The Field Monitor’s responsibilities include the following and not limited to:
Monitoring and Data Collection at the Field Level

Conduct frequent field visits to project sites to observe distribution process activities, interview stakeholders, and gather information.
Review project reports, financial records, and other relevant documentation on-site.

Analyze data to identify trends, challenges, and successes related to project implementation and outcomes.
Write detailed reports that summarize findings, observations, issues, and recommendations.
Present monitoring findings to relevant stakeholders, including cooperating partners (CP), government representatives, and beneficiaries at the field level.
Conduct post-distribution debriefs and provide feedback to government and community stakeholders and cooperating partners on best practices, lessons learned, and improvement areas.
Routine communication of all field monitoring activities, work order progress, and other key findings to management promptly and effectively.
Foster strategic partnerships with key stakeholders in the field; establish and maintain a network of Local stakeholders (Bulamas, local government officials, and other local authorities) to ensure the smooth running of monitoring activities.

Requirements

Bachelor’s Degree/HND with a strong focus on both quantitative and qualitative research methodologies preferred.
Minimum of 2 years working in humanitarian responses.
Substantial knowledge regarding conducting data collection in an NGO.
Previous experience in Third Party Monitoring (TPM) is an asset.
Strong skills with the Microsoft Office Suite (Word, Excel, PowerPoint), Google Drive, and other cloud-based software tools 
Strong technical writing skills
Experience collecting information using hand-held GPS devices
Experience using ODK for quantitative data collection

TPM Project Management

Support the project manager in planning and implementing all TPM field movements and activities

Support the project manager to ensure the Field team`s activities are relevant and have a measurable impact as well as meet all the needs of the donor;
Identify new programs and approaches in which the Field team can add value to the aid/humanitarian response;
Ensure the field team (enumerators) are aware of their respective responsibilities and their contribution and role within it.

Operations

Ensure that field enumerators follow all required FLATS procedures to conduct their work in an adequate and timely fashion. 
Direct or support project manager in the planning, development, and implementation of activities such as training and data collection. 

Team Management and Leadership


Leadership

Provide leadership within their project as well as within the organization at large.
Transmit FACT’s values and vision, and their declination within his/her project unit.

Staff Management

Ensure that enumerators understand and can perform their roles and responsibilities.
Ensure that all enumerators have clear and regularly updated TORs, work plans and Key Performance Indicators (KPIs) against which their performance will be appraised.
Mentor and support enumerators to build capacities, and improve efficiency and performance.
Management of interpersonal conflicts within Unit.
Ensure regular updates with the project manager about enumerators' potential, career management, training opportunities, contractual issues, and difficulties faced with or expressed by field-based staff. 
Ensure communication and linkage with the project manager is made immediately in case of HR problems by the field team.
Conduct supervisory visits to assigned LGAs of implementation 

Internal Coordination and Communication

Facilitate internal communication within the field team (enumerators) and information sharing for a positive working environment.
Ensure implementation of regular meetings with enumerators.
Ensure that any risk to FACT programming, projects or staff at the field level is as soon as possible communicated to and understood by coordination. 
Collaborate closely with other members of the TPM team, including field monitors, data analysts, and support staff, to ensure smooth implementation of monitoring activities.
Work closely with the project managers or coordinators within the organization to align monitoring efforts with project goals and timelines.
Coordinate with administrative staff for logistics, budget management, and administrative support related to TPM activities.

Follow the designated timeline of reports to be submitted to project partners and donors. Ensure the writing of timely assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality of collected information. 
Store, organise, and disseminate assessments, project documents, and best practices among partners.

Internal management

Ensure that field teams are comprehensively briefed on the objective, expected outputs and that the overall implementation strategy of any given activity is clearly understood. 
Ensure that project/field staff are given training and complete all the necessary documentation in line with program requirements. 
Capacity building and staff development of Enumerators, Interns, Field Officers and Junior Research Officers.

Further represent FACT vis-a-vis current and potential donors and communicate relevant information to the Unit Manager and SMT.

