The Lake Chad Inclusive Economy and Social Recovery (RESILAC*2) project, co-funded by AFD and the EU, aims to contribute to economic recovery and strengthen the resilience and social cohesion of populations in Nigeria, Cameroon, and Chad. In Nigeria, the consortium project, comprising ACF (lead), CARE, NEEM Foundation, NADA and REBHI is implemented in 3 LGAs of Borno state namely MMC, Jere, and Konduga. As part of the RESILAC*2 project, the study will be conducted to analyze the local vulnerabilities, existing adaptive capacities, and resilience mechanisms that communities, authorities, and civil society employ to cope with climate change. This will help define concrete actions to strengthen the capacities of local populations to cope with climate change.

The proposals envisaged should consider gender sensitivity. Geographical scope coverage: Jere, MMC and Konduga LGAs of Borno State

Profile of the consultant (Qualification and Experience)


A master's degree in environmental science, Climate Change Studies, Development Studies, Social Sciences, or related fields. PhD is an added advantage
At least 7 years of experience in vulnerability assessments, climate resilience research, and disaster risk management and adaptation assessments.
Strong understanding of Vulnerability and Risk Assessment models and tools.
Proven expertise in gender analysis and economic development in conflict-affected regions especially within targeted LGAs
Extensive experience in quantitative, qualitative, social and economic analysis
Familiarity with the local and cultural context of Jere, MMC and Konduga LGAs of Borno State.Extensive experience working with International/National NGOs specifically within the context of emergency and developmental response in northeast Nigeria.
Excellent writing and oral skills, as the person is required to prepare and finalize a report in English, together with a set of accompanying materials.
Extensive experience in data management and analysis, including data collection tool design, database design, management and data quality checks
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
Proficiency in English Language and in local languages including Hausa.  Kanuri/Shuwa is an advantage.


SCOPE OF WORK:

The Data Protection Regulation Compliance Audit will involve but not limited to the  following activities:


Prepare a detailed work plan for the study.
Establish and lead the study team.
Select and implement methodologies for conducting the study.
Conduct a literature review of existing studies related to climate change impacts.
Select pilot areas for the project in consultation with the RESILAC*2 Project  Implementation Unit (PIU).
Identify main communities and vulnerable groups.
Assess the quality and quantity of available climate and socio-economic  information.
Evaluate exposure, sensitivity, and adaptive capacity.
Assess potential impacts of climate change on community livelihoods.
Propose adaptive measures based on local capacities and knowledge.
Engage relevant stakeholders throughout the assessment process.
Ensure gender representation in consultations.
Coordinate with all relevant stakeholders.
Consolidate findings into a working document for stakeholder consultation.
Prepare and submit the study report for review and finalization
