Evaluation Research and Learning) application across multiple program units in Jonglei, Lakes, Eastern Equatoria, Central Equatoria, Unity and Upper Nile States within a demanding 12-month timeframe enabling all programmes and projects to be live on the global project and D365 (finance, Human Resource and Logistics model).
  • Oversaw the initiation and execution of Needs Assessments, Evaluations and Researchers: Had a high win rate of Needs Assessments versus proposals (7/10 annually), executed 3 significant research initiatives and over 10 rigorous program evaluations that directly informed strategic decision-making and program quality improvement efforts.
  • Organised and jointly conducted quarterly field visit and spot check to monitor implementation but also ensure program models are being implemented with fidelity. Organised quarterly and yearly pause and reflect meetings with partners and captured key lessons learned, good practices and innovations recorded every year to guide annual planning as well implementation.

  • My major role was to ensure a strengthened programme portfolio through adaptive evidence based quality decisions that promote a highly efficient, effective Monitoring, Evaluation, and Learning (MEL) system for Grassroots Transformation Initiative in Uganda.