Strategy development & implementation 

Develop and oversee the implementation of a PEARL strategy for the organisation, and take a lead role in identifying strategic opportunities for strengthening FACT’s work in the country and the region. 
In particular, consolidate and strengthen ongoing programming and operations and ensure PEARL activities are relevant and have a measurable impact.
Follow up on opportunities for PEARL’s programme development and strengthening of interventions.

Ensure that all research/assessment is planned in line with relevant project and programme objectives and with PEARL strategy while ensuring that they comply with FACT and other relevant guidelines.

Keep track of progress and delays throughout the research cycle. Ensure that delays or identified challenges for specific assessments are reported to senior management in a timely manner.
Ensure relevant stakeholders and partners are engaged in assessment design and planning.
Ensure data collection is conducted according to guidelines and ensure that data is revised and cleaned and that all revisions are recorded.
Oversee analysis of collected data as per ToRs and ensure that meaningful techniques are used to analyze the data collected.

Project management 

Ensure timely organization of project kick-off, review/update, and end-of-project meetings.
Monitor output achievement, and cash burn rates and ensure time completion of projects through review of budgets, project factsheet, and project reports.
Ensure that contractual obligations are met in terms of deliverables as well as narrative and financial reporting requirements, in close coordination with senior management and finance departments.
Ensure contractual monitoring and evaluation indicators are identified and tracked in a timely manner. 
Provide ad-hoc support to project implementation through troubleshooting and eliminating blocking points.
Anticipate financial risks and gaps in funding and control project budgets to avoid under/overspending and ensure accurate and timely financial reporting
Ensure proper asset management and ensure proper IT systems, data back-up, and protection from malware.
Support the preparation of external audits in close collaboration with senior management and the finance team.
Ensure regular coordination with Finance and other FLAT departments at all stages of development and implementation of the Unit’s projects, including participation in project kick-off and lessons learned meetings, support to drafting of monthly internal updates (budgets, allocation tables, etc.), and support to drafting of donor reports or amendment requests.
Ensure compliance of all unit staff to FACT FLAT and security procedures.
Ensure that all Unit staff are aware and fully abide by FACT’s regulations in terms of administration, logistics, and security.
Regularly links with FACT administration and finance to plan movement, travel, and in relation to the Unit’s staff.

Ensure the development and application of a M&E system/plan for each program, in line with PEARL’s M&E guidelines.
Ensure learning and knowledge are shared across the team. Lead internal and external program evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary. 
Ensure learning by the PEARL team from relevant best practices internally and externally both nationally and globally and make learning available for other programs. organize a program review workshop and document lessons learned at the end of each program.

Team Management and Leadership

Ensure that staff within his/her unit understand and are able to perform their roles and responsibilities. 
Ensure that all staff within Unit have clear and regularly updated TORs, workplans and Key Performance Indicators against which their performance will be appraised.
Promote team building, productivity and staff welfare.
Mentor and support the Unit team to build capacities, and improve efficiency and performance.
Ensure regular updates with senior management about staff potential, career management, training opportunities, contractual issues, and difficulties faced with or expressed by field-based staff. 
Ensure communication and linkage with coordination is made immediately in case of HR problems by project unit members.
Ensure all staff in the unit receive an appropriate introduction and training upon arrival/hiring.
Ensure that all staff in the unit receive regular training on FACT’s code of conduct and policies.
In support of the senior management, contribute to transparent and timely identification and recruitment of staff working in the Unit.
In coordination with senior management and HR, proactively adapt the staffing structure for the Unit to needs and funding. 
Develop and update Unit organogram and staff recruitment plan, in line with the needs of unit strategy and existing budgetary and programme requirements.

