DEPARTMENT OF AGRICULTURE, LIVESTOCK AND FISHERIES

Reporting to the Chief Officer, the Officer will be responsible for management, planning, coordination and administration of veterinary services and development in the County.

DUTIES AND RESPONSIBILITIES

Organization, direction, control and co-ordination of the functions of Veterinary Services and development in the County.
Developing appropriate county departmental policies, legal and institutional frameworks for the implementation of the mandate of Veterinary Services and development:
Handling administrative, human resource and asset management issues;
Ensuring strict compliance with all financial, budgetary and procurement procedures:
Co-ordination of production, documentation and dissemination of Veterinary Services and development.
Interpreting and applying National and County laws and other related statutes in line with the county goals and objectives:
Establish a harmonious working relationship with the State Government Director of Veterinary Services and development;
Develop appropriate guidelines on interactions with other counties on Veterinary Services and development.
Lay outa sound groundwork for export of animal and animal products;
Designing and managing complex disease control programmes;
Acquisition of professional equipment and materials for Veterinary Services and development:
Perform other duties that may be assigned from time to time by the County Executive Committee Member or Chief Officer.

REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, an officer must: -

Have served in the grade of Assistant Director of Veterinary Services or an equivalent position for a minimum period of three (3) years:
& Possess a Bachelor of Veterinary Medicine (BVM) Degree from a recognized institution;
Have a Master Degree in any of the following — disciplines; Agricultural/Veterinary/Animal sciences.
a A Master degree in Business Administration is an added advantage.
Be registered by the Kenya Veterinary Board;
Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030;
Be a strategic thinker and results oriented;
Meet the requirements of Chapter six of the Constitution of Kenya 2010 on leadership and integrity;
Have a certificate in computer applications from a recognized institution.
Have shown outstanding administrative capability and professional competence required in managing veterinary services.
