Purpose
The Job holder is responsible for implementation of monitoring and evaluation functions of the WaterFund in order to ensure efficiency and effectiveness implementation of projects and programmes for realisation of value for money.

Participating in the preparation of policy position papers;
Providing inputs in the preparation of institutional work plans and... budget;
Preparing quarterly, biannual and annual reports for the division;
Participating in the development and review of the Fund’s Strategic Plan;
Developing the corporate performance contract and guiding its implementation;
Participating in preparing, quarterly, semi-annual and annual cooperate performance report;
Contributing to the development of the Fund’s Master-plan;
Providing technical support on project design and development to the programme teams;
Developing and operationalising monitoring and evaluation tools for programmes and projects;
Taking lead in field data collection for baselines for WaterFund projects for effective monitoring and evaluation;
Undertaking programmes monitoring and evaluation (including spot checks and value for money);
Participating in mid-term, end-term and impact assessment of the Fund’s programmes;

Qualifications

A Bachelor’s degree in Economics, Statistics, Project Management, Development studies, Business Administration, Monitoring and Evaluation or equivalent qualification from a recognised institution;
A minimum period of four (4) years relevant work experience;
Proficiency in computer applications
Membership of relevant professional body, where applicable, in good standing

Purpose
The job holder is responsible for Overseeing, guiding implementation of environmental instruments for the Horn of Africa Groundwater for Resilience Programme including developing tools, and training other institutions involved in the project at national and county levels. The job holder is also responsible for providing technical support to enhance capacity of the internal staff in the... environmental field.
Job Description

Monitor projects milestones against work plans and budgets and other project priorities.
Mentor, coach and ensure training of staff.
Guide, review and quality control all Environmental instruments prepared for the projects and all subprojects i.e. Screening reports, Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management (ESMPs) etc; to improve quality of the output consistent with the Terms of Reference (ToRs), project ESMF, World Bank Environmental and Social Standards, project ESCP and applicable national laws, legislation and regulations;
In line with the project ESMF, provide guidance to the task team and prepare internal environmental and social guidelines for the preparation, implementation, monitoring and reporting of environmental and social risks
Provide input to Contractor selection processes, ensuring that the Environment, Health and Safety aspects are included into the bidding and contract documents
The Environment specialists will be required to attend to any other duty as may be assigned by the Project Team Leader;
Initiate preparation of programme schedules and budgets including expected safeguards documents for the project.
Prepare safeguards proposal budgets;
Follow up on financial audits and closure of audit queries.
Implement programme risk framework.

Qualifications

Bachelor’s Degree in Environmental Science, Engineering, community development, social work or related field) 
Training on the World Bank’s ESF and resettlement and land acquisition
Supervisory course lasting not less than two (2) weeks from a recognised institution;
Membership of relevant professional body, where applicable, in good standing.
Be a registered Lead Expert in Environmental Impact Assessment (EIA) registered with NEMA and/or the Directorate of Occupational Safety and Health Services (DOSH);

Previous relevant work experience required

At least 4 years relevant work experience in the Public Service or Private Sector
At least 5 years’ experience in developing and implementing social safeguards and ESF on World Bank projects or similar multilateral agencies;
Have a broad understanding of the National Environmental Laws, Policies, regulations and the World Bank Environmental and Social Framework (ESF);
Knowledge and onsite practical experience of assessing environmental and occupational health and safety risks and hazards related to construction and operation of water and sanitation projects;
Excellent communication/interpersonal skills and ability to work harmoniously in teams, government officials and communities;

Purpose of the Job
The main purpose of the job is to develop niche business and financing products including credit and credit guarantees, financial / capital investments including bonds to drive sustainable financing to the WaterFund; to develop funding concepts and leveraging private finance. The job holder is responsible for providing technical expertise for development of business models... geared towards revenue generation for the WaterFund.
Qualifications
The holder of this position should meet the following qualifications:

A minimum period of eight (8) years in relevant work experience and at least three (3) years in supervisory role in a position in the Public Service or Private Sector;
Master’s degree in Business, Finance, Development Studies, International Relations, Economics, Commerce, or any other relevant qualifications;
Bachelor’s degree in Business, Finance, Development Studies, Economics, Commerce, or any other Equivalent qualifications;
Management course lasting not less than four (4) weeks from a recognised institution;
Professional qualification and membership where applicable;
Good Communication skills
Proficiency in Computer Applications

Duration of the assignment
This is a temporary position for a period of one (1) year, renewable subject to demonstratable performance.

The Chief Executive Officer (CEO) is responsible to the Board of Trustees for the implementation of the Board’s strategic goals, the prudent management of resources and the giving of direction and leadership in the achievement of the Fund’s mission and strategic objectives. The Chief Executive Officer is also responsible for the day-to-day management of the Fund.
Key Responsibilities
The duties... and responsibilities of the Chief Executive Officer will include:

Serve as the Accounting Officer of the Fund, responsible for the dayto-day management of the Fund;
Advise the Board and Government on all matters relating to the implementation of the Water Act, 2016;
Develop and recommend to the Board the long-term strategy, business plans and annual operating budgets; and establish proper internal monitoring and control systems and procedures;
Coordinate and prepare business-related proposals, reports and other submissions for consideration by the Board;
Mobilize resources for the Fund; and develop strategies to increase funding;
Identify and source for suitable development partners and beneficiaries for collaboration;
Formulate and implement principles, regulations and procedures, in consultation with the national government and county governments for financing projects;
Implement measures to ensure the efficient and equitable sharing of the resources of the Fund
Monitor implementation of projects in collaboration with the Board of Trustees;
Maintain and make available information on the projects financed and impact of such projects;

Qualifications
For appointment to this position, a person must have:

A minimum of fifteen (15) years’ relevant work experience, five (5) years of which must be in Senior Management;
Bachelor’s Degree in Business Management, Civil Engineering, Water Engineering, Agricultural Engineering or any other relevant equivalent from a recognized University;
Master’s Degree in Business Management, Civil Engineering, Water Engineering, Agricultural Engineering or any other relevant equivalent from a recognized University;
Professional qualification and membership to a professional body is desirable;
Proficiency in computer applications;
Have knowledge and a clear understanding of the water sector;
Demonstrate a clear understanding of local, national and international conventions and treaties governing the water sector;
Demonstrable experience in resource mobilization; and
Fulfil the requirements of Chapter Six of the Constitution of Kenya 2010.
