Position Overview 

The incumbent will liaise between IRCE Research Administration unit, and IHVN Grants & Finance department to ensure proper budget management, expenditure tracking & financial reporting of IRCE research projects & IRCE account.
This position is responsible for working with the IHVN Finance and Grants department, to support post-award finance management activities in research... administration.  

Key Responsibilities 

Prepare monthly financial expenditure reports for IRCE projects and IRCE central account. 
Liaise with IHVN Grants & Finance department to monitor & reconcile monthly general ledger reports; identify accounting discrepancies and make adjustments. 
Prepare and collate Monthly Spend plan and Burn-rate analysis. 
Monitor expenditures, account balances, and receivables and perform financial projections. 
Ensure proper budget management of all IRCE projects budgets. 
Liaise with IHVN grants and finance department, to ensure consistent tracking and documentation of all IRCE projects and IRCE central account expenditure. 
Conduct level of effort management vis-a –vis relevant IRCE project budgets 
Conduct regular payroll update, reviews and management to ensure consistency with current project activities. 
Ensure that all IRCE projects and IRCE account financial transactions are conducted legally & ethically. 
Liaise with IHVN Grants –Finance department on one hand and, IRCE Research administration unit on another, on all matters concerning the IRCE project finance and IRCE account management. 
Work with the Post-Award Research Administrators to manage and monitor IRCE projects to completion and prepare financial reports for the projects at IRCE. 
Lead the preparation of grant reports and analysis for use in planning and decision-making. 
Clearly communicate and interpret the financial requirements/guidelines on NOFOs 
Perform any other duties as directed by the Research Administration Unit Lead. 

Qualifications / Experience

Possession of a B.Sc in Accountancy or Higher National Diploma (HND) in Accountancy or related discipline. 
Minimum of 3 years post hands-on qualification experience in managing program budget and finances. 
Professional Accounting qualification of either ACA, ACCA, or CPA is an added advantage. 
Proficiency in Microsoft Word, Excel, PowerPoint, and Access. 
Knowledge of accounting regulations and procedures 
Experience in budgeting and expenditure tracking  
Strong attention to detail and good analytical skills

Responsibilities

Quality of care assessment and ensuring that patients in all IHVN supported facilities receive high-quality comprehensive TB, TB/HIV and MDR TB care and treatment in line with WHO and National Guidelines in PEPFAR and Global Fund sites (TB/HIV, MDR-TB).
Program facilitation for effectiveness and efficiency, facilitation of communication, collaboration, task sharing and... teamwork among clinic staff of all sites.
Provision of on-site clinical mentoring and technical assistance to clinic staff of all sites.
Improvement of strong linkages between the PPM facilities and the TB Control program at the State and LGA level.
To ensure that the facility operates a functional and efficient client flow system.
To support the project monitoring and evaluation team to ensure that high high-quality project data were collected and analyzed for informed decision making
To perform quality improvement, program evaluation, monitoring and to render administrative support.
Participation in meetings and other initiatives as assigned.
To work with Sub-partner staff, government agencies at all levels, donor representatives, facility/site staff, focal persons and IHVN staff to effectively manage programmatic challenges.
Act as liaison for community resources for patients, community and network within the hub and spoke model of the PPM implementation structure.
To report all activities to the central office Senior Program Officer TB/HIV, Technical Advisor HIV/TB/MDR-TB and the Director/Head, Clinical Services Department.
To adhere and abide by the ethics and code of conduct of the Institute.
To carry out any other duties/ assignments as directed by the Director Clinical Services department.