External Engagement

Develop and implement stakeholder engagement strategies and plans and prepare stakeholder engagement reports and feedback mechanisms
Establish, maintain, and improve active and regular working relationships with coordination platforms (clusters, sectors, working groups, NGO forums, etc.), UN agencies, donors, NGOs, consortia, academia, etc.
Ensure that FACT and its programs are well understood by key aid stakeholders and that potential partnership options have been explored when relevant.
Identify potential opportunities and develop donor relationships, as relevant, and maintain a positive perception of FACT by external partners, donors, and coordination platforms.

Requirement

8 years of proven experience working in NGO, Academia, or Software companies within the  research, monitoring and evaluation, or a similar function
Excellent academic qualifications, including at least a Master’s degree in a relevant discipline (Statistics, Mathematics, Computer science, Political Science, Science, Engineering, Social Research, Economics, Development Studies, or similar)
Excellent communication and drafting skills are required for effective report writing 
Experience with external engagement (donors, partners, and other key stakeholders) required;
Knowledge of data collection and analysis tools like Kobo, Nvivo, R, SPSS, Power BI, etc
Strong time management skills
Good communication skills along with the ability to effectively collaborate with cross-functional teams
Comfortable multi-tasking and supporting multiple products
Intermediate to advanced working knowledge of Figma, and Microsoft Office desktop applications, including Excel, Word, Access, PowerPoint, and Google Suite apps.

About the role
Under the management of the PEARL Unit Manager, Database Officer is responsible for the production of FACT’s analysis products, including the preparation of research design, support in designing sampling methods, data analysis plans, data collection tools, data cleaning scripts, and processes, analysis scripts, analysis outputs and (as relevant) production of web maps and... information management systems.
Responsibilities
Responsible for managing PEARL database and data analysis processes, ensuring delivery of high-quality products that meets the needs of the communities we serve. Key responsibilities:
Research Planning and Implementation

Contribute towards the identification and implementation of effective and adapted data management and analysis solutions in line with FACT’s relevant research and data guidelines;
Support (as designated by line manager) sampling design, creation and management of data collection tools (ODK or KoBo), training on data cleaning and management techniques, support for data analysis set up (specifically conducted in the R environment);
Support the development of qualitative and quantitative data collection tools, ensuring requirements of research cycle/assessment are met;
In coordination with relevant assessment and GIS officer(s), support construction of quantitative sample;
Keep track of progress and delays of all assigned tasks throughout the research cycle. Ensure that delays or identified problems are reported by writing and orally in a timely manner.
When relevant, support oversight of data collection, in line with agreed TORs (including their Annexes), including data cleaning processes, checks and data cleaning scripts
In coordination with relevant assessment officer(s), document all changes in data collection that lead to a modification in the agreed TORs, ensuring that Coordination is informed and agrees on the modifications.

Data Management, Cleaning, Analysis and Reporting

Monitor the accuracy of data collected in line with FACT’s Data Cleaning Minimum Standards Checklist;
Cross-check data collected in the field, ensure regular updates and solve eventual discrepancies;
Manage, update, and deploy research questionnaires. 
Maintain, update, and expand R-based systems of data management and analysis for data dissemination and reporting
Serve as the focal point for statistical analysis and quantitative reporting on assessments.
Ensure that all FACT analyses products the requirements of FACT and concerned partners; 
Ensure findings are accurately reported given the data collection and analysis methodology planned in TORs;
When relevant, in close coordination with FACT, support the regular maintenance and update of online products.

Internal Coordination and External Engagement

For relevant projects, ensure compliance with project cycle management requirements and guidelines at all phases
Provide content and contributes to lessons learned exercises.
Upon the request of the line manager, support in consulting with partners at various stages of the research cycle: assessment preparation; data collection; data analysis; review of research products; product dissemination; and lessons learned.
After validation by the line manager, attend relevant meetings/ working groups; report back to management and, as relevant, follow up on issues identified by partners or during meetings / working groups. 
When requested by the line manager, support active use of datasets and research findings by partners and the broader humanitarian community for their decision-making; 
More generally, contribute to the creation of a positive image and overall credibility of the organization, notably through the application of FACT’s mandate, ethics, values, and standpoint with regard to other actors.
