Purpose and Objectives of the study


The purpose of the ACT project’s outcome monitoring exercise is to assess and document progress toward the project’s targets and the realization of its Theory of Change, while also examining changes in context and key assumptions. In line with this purpose, the outcome monitoring exercise will focus on the following objectives:


Assess and measure... progress at the outcome level


Determine the value of outcome indicators at Year 2 of project implementation, reporting on all relevant disaggregation where possible, and recommend adjustments in their formulation if necessary.
Finalize baseline values in cases where these are being determined on a rolling basis (as actors are engaged in project activities), and support the identification of end-of-project targets as appropriate.


Validate project assumptions:


Provide evidence to test the assumptions underpinning the project’s Theory of Change (ToC).
Support a shared understanding of contextual changes in order to revise and update program design and/or set new targets as appropriate.


Document system-level change:


Capture early signs of changes within the childcare ecosystem.
Gather insights on any unintended outcomes that may be emerging.


Advance gender equality and social inclusion (GESI):


Collect and analyze quantitative and qualitative data on gender and power dynamics to inform the project’s GESI strategy.


Strengthen MERL systems:


Provide recommendations to update the results-based Monitoring, Evaluation, Research, and Learning (MERL) plan, including methodological adjustments for future data collection exercises.
Identify opportunities for alignment of indicators with those from other relevant projects.

The Market Systems Advisor will also be a core member of the WUSC Programs Team, working in a matrix environment as a technical resource for... integrating EO best practices into WUSC’s portfolio of overseas programs. Economic Opportunities Advice & Coaching to WUSC Programs and Projects - 50%


Provide high-quality technical assistance to diverse teams across the organization, including program delivery teams; 
Support program staff in integrating evidence-based best practices in market systems development and entrepreneurial ecosystem building  into project planning and management approaches (including results based management tools) and propose strategies to increase project/program impact on outcomes; 
Facilitate the use of data and learning from existing economic opportunities programs to promote evidence-based learning, reflection and decision making within programs/ projects;
Identify strengths and weaknesses in existing practices at WUSC, and support the development of improved systems, processes, and tools; 
Work with program managers and MERL  Advisors to ensure that results measurement and knowledge management  systems are established to ensure that relevant economic opportunities results are captured and reported to relevant stakeholders; 
Create market systems development  resources (including training) and tools (ie. tipsheets) to assist staff in implementing evidence-based economic opportunities interventions; and
Undertake limited project management responsibilities on smaller initiatives, such as coordination between finance and programs counterparts; development of reports and planning documents; and review of contracts. 


Economic Opportunities Advisory Support to new Programs - 25% 


Work with the Program Development unit to ensure the integration of evidence-based best practices in economic opportunities, access to finance, TVET, entrepreneurship, RDP economic inclusion, sustainable agriculture or other relevant areas into new program design; 
Help to review and/or develop content for proposals that reflects WUSC’s experience in its economic opportunities portfolio;
Recommend financial and human resources necessary to execute high quality economic opportunities programming; 
Support new project inception planning, particularly the development of the program/ project-specific advice for high quality economic opportunities interventions; and 
Support project teams in the recruitment and capacity building of project managers and technical staff on economic issues. 


Promote Internal & External Learning on Economic Opportunities - 25%


Participate in critical working groups and networks and ensure that WUSC is delivering on key strategic objectives with and through these groups and networks;
Support WUSC’s work in social finance and impact investment through participating in relevant committees and working groups;
Facilitate organizational learning opportunities, including training, seminars, webinars, tipsheets, etc; 
Co-lead the development of the organizational annual Economic Opportunities Thematic Area Workplan alongside the Market Systems Advisor - Agriculture and Climate and ensure the execution of this plan; 
Liaise regularly with technical counterparts to share best practices, tools, and organizational approaches to economic opportunities quality;

In conjunction with the finance team, develop and monitor the project budget, including partner budgets and financial reports, and ensure regular reporting to the donor;

Support the convening of the Project Steering and Advisory Committees at regular intervals.

Partner Relations and Communications

Establish and maintain effective relationships between key project partners, including those based in Kenya and Malawi;
Follow up with partners on effective implementation of project activities, monitoring and reporting on results, and financial reporting;

Under the supervision of the Deputy Project Director, the Events Assistant will play a pivotal role in ensuring the smooth execution of our project events from conception to completion. You will work closely with the project, operations and finance team to provide support in various aspects of event coordination and management (both virtual and in-person) across the various countries... that we work in. Your ability to multitask, communicate and pay attention to detail will be essential to your success in this role.

