The selected consultant or team should possess:


Advanced qualifications in psychology, psychiatry, mental health, public health, sociology and or any related fields.
Proven experience in conducting mental health assessments in both humanitarian and developmental settings
Provide a proven track record of similar assignments completed in the past, including references or links to these works where possible.
Strong knowledge of the cultural and socio-political context of northeast/west  Nigeria.
Expertise and familiarity with mixed method research, excellent analytical and report writing skills


SCOPE OF WORK:

This assessment also aims to evaluate existing services and referral pathways, human resource capacity for mental health service delivery and integrating mental health into health, nutrition, protection, WASH and FSL programs. The target population includes IDPs, host communities, women, children and other vulnerable groups, ensuring a comprehensive understanding of the diverse MHPSS needs in the region

Assess the prevalence and types of mental health conditions among the targeted population (IDPs, host communities, returnees), with a focus on vulnerable groups such as women, children and individuals with disabilities.


Evaluate the availability, accessibility and quality of existing MHPSS services in Sokoto, Borno and Yobe States.
Identify gaps and barriers in MHPSS service provision, including cultural and  societal factors influencing mental health care delivery.

The Lake Chad Inclusive Economy and Social Recovery (RESILAC*2) project, co-funded by AFD and the EU, aims to contribute to economic recovery and strengthen the resilience and social cohesion of populations in Nigeria, Cameroon, and Chad. In Nigeria, the consortium project, comprising ACF (lead), CARE, NEEM Foundation, NADA and REBHI is implemented in 3 LGAs of Borno state namely MMC, Jere, and... Konduga. As part of the RESILAC*2 project, the study will be conducted to analyze the local vulnerabilities, existing adaptive capacities, and resilience mechanisms that communities, authorities, and civil society employ to cope with climate change. This will help define concrete actions to strengthen the capacities of local populations to cope with climate change.

Profile of the consultant (Qualification and Experience)


A master's degree in environmental science, Climate Change Studies, Development Studies, Social Sciences, or related fields. PhD is an added advantage
At least 7 years of experience in vulnerability assessments, climate resilience research, and disaster risk management and adaptation assessments.
Strong understanding of Vulnerability and Risk Assessment models and tools.
Proven expertise in gender analysis and economic development in conflict-affected regions especially within targeted LGAs
Extensive experience in quantitative, qualitative, social and economic analysis
Familiarity with the local and cultural context of Jere, MMC and Konduga LGAs of Borno State.Extensive experience working with International/National NGOs specifically within the context of emergency and developmental response in northeast Nigeria.
Excellent writing and oral skills, as the person is required to prepare and finalize a report in English, together with a set of accompanying materials.
Extensive experience in data management and analysis, including data collection tool design, database design, management and data quality checks
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).

SCOPE OF WORK:

The Data Protection Regulation Compliance Audit will involve but not limited to the  following activities:

Key Responsibilities:


Ensure that the referred SAM children from other health facilities or community health workers are re-diagnosed and documented appropriately;
Ensure that the admission criteria into a stabilization centre according to the national CMAM... protocol and WHO guidelines are followed;
Support the stabilization centre medical team on deciding properly about the malnutrition status of SAM children and referrals to other components of CMAM (SC/OTP/SFP) by ensuring strict compliance with the recommended discharge criteria;
Boldly indicate on the wall all the available OTP in the LGA for appropriate referral of SAM children to OTP nearest to their home;
Ensure that dispensing of sugar water and F75 upon admission is in place;
Ensure appropriate diagnosis and monitoring of hypothermia, hypoglycaemia, dehydration, severe anaemia, take timely action to prevent and treat those complications using the protocol strictly in collaboration with SC doctors;
Follow up of the anthropometric measurement of the children (weight, MUAC, checking bilateral eodema and W/H percentage) to ensure consistent weight gain in collaboration with the SC team;
Closely follow up and monitor to ensure that all the necessary information on the registration book, treatment sheet, follow up card at admission and discharge are recorded for each beneficiary;
Provide technical coaching to the nurses and nurse aids on calculation, preparation of therapeutic milk and distribution and monitoring of feeding according to the standard protocol for the SAM children;
Ensure that SC nurses and nurse aids are encouraging breastfeeding practices;
Train nurses and nurse aids on supplementary suckling technique (SST) and ensure SST for mothers facing breastfeeding challenges;
Ensure that the systematic treatment and drugs are given correctly to all patient in collaboration with SC doctors;
Ensure caregivers are regularly given feedback on the status of their children;
Follow up of the hygiene and sanitation rules in the centre and ensure PPE are always available and being used;
Identification of absence and defaulters from stabilization centre and follow up at home through volunteer’s network and / or outreach staff in collaboration with Nut & Health Programme Manager;
Carry out daily ward rounds in the morning and evening with SC Doctors, SC nurses and ensure patients are visited as appropriately. Ensure the notes on patient cards are properly filled after the ward rounds or any other patient examination or procedures;
Ensure that all the SC team are familiar with and respect all the ACF Internal rules and regulations;
Ensure that adequate supplies are available in stabilization centres in collaboration with the  Nutrition and Health PM;
Ensure that daily record/tally on utilization of each medicine and therapeutic feeding product used in SC are available;
Prepare weekly / monthly utilization, requisition and stock report for therapeutic feeding products, medicines and medical equipment with validation from the PM manager;
Liaise with ACTION AGAINST HUNGER pharmacist for supplies with adequate anticipation;
Follow up the utilization and expiry information of all therapeutic feeding product and medicines on a regular basis and inform ACTION AGAINST HUNGER pharmacist for appropriate action required;
Prepare and ensure that the order forms are in conformity (including consumption coherence and SRO) and ensure anticipation to prevent stock out;
Provide technical support in milk preparation in accordance with protocol and hygiene rules;
Ensure rational use of medicines and therapeutic foods at the center;
Ensure that all medical devices and equipment are properly handled and functioning at all time;
Responsible facilitation and tracking of food for care givers in collaboration with the logistics department;
Support Nutrition and Health Manager in facilitating and organizing technical trainings for SC health workers;
Organize training and refresher session for SC Health Workers on SAM management;
Develop customized need specific guidance notes on delivery service for on job coaching on different modules based on national protocol;
Conduct technical on-job coaching of SC health workers on regular basis;
Ensure use of predefined quality assessment checklist, on-job coaching guidance as well as support SC Doctors and Nurses in using these tools;
Provide technical training and regular guidance to health workers on appropriate stock management and reporting (LMIS);
Lead continuous learning and improvement for SC;
Respect the existing working rules and be attentive to the working condition of the personnel;
Assist SC doctors to develop monthly roster for different SC staffs and ensure monitoring this;
Distribute and delegate the work within the personnel according to their knowledge;
Organize and conduct weekly medical meetings with the team to discuss mortality review and case study in collaboration with the Nutrition and Health program manager;
Inform the line managers in case of difficulties and challenges faced for timely remedial action;
Ensure optimal hygienic condition of the center through regular daily cleaning and monthly super cleaning of the whole center;
Ensure that all information from initial diagnosis and previous diagnosis/treatments (if referred from OTP) of SAM children coming to the centre are captured in the CCP card and admission register;
Ensure that all data collection tools (i.e. screening registers, patient registers, patient CCP card, patient feeding chart, patient’s diagnosis test reports etc.) are regularly updated and always available at the centre;
Ensure that all actions carried out on any SAM patient are recorded in the patient file no matter how minute;
Compile and analyse the data and determine the performance of the centre, share the monthly Activity Progress Report in collaboration with the Nutrition and Health Programme Manager;
Regularly report and coordinate with nutrition PM regarding challenges, issues faced at the centre for timely and appropriate decision-making;
In coordination with the Nutrition and Health PM, Logistics department and base Pharmacist, ensure appropriate supply plan on weekly/Daily basis, for the stabilization centre. Communicate to ensure functioning and maintenance of SC ambulance and generator any issue identified in advance.


Position Requirements:


Bachelor’s degree in Nursing, Midwifery, Medicine, Public Health or other relevant qualifications with experience in Public Health and CMAM programming;
Minimum of three (3) years’ experience in in- patient management of SAM cases with Medical Complications and CMAM programmes implementation;
Valid practicing license;
Excellent report-writing skills is required;
Fluent in written and spoken English, Hausa and/or Kanuri;
Good Communication and Interpersonal skills;
Team management experience with similar programs;

