Overall Job Function

The DREAMS Technical Lead will provide leadership for the implementation of DREAMS interventions for adolescent girls and young women (AGYW) in Siaya County. This will include development of work plans, providing leadership and coordination of DREAMS staff, and monitoring and reporting for HIV prevention... interventions for AGYW.

Key Responsibilities


Support the design and implementation of evidence-based HIV-prevention interventions targeting adolescent girls and young women in Siaya County
Provide technical assistance through trainings, mentorship, and support to staff working on the DREAMS project, focusing on the package of evidence-based interventions including school based HIV prevention programming, social asset building, social protection interventions including vocational training, education subsidy, entrepreneurship and financial capability training, and biomedical interventions including gender-based violence, HIV testing and counselling, contraceptive method mix, condom promotion and provision, PrEP education, community mobilization and norms change interventions, among others.
Support budget management by monitoring expenditure against the program approved annual budget and revisit plans to ensure budget performance are within approved limits
Support supervision and mentorship of the program staff in implementing targeted HIV prevention programs, packaging of interventions, and development of training and IEC materials.
Support supervision and mentorship of service delivery staff to ensure quality implementation of services to AGYW within the DREAMS program
Facilitate engagement with the community and other stakeholders to ensure program sustainability, and ownership by the community members and stakeholders.
Support monitoring and evaluation (M&E) of DREAMS interventions including working closely with the M&E team to set up program responsive M&E systems, tools, reporting structures, and data analysis that track progress and inform DREAMS interventions
Develop technical programmatic reports including donor reports, documentation of lessons learnt, best practices, challenges, and opportunities for programming.
Facilitate linkages across different HIV programs and services at health facility, and community levels; HIV testing, counselling, care, treatment and strengthening of health facility-community referral and linkages systems for the AGYW for biomedical interventions and social economic approaches.
Coordination and supervision of evaluations on the efficacy of behavioral, biomedical, and structural interventions and programs.
Represent CHS in various forums including stakeholder forums, technical working groups, and other national and county programmatic forums, as well as coordinate ownership and sustainability of programs within the government mainstream functions whilst ensuring that key actors, both internal and external, are aware of programmatic and operational successes.

Person Specifications


Degree in Social Sciences, Clinical Medicine, Nursing or any related field
Master’s Degree in Public Health or Epidemiology will be an added advantage.
Minimum of five (5) years’ experience implementing complex HIV prevention programs, with at least three (3) in a senior level position.
Experience working under PEPFAR-funded programs and USG donor’s regulations, specifically DREAMS program.

Ensure that the three principles of radiation protection, namely justification, optimisation (ALARA) and dose constraints/limits are adhered to.
Follow the WHO basic safety standards for the protection of health workers and the general public against the dangers arising from ionising radiation and the health protection of individuals against the dangers of ionising radiation in relation to medical exposure
Ensure radiation safety measures and protection devices are used and observed to ensure compliance and safety for both patients and staff
Take part in routine daily inspection of equipment and quality assurance procedures and report any defects or problems to the laid out channels
Ensure scheduled planned preventive maintenance and emergency repairs on the radiographic equipment are conducted
Day-to-day coordination, management of implementation for the iNTP Project as per the organisation and donor guidelines to ensure that project activities are conducted on time, are within budget and achieve desired quality and outputs
Offer support in reporting and coordination by ensuring all patient records are properly documented in the patient request forms and registers, maintain accurate inventory records, and ensure daily/weekly reports are compiled and submitted on time
In collaboration with the facility in charge take lead in quality improvement at the department and be part of Quality Improvement Committee (QIC)
Conduct any other duties assigned.

Persons Specification

Diploma in medical imaging from Kenya Medical Training College or BSC (Hons.) in Radiography from a recognised institution
At least two years’ experience in a busy X-ray department
Must be registered by the Nuclear Regulatory Authority
Must have a current and valid practicing license
Should be highly experienced in radiographing, covering a wide range of clinical examinations and applications
High level of flexibility to ensure the delivery of an effective and efficient service
Show case a degree of physical dexterity, co-ordination and sensory skills required for positioning of or handling patients
Ability to depict high level of confidentiality, professionalism, and sensitivity
Proven leadership skills, integrity, and communication, interpersonal and decision-making skills
Ability to work and deliver results with minimum supervision
Ability to work well with others and develop and maintain relationships with project staff, other partners, including ability to supervise staff
Ability to identify problems, design interventions and oversee their implementation
Computer literacy in the use of MS Windows, Word, Excel and PowerPoint is required

Overall Job Function
The Biomedical Officer will provide clinical services to eligible Adolescent Girls and Young Women (AGYW) including and not limited to; HIV Testing Services (HTS), family planning, Sexually Transmitted Infections (STIs) screening and treatment, contraceptive mix and post violence care services, Pre-exposure Prophylaxis (PrEP) and ensure linkage to necessary services within... the supported sub county.
Key Responsibilities

Provide comprehensive biomedical interventions including HIV testing services, reproductive health products, post rape care services, male partner services, PrEP and linkage to other clinical services to adolescent girls and young women in the safe space
Coordinate and implement all biomedical services in the safe spaces
Support identification and enrolment of eligible AGYW and ensure structured layering and graduation from the program
Ensure proper case management and continuity of biomedical services
Ensure proper documentation, tracking of biomedical services and retention of PrEP
Ensure real time and correct update of biomedical services in the DREAMS database
Ensure proper biomedical commodity management and accountability in the safe spaces
Provide post violence care services and participate in community violence response sensitisation
Coordinate violence response activities within the safe space in collaboration with SASA! Coordinators
Link AGYW to other HIV prevention programs and services
Maintain proper medical records on the type of services given and ensure client confidentiality
Support data management to ensure regular and timely collection, entry and accurate reporting
Ensure availability of clinical SOPs, tools and guidelines
Offer necessary services to AGYW sexual partners

Person Specification

Demonstrated two years’ experience in HIV programs
