OBJECTIVES

Nuru   Nigeria   is   seeking   proposal   from   various   organisations   to   provide   services   in targeted   weather   forecasting   information   for   rural,   smallholder   farmers   in   northern Adamawa State in Nigeria for the 2025 cropping season – specifically Michika, Hong and Gombi Local Government Areas.

SCOPE OF WORK

The   provided   services   will   ensure   SMS   delivered   support   to   approximately   1,000 farmers.   Information   services   would   include   daily   and   weekly   weather   forecasting recommendations at critical points in the cropping season such as short-term weatherforecast informed rainfall patterns, dry spell patterns, planting date recommendations,recommendations on timing of fertilizer application etc

Nuru Nigeria will provide mobile phone data for the provision of said services, with consent of the users. The provider shall follow all applicable laws and best practices related to data privacy of users and how the provider intends to protect user privacy should be included in submitting proposal.

DELIVERABLES/EXPECTED OUTPUT

SMS based weather forecast and agric extension advisory delivery to 1,000 small holder farmers within the months of April-October 2025

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation  Committee made up of representatives of Nuru Nigeria.

Tenders will be evaluated on the criteria listed below


Financial Proposals based on best value for money. (Financials)
Must be a certified firm
Adherence with work methodology or scope of work requested. (Technical)
A Comprehensive draft of Proposal. (Technical)
Work Plan showing time of completion and stages of work progress. (Technical)
Similar past experiences with NGO/UN agencies. (Administrative)
Physical Operational Status of the company. (Technical)
Compliance with Payment Terms and Conditions. (Technical)
Provision of a CV of consultant(s)/technical staff in relevant field. (Administrative)


In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification   must   not   seek   the   correction   of   formal   errors   or   of   major   restrictions affecting performance of the contract or distorting competition.

Any   attempt   by   a   bidder   to   influence   the   evaluation   committee   in   the   process   of examination, clarification, evaluation and comparison of tenders, to obtain information

on   how   the procedure   is   progressing   or   to   influence   Nuru   Nigeria   in   its   decision concerning the award of the contract will result in the immediate rejection of the tender.
