  • 1. Apply a strategic, politically informed approach to rule of law programming, following the politically informed Rule of Law Strategy developed by the GFP, including the adoption of a three-tiered (political, institutional and community) approach.
  • 2. Focus on evidence-gathering and feedback loops to allow for responsiveness to a complex and evolving political environment – i.e., adaptive programming approach; and
  • 3. Take a systems approach to justice support linking with other relevant programmes, including police reform, stabilization, and local government support.
  • 4. Prepare a Theory of Change in which the connectedness to all parts of the criminal justice chain, through the Joint Corrections programme and the Joint Police Programmes through a logical framework with SMART indicators that would capture the ambition of transformational change and increased access to justice of all social groups.
  • 5. Strengthen the project management team of the JJP including appropriate staffing. Strengthen monitoring and evaluation of the JJP by means of following:
  • a) Developing an M&E framework.
  • b) M&E - indicators including gender indicators that also cover the intended judicial reform and
  • 6. connectivity between the different levels/non-formal and formal levels. Establish a reporting mechanism that is based on milestones and agreed on intervals and deadlines. d) Conduct research and set up a functioning community of practice. Develop and implement long-term capacity-building strategy for all components and actors.