Liaise with nutrition and health assistants for accessing community support group and health facility database on a regular basis and updating overall health facility based activities;
Conduct ongoing capacity assessment of health workers on CMAM services delivery, IMCI service delivery, reproductive health service delivery, vaccination etc. and review the training needs and/or coaching needs; 
Support the Nutrition and Health Programme Manager in facilitating and organizing technical trainings for health workers (including on LMIS, HMIS);
Ensure use of predefined quality assessment checklist, on-job coaching guidance as well as support Nutrition and Health assistants in using these tools;
Review financial, logistical and HR needs on a monthly & quarterly basis and share with the N&HPM;
Ensure that all health facilities/sites have adequate supplies to delivery uninterrupted health care services through identifying needs, informing line manager on regular basis;
Support the Nutrition and Health Programme Manager in organizing LGA based coordination meeting;
Prepare individual monthly action plan in reference to work plan and share with the Nutrition and Health Programme manager in regular monthly planning meeting with nutrition and health teams led by the Nutrition and Health Programme Manager;
Ensure that all children and patients visiting ACF supported health facilities are properly examined and treated according to national health and nutritional protocols and standards;
Identify gaps for WASH in health facilities and inform the Nutrition and Health Programme manager on a regular basis;
Ensure availability of essential nutrition & health supplies in assigned health facilities including data tools;
Monitor for appropriate documentation–IMCI and CMAM treatment registers/tools, individual child growth monitoring cards, ANC/PNC cards and delivery registers;
Identify financial requirements, logistic needs, HR support in reference to work plan and inform the NHSM to prepare budget forecast;
Draft supply request and share with Deputy Nut & Health Manager on a monthly basis;
Facilitate quarterly review meetings/workshops with respective government health managers at State/LGA level;
Develop monthly monitoring and supervision plan for the LGA and share with the Nutrition and Health Programme Manager;
Ensure that specific monitoring finding is reported to the Nutrition and Health Programme Manager with potential solutions;
During supervision visit, identify gaps of in supply sides and report to the Nutrition and Health Programme Manager for remedial action;
Ensure that referral of are made to the nearest higher-level centre and tracked for high-risk pregnancies, SAM with medical complications and other conditions requiring higher-level care;
Maintain individual monitoring & supervision plan as well as for the supervisee;
Regularly follow up with the teams on the progress of activity, challenges and guide on necessary actions;
Share training plans with identified needs to the PM well in advance to facilitate support from HR/Admin/Logistics;
Track Supervisee’s daily attendance, validate monthly attendance for supervisee, and submit it on a timely basis to HR;
Communicate with HR for necessary staff meeting, performance review, appraisals, and leaves of supervisee;
Liaise with HR to provide orientation on ACF charter/core values/child safeguarding policy/staff code of conduct etc;
Ensure rational use of all medical equipment and stationaries in health facilities;
Ensure that Nutrition and Health Assistants are using standard monitoring checklist during visit to health facilities;
Maintain and update database for health workers, community health workers/volunteers, trainings and share with line manager;
Prepare consolidated tracking tool for supportive supervision visits/on-job coaching sessions and share with line manager;
Update LGA work plans, individual work plans and share with line manager;
Use appropriate attendance sheet on-job coaching sessions, workshops/meetings and trainings and share a copy with line manager;
Use specific supervision checklist during supervision visits and archive filled supervision checklists with summary report – every month;
Fill the health evolution reports every month for the LGA and share it with line manager for consolidation;
Support government health workers in preparing the integrated diseases surveillance report, monthly facility based DHIS2 report;
Provide summary analysis from the LGA report including -

Significant contextual changes that have impact on nutrition & Health operations;
Bullet points on progress of training, on-job coaching and supportive supervision;
Feedback on quality of service provision through monitoring visits (checklist to be used);

Ensure an appropriate, safe and confidential environment for psychological interventions (framework to discuss highly emotional... issues, set up group rules, values, exercises, etc.) , in communities, schools, camps, primary health care centres, community based-organizations, and home visits;
Ensure the high quality of intervention and care are provided to beneficiaries;
Ensure regular and proper use of psychometric scales;
Provide individual and group therapeutic sessions and activities for persons in need, including children, adolescents, adults, families and persons with specific vulnerabilities;
Strictly follow standard ACF protocols;
Ensure confidentiality and proper documentation of clinical details in the patient file;
Ensure referrals to specialized services (MHPSS, Health, Protection etc) when needed, according to ACF protocols and national standards; Follow-up the quality of care provided by partnering agencies and actors; Follow-up closely on protection issues;
Provide staff care to health workers and community helpers, according to ACF protocols and national policies;
Provide psychological support remotely if needed (in case of no access to the field);
Prepare (with the program manager) and conduct trainings for general practitioners, nurses, midwives, health workers, and psychosocial workers in primary health care centers, hospitals, on MHPSS, protection and care practices, according to ACF international standards (like mhGAP, PM+, IPT, Thinking Healthy, child development, basic helping skills, Life skills, Social and Emotional skills, etc);
Conduct regular on the job and group supervision of trained non-specialists, including technical support, case management, patients assessments, counselling skills;
Assist the ACF psychosocial workers to prepare and conduct training and technical supervision for community-based organisations and stakeholders (conduct trainings in absence of psychosocial workers);
Contribute to the training and supervision of ACF psychosocial workers and ACF teams of other department (particularly on Psychological First Aid and psychosocial/protection issues and referral);
Ensure the high quality standard of capacity building;
Participate actively in clinical and technical supervision conducted by the Program Manager and HoD MHPSS; proposing monthly case studies;
Contribute to the design of sectorial guidelines, protocols, SOPs and methodologies of work for tailored interventions;
As defined by the project manager, contribute to any other project activity, including multi-sectorial integrated activities, psychoeducation and awareness sessions and campaigns, needs assessments, gender and protection risks assessments, mapping of actors and services, workshops, selection of beneficiaries, identification of vulnerable groups, planning of activities, etc;
Permanently evaluate needs and gaps related to MHPSS and protection, report challenges, suggest project improvements for implementation and propose new interventions;
Contribute to data collection, monitoring, evaluation and reporting on a daily, weekly and monthly basis, according to ACF tools and processes; Guarantee and ensure the confidentiality of beneficiaries information and data collection at any time, and for any activity;
Understand and follow the logistic, financial, HR and security procedures enabling the project implementation;
Collaborate actively with other ACF departments;
Contribute to represent ACF at the field level through meetings with implementing partners, INGOs and NGOs, cluster and working group coordination, on request of the program manager and HoD MHPSS;