Responsibilities:

Provide logistical support for online and in-person events for the project staff and the DREEM Youth Advisory Committee;
Assist in the planning and organization of events, including researching venues and suppliers;
Coordinate logistics such as transportation, catering, audiovisual equipment, signage, and communications materials;
Be present at events to assist with set-up, registration, troubleshooting, and to serve as the primary point of contact for vendors;
Provide excellent communications support to partner organizations and invitees;
Provide travel logistical support to participants including visa preparation, flight and accommodation bookings, provision of allowances, etc.;
Assist in budget tracking and expense management for each event;
Support project communications efforts as needed (development of materials, badges, etc.);
Assist in the evaluation of event success, gather feedback, and contribute to post-event reports;
Provide coordination and administrative support to the DREEM Deputy Project Director and DREEM Project Director as needed.

Qualifications

The ideal applicant will combine technical expertise in one or more of DREEM’s sectors (higher education, durable solutions for refugees, vocational and technical training, support to entrepreneurs and businesses), a familiarity with the East African refugee context, an ability to get things done, and strong organization, coordination, and communication skills.

Specific competencies:

A bachelor’s degree in event management or a related field is a plus;
Previous experience in event planning or a similar role in an NGO environment;
Excellent organization and time management skills, with the ability to work under minimal supervision;
Strong interpersonal and communication skills;
Detail-oriented and able to manage multiple tasks simultaneously;

Under the supervision of the Nairobi-based DREEM Senior Project Manager, the Program Manager will work closely in collaboration with the WUSC teams in Kenya and Canada, the DREEM Youth Advisory Committee, and the Mastercard Foundation team to manage the Strengthening Economic Opportunities for Refugees pillar.
Responsibilities:

Oversee the implementation of the Strengthening Economic... Opportunities for Refugees pillar of the DREEM project including facilitation of financial inclusion, MSME business development and integration of international strategies into the local refugee context that will ultimately improve their economic strength;
Financial management of the Innovation Fund, including management of the grant disbursements and contract payments to partners;
Overseeing and managing the partner organization contracted to implement the Business Development Support;
Lead the selection and capacity building of a Refugee Led Organization to undertake BDS support of local businesses;
Coordinate with the crosscutting team to ensure effective integration of gender equality and social inclusion (GESI) and monitoring, evaluation, research and learning (MERL) in project design and implementation;
Manage relationship with partners and ensure positive relations with donors as well as with other local development organizations, local governments, and the business community;
Submit reports and work plans, in coordination with partners, Senior Program Manager and the crosscutting support team;
Represent the SEOR pillar of the DREEM project and actively participate in coordination of program reviews, technical discussions, regular and planned field visits;
Ensure strict budgetary adherence and monitoring and other duties as assigned.

Qualifications:

Master’s degree in Social Sciences, Economics, Finance, Trade, Business, Agribusiness, Markets Development or other equivalent academic background is preferred.

Experience & Competencies
The ideal applicant will combine experience and technical expertise in the higher education and/or forced migration sectors with a familiarity of the East African refugee context, a strategic and analytical mindset, excellent listening and interpersonal skills, and an ability to get things done.
Specific competencies:

Previous experience in the development arena working with marginalized and vulnerable communities;
A minimum of five (5) years working experience in the above areas;
Experience in programmes/projects design, implementation results based performance monitoring;
A strong understanding of market systems development, inclusive economies, and systems change-oriented interventions and projects;
Demonstrated commitment to gender and social inclusion and knowledge of the specific constraints and realities of challenges faced by refugee and displaced groups;
Diplomatic skills and experience with representation with a wide range of key stakeholders;
Experience working on a Mastercard Foundation project will be an added advantage;
Complete fluency in English is essential, ability to write articulately and cogently, and to edit at a similarly high level;
Experience in project monitoring and evaluation (M&E) and quality control;

Assignment focus

The consultant shall:

Develop the documentary script and storyboard to be used in shooting and production of the documentary.
Collaborate closely with DREEM's Senior Project Manager and Communications Officer to understand what is expected of the documentary's final outcome.
Go on a reconnaissance mission (recce) to the shoot location to map out the best places to conduct interviews and shoot the necessary B-roll.
Coordinate with the interviewees and plan when to conduct the interviews.
Hold pre- and post-production meetings with WUSC focal points to finalize all production elements.
Use artistic knowledge to enhance and compose shots while on location.
Before delivering final products, present a draft documentary to WUSC for review and feedback.
Take feedback into account and present the main documentary (5-8 minutes) and two (2) shorter abridged versions of the documentary to WUSC as directed by the Communications Officer.

