Objective:

To establish a secure, efficient, and transparent digital voucher system that enables registered beneficiaries to redeem pre-defined hygiene and Menstrual Hygiene Management kits from Local Vendors in Pulka, ensuring accountability and real-time tracking.

Scope of Services Required:


Digital Voucher System Development & Management:

Develop a secure e-voucher/mobile voucher platform (Mobile app) for issuing, distributing, and redeeming vouchers.
Assign unique voucher codes/PINs/QR codes to beneficiaries for fraud prevention.


Beneficiary Profiling & Verification:

Create digital profiles for beneficiaries with necessary verification (Name, photo etc).
Ensure data protection compliance in beneficiary data management.


Vendor Onboarding & Payment Processing:

Recruit and onboard authorized vendors to distribute kits upon voucher redemption.
Provide vendors with a secure system (mobile app) to validate and process voucher redemptions.
Facilitate automatic reimbursement to vendors upon successful redemption.


Real-Time Monitoring & Reporting:

Provide a dashboard for real-time tracking of voucher issuance, redemptions, and stock levels.
Generate automated reports on beneficiary reach, redemption rates, and vendor transactions.




Expected Deliverables:


Fully functional digital voucher system (accessible via basic phones/smartphones).
Monthly Reconciliation reports and Beneficiary reached (vouchers issued vs. redeemed).
Dispute resolution mechanism for failed transactions.


Eligibility Criteria for FSPs:


Registered financial institution/payment service provider with a valid license.
Proven experience in digital voucher systems, mobile money, or humanitarian CVA programs.
Ability to deploy in Pulka, Gwoza LGA
Compliance with financial regulations and data privacy laws.

Examples of past work in CVA
Technical capacity statement (platform features, security, scalability).


Key Clarifications:


Beneficiaries receive digital/physical vouchers to redeem pre-defined kits (no cash out option).
Vendors are reimbursed digitally after successful redemption.
