For appointment to this grade, a candidate must have;


Served for a minimum period of three (3) years at the grade of Deputy Director Housing and Settlement CSG 6; 
Been registered by any of the following bodies; Board of Registration of Archi-tects and Quantity Surveyors, Engineers Registration Board, Institute of Survey-ors of Kenya, Physical Planners Registration Board, Valuers Registration Board, National Environment Management Authority Board, any other relevant and recognized professional body;
A Masters degree in any of the following: Housing Administration, Urban Man-agement, Urban/Regional Planning, Valuation And Property Management, Ar-chitecture, Interior Design, Civil/Electrical/Mechanical/Structural Engineering, Land Economics, Building Economics, Estate Management, Build-ing/Construction/Project Management, Economics, Sociology, Environmental Studies, Community Development, Business Administration or equivalent qualifi-cation from a university recognized in Kenya;
Demonstrated a high degree of professional, administrative and managerial competence in work performance necessary for effective management of the functions of the departments; and
Ability to articulate, interpret and implement national and international policies and development goals.  


Duties and Responsibilities

Duties and responsibilities at this level will include: 


Formulating and implementing housing infrastructure development policies;
Establishing a framework for housing infrastructure development;
Coordinating resource mobilization for low cost housing infrastructure programmes;
Advising the government on housing infrastructure development activities;
Monitoring and evaluation of projects and programmes; and
Managing financial, human and other resources in the department.