Position Requirements:


Post-graduate degree in psychology, counseling (master's degree and clinical psychology and mental health counseling are assets)

With technical support from Deputy PM, mobilize CM team and conduct focus group discussions on identifying community perceptions about malnutrition, diseases, care seeking behavior across different age and gender groups;

PURPOSE AND OBJECTIVES OF THE CONSULTANCY

2.2 Objectives of the consultancy
Part I : Designing new financial process and training

Audit of our current financial process and recommendation on processes to be implemented for the new entity “CLG” at local level.
In collaboration with the HQ finance team (and HQ external chartered accountant), recommendation on financial processes to be implemented between the CLG and ACF France. This review will include risk analysis on potential tax impacts for AAH in Nigeria and for the CLG. This analysis will also include recommendation on transactions to be booked in the new entity “CLG”.
Training of the local finance team on legal requirements in terms of (non-exhaustive list) tax declaration, social tax and every other legal obligation for the CLG.

Part II: Support on accounting

Ensure regulatory watch on accounting principles and tax laws which could have an impact on the new entity “CLG”.
Support the mission in the production of annual financial statement and Tax declaration & Tax Clearance certificate.
Depending on local accounting principles and upon request of finance team, prepare annual financial account in French GAAP for consolidation purposes at HQ level. Prepare all relevant supportive documentation for annual audit of consolidated accounts at HQ level by auditors.

The service provider will propose separate fees and planning for the two parts of the mission.

Audit of our current financial process and recommendation on processes to be implemented for the new entity “CLG” at local level.
In collaboration with the HQ finance team (and HQ external chartered accountant), recommendation on financial processes to be implemented between the CLG and ACF France. This review will include risk analysis on potential tax impacts for AAH in Nigeria and for the CLG. This analysis will also include recommendation on transactions to be booked in the new entity “CLG”.
Training of the local finance team on legal requirements in terms of (non-exhaustive list) tax declaration, social tax and every other legal obligation for the CLG.

Part II: Support on accounting

Ensure regulatory watch on accounting principles and tax laws which could have an impact on the new entity “CLG”.
Support the mission in the production of annual financial statement and Tax declaration & Tax Clearance certificate.
Depending on local accounting principles and upon request of finance team, prepare annual financial account in French GAAP for consolidation purposes at HQ level. Prepare all relevant supportive documentation for annual audit of consolidated accounts at HQ level by auditors.

The service provider will propose separate fees and planning for the two parts of the mission.

PROFILE OF THE CONSULTANT (QUALIFICATION AND EXPERIENCE)

The consultancy will be carried out by a national consultant(s) with the following profile:

Duly registered with a recognized professional body
Proven consultancy experience in similar contexts of not less than six years;
Knowledge and practical experience in respect to the Nigeria and internal context of similarnature and specifically in auditing, financial systems etc;
Significant field experience in similar consultancy of humanitarian / development projects;
Good communications and workshop facilitation skills and experience;
Good quality report with clear and practical recommendations
Understanding of majordonor environment andrequirements in Nigeria policy and practices
Ability to manage the available time and resources and to work to tight deadlines;
Independence from the parties involved;
Familiarity with the context of the humanitarian situation in Nigeria will be an added advantage.