Qualifications

Skills and Abilities: 

Education: A University Degree in Medicine. An MPH or additional master’s degree will be an added advantage.
Prior Work Experience: 3 – 5 years of professional level experience managing public health and health delivery with emphasis on TBHIV, care and treatment. She/he must have experience working with PEPFAR or GF funded care and treatment program. Demonstrated experience in the design, implementation, and management of TB and TB/HIV program and private sector engagement is desirable.
Good communication (oral and written) and facilitation skills with proficiency in the computer programming – Word processing, spreadsheet, presentation skills are required.
Proficiency in data analysis, good inter and intrapersonal communication skills.
Ability to work under pressure to meet organizational targets/goals.
Ability to evaluate data and prepare quality reports often under pressure and in complex situations.
Being goal oriented with ability to plan and organize, make decisions, manage time and practice critical thinking.
Language Proficiency: English language (high proficiency in verbal and written expression)

Position Overview

The incumbent will provide technical leadership and lead in the following activities within SECURE Nigeria:

Acute Febrile illness (AFI) sentinel surveillance
Adverse event following immunization (AEFI) surveillance
Development of priority disease strategic plan for NCDC
Surveillance data quality management system at NCDC
Assessment of the capacity for e Laboratory IDSR... and Logistic management system at the national public health institute.vi) Hand Hygiene program implementation. The surveillance and Epidemiology lead will work closely with other members of the team, NCDC and NPHCDA to achieve project deliverables.

Key Responsibilities

Provide technical and operational leadership as needed to implement surveillance for Acute febrile illness (AFI), Adverse event following immunization (AEFI) surveillance and other surveillance activities within the SECURE-Nigeria project
Develop close working relationships with NCDC and priority disease technical working groups (TWG) to support outbreak response activities
Develop protocol and provide technical leadership in the evaluation of public health functions and process as required
Support disease technical working group
Develop and implement strategies to strengthen surveillance operations of the GoN
Facilitate the management, development and monitoring of work plans and budgets; ensures appropriate levels of technical assistance for interventions
Supervise technical, operational, and managerial aspects of SECURE-Nigeria project as a senior member of the team
Assist the project director to ensure effective management, and accountability of the SECURE-Nigeria project, through providing technical leadership to diverse teams to deliver on project’s deliverables and mandate
Provide technical support to the team in the areas of infectious disease and event surveillance, infection prevention and control and epidemiological research
Coordinate the development of strategies, SOPs, standards, and guidelines for public health surveillance

Advanced Clinical Degree (MD, MBBS, BMChB, BPh, DM, RN or equivalent Degree) with at least 7 years’ experience in disease surveillance
An Advanced Degree in epidemiology, Public Health or related background is needed

Strong scientific background with a track record of published studies

Strong project management skills

Position Overview

The incumbent will serve as the project manager for the cross cutting disease sentinel surveillance project.
This position is responsible for the management of SECURE-Nigeria newly established project on crosscutting communicable disease sentinel surveillance network which includes Acute Febrile illness (AFI) sentinel surveillance and serology surveillance.
The Project... manager will work closely with the NCDC surveillance team and provide leadership and strategic direction for this project, coordination and use of diagnostic test to better identify the cause of fever and epidemic-causing pathogens from remnant viral load and ANC samples. 

Key Responsibilities

Provide technical and operational support, training, as needed to implement sentinel surveillance for AFI and serological surveillance using remnant viral load and ANC samples.
Support the capacity of NCDC to implement sentinel surveillance for epidemic prone diseases.
Develop close working relationships with Acute Febrile illness & serologic surveillance investigators and key opinion leaders in the field.
Support data analysis from ongoing sentinel data
Play a leadership role in the scientific team as the AFI and serologic surveillance expert, and a key coordination role amongst NCDC and IHVN team.
Support AFI sentinel surveillance and serologic surveillance across all 6 sentinel sites
Ensure that activities and diagnostic conducted are of the highest quality, in accordance with global norms for diagnostic tests.
Manage and Supervise sentinel surveillance project staff
Managing a team of scientists and project managers each sentinel site to execute against established programme goals
Report to the stakeholders on progress of individual projects and budgets on a regular basis and present interim reviews for stakeholders review.
Prepare reports and presentations to the CDC