Timeframe

After the contract is signed, the consulting arrangement will be in effect for 30 days. The process includes meetings with the WUSC team during pre-production, production, and post-production.

Working Arrangement

When the contract is approved and signed, the consultant will receive 40% of the total cost; the remaining 60% will be paid once the documentary has been satisfactorily produced.

Qualifications

Every member of the production team must have proven film production experience (A crew of no more than five people is recommended).
Vast expertise in producing documentaries about development work for organizations with the goal of engaging both local and international audiences.
Excellent technical capabilities for both sound and video (Full HD video or 4K video) to ensure high-quality production.
Must be tax compliant/produce a KRA PIN registration certificate.
Must share links of previous work done, “specifically documentaries.”

Scope of work

In addition to Life Skills education, LEAP is working to increase the availability and quality of trauma-informed psychosocial support at the TVET level. The goal of this work is to ensure girls have access to necessary support and specialized support services where needed in order to protect their psychosocial well-being. WUSC is seeking a part-time counsellor to provide timely... and effective psychosocial support to the young women hosted in the Technical Vocational Education Institutions by
Support the development of a comprehensive mental health and psychosocial support (MHPSS) response plan for LEAP focusing on students hosted in four TVET institutions in consultation with WUSC and other relevant stakeholders, including TVET institution management. The response plan should include mapping of MHPSS service providers available to TVET students (including existing referral pathways), identified gaps in MHPSS service provision within identified TVET institutions and provide recommendations for sustainable and quality MHPSS activities to address these gaps.
Provide appropriate and timely therapeutic services, as requested and desired by TVET students, including individual and group counseling sessions. This support may be provided via email, phone and/or video conferencing software such as Zoom or Skype.
Conduct regular assessments of the psychosocial well-being of TVET students using appropriate and globally recognized psychometric instruments, provide progress reports and document referrals made to other service providers for more specialized assistance (including on safeguarding concerns) with the student(s) consent and in consultation with WUSC.
Develop and facilitate sessions (ideally in person on a quarterly basis) for TVET students on relevant topics related to student psychosocial wellbeing, including but not limited to self-care, psychological first aid (PFA), stress management and resilience building.
Report on psychosocial activities carried out (during school periods and during breaks) together with students and provide recommendations based on the findings.
Provide ad hoc counselling and trauma interventions on site for the TVET students as needed.

Qualifications and competencies

University degree in counselling, psychology, clinical psychology, psychiatry, mental health, or any other related field from a recognized institution. A Master's degree will be an added advantage.
A minimum of 5 years experience in providing mental health and psychosocial support (including counselling and case management) in a humanitarian setting.
A registered member of a recognised Counsellors and Psychologists Association will be an added advantage.
Outstanding interpersonal skills and dynamic facilitation skills when dealing with different groups.
Fluency in spoken and written English and Swahili.
In-depth knowledge in the provision of psychosocial support in an international context (desirable).
Trained and experienced in behavioural therapy (desired).
A driven self-starter capable of adapting to changing circumstances and priorities in consultation with WUSC.

Take lead in reviewing a result-oriented mentorship model in collaboration with implementing partners
Support mentorship for young women in the skills training and offer market linkages
In collaboration with the LEAP partners, conduct outreach with the family members of the trainees and the broader community to garner support for women’s and girl’s use of technology and inclusion in the gig economy

Sustainability

Work closely with the digital skills implementing partner to establish and build capacity of 2 business processing units, ensure a good governance structure of the units is in place and support linkages to digital online work and financial services.
Provide information to trained AGYW on entrepreneurship pathways, and support financial literacy training.
Support graduates to open bank accounts with credible financial institutions and access to affordable loan services
Develop a viable and sustainable business model for the digital hub. Ensure the hub can run and operate profitably in the next 12 months and beyond the funding period.
Design exit strategies for the LEAP implementing partners

Quality Control and Impact Measurement

Provide oversight and ensure quality during mentorship and execution of tasks to ensure that trainees have adequate support.
Collaborate with the WUSC MERL team to monitor the Training, mentorship and transition to work opportunities using a result-based monitoring system.
Carry out spot checks on partner training centers and provide feedback.
Collaborate with WUSC MERL in conducting assessments with men and boys, particularly male spouses or partners, to identify and address gender roles and joint decision-making regarding young women's employment pathways.
