This job description (JD)/scope of work (SOW) sets forth the services to be provided by the Subaward Volunteer to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa.
Background: TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support to states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services. The Subaward Volunteer, under the guidance of the Subaward Manager, is responsible for supporting the Subaward unit in managing the financial, contractual, compliance, and operational aspects of sub-awards solicited and issued by TAConnect.
Principal Duties and Responsibilities (Essential Functions):

Support the Subaward Manager in conducting due diligence on successful applicants.
Support the Subaward Manager in conducting the capacity assessment of identified organizations using TAConnect’s MCAT tool.
Support the Subaward Manager in maintaining subaward files and regularly updating the partner database on Wizehive Zengine in accordance with the applicable policies
and procedures.
Support the Subaward Manager in subaward close-outs, including ensuring that all requirements of the sub-award agreement have been met and that sub-award funds
have been properly settled.
Work closely with the Subaward Manager in ensuring that sub-recipient organizations are complying with the terms, conditions, deliverables, and expectations of their sub-award agreements.
Support the Subaward Manager in developing the subawardee’s monitoring plans and conducting financial and programmatic monitoring of sub-recipients.
Follow up on all subaward compliance issues and audits and document resolutions.
Assist the program team with assessing subawardee organizational needs, to strengthen the ability of local NGOs/CSOs to meet world-class standards.
Support the Subaward Manager in providing technical guidance to develop/strengthen the partner organization’s administrative and financial management systems and
structures.
Work closely with consortium-level sub-recipient organizations to ensure they are managing subawards in accordance with their agreements.
Support the Subaward Manager in developing and conducting subawardee financial and compliance training workshops.

Job Qualifications

Bachelor’s Degree in accounting, business administration, or a related field.
Professional certification will be added advantage 
1 to 2 years post-NYSC experience in accounting, finance, or business-related field, preferably in NGO or development programs.
Experience managing international, local donor-funded contracts is strongly preferred 
Excellent communication skills, both verbal and written 
Good proficiency in the use of Microsoft Office applications, especially Excel and
PowerPoint, is a requirement.
Fluency in English is required. Understanding other local languages is an added advantage.
Good organization skills and ability to multi-task.
Ability to work as part of a team and to be self-managing.
Ability and willingness to travel in the field.

Supervision
The Subaward Volunteer will report directly to the Subaward Manager or his/her designee
Working Conditions/Duration of Assignment

This is a short-term position for the life of the contract based in Abuja, Nigeria.
