Duties and Responsibilities

The Director, Urban Governance and Management & Resilience will be responsible to the secretary, Urban and Metropolitan Development for the smooth coordination and management of urban development functions. Duties and responsibilities at this level will include:-


Developing, reviewing and ensure implementation of urban development policies, strategies, procedures, plans, standards and guidelines;
Recommending for approval reports on classification of urban areas;
Facilitating formulation and review of appropriate legislation and draft regulations on urbanization and urban development;
Approving and facilitating sensitization workshops on ongoing projects and pro-grammes for stakeholders;
Approving projects and programmes on urbanization and urban development;
Approving terms of reference for integrated urban and local area development plans, transport, water, sanitation, solid waste, fire disaster, strategic economic in-frastructure, security lighting and other related infrastructure on urban develop-ment;
Ensuring gender mainstreaming and social inclusivity in urban projects and pro-grammes;
Providing technical advice to national and county governments on matters of ur-banization and urban development;
Ensuring coordination and management of urban observatory and data bank;
Developing and reviewing strategies for domestication of international urban agen-da;
Facilitating approval of joint projects to be implemented by both levels of govern-ment in urban areas; and
Initiating proposal for technical support on twinning of urban county government and urban areas and cities.


For appointment to this grade, a candidate must have:


Served for a minimum period of three (3) years in the grade of Deputy Director,
 Urban Governance, Management & Resilience CSG 6; 
A Bachelors degree in any of the following disciplines: Urban And Regional Planning, Land Economics, Building Economics, Construction Management, Quantity Survey, Architecture, Landscape Architecture, Environmental Planning and Management, Civil Engineering, Mechanical Engineering, Structural Engineering, Electrical Engineer-ing, Survey and Photogrammetry, Urban Design or equivalent qualifications from a recognized institution in Kenya;


OR


A Bachelors degree in any of the following disciplines: sociology, Psychology, social development or any other relevant social Sciences from university recognized in Kenya; 
A Masters degree in any of the following disciplines: Urban And Regional Planning, Land Economics, Building Economics, Construction Management, Quantity Survey, Architecture, Landscape Architecture, Environmental Planning And Management, Civil Engineering, Mechanical Engineering, Structural Engineering, Electrical Engineer-ing, Survey And Photogrammetry, Urban Design or equivalent qualifications from a recognized institution in Kenya;
Been a registered member of a relevant professional body (where applicable); and
Demonstrated high degree of professional competence, administrative capabilities and initiative in general organization and management in the field of urbanization and urban development.
