ACHIEVE in Nigeria has supported four local implementers of the USAID-funded OVC program, Integrated Child Health and Social Services Awards in 17 states across four regions from December 2019 to January 2025. ACHIEVE currently provides Technical Assistance related to Life-Saving activities to the prime implementer of the THRIVE Project implemented by CCCRN.  This support also includes the transition of NOMIS to the Federal Ministry of Women Affairs.

Scope of Work  

In line with objective II of the ACHIEVE project, the consultant will provide technical assistance to THRIVE Implementing Partner to carry out OVC Service Delivery related activities. This may include but not limited to:


Coordinating the review and harmonization of NOMIS with THRIVE’s newly customized OVC tools and reporting templates to align with the focus on lifesaving activities.
Supporting THRIVE teams to train their sub-partners on the new custom indicators and reporting tools
Leading the transition planning meeting with OVC stakeholders and the development of a transition roadmap with clear stakeholder roles as well as identifying and strengthening the capacity of the FMWA focal staff. 
Providing on the job training for the FMWA to implement the transition roadmap.
Leading the official transition and formal handover meeting among the FWMA and OVC stakeholders. 


Qualifications


Master’s or Doctorate degree in any of the following or related fields: Health Management, Public Health, Epidemiology, Biostatistics, Evaluation Research, Statistics, or Economics
At least 7 years of experience in PEPFAR-funded projects in Nigeria, including orphans and vulnerable children programming.
Experience in designing, managing, and implementing results-based MEL systems for PEPFAR-funded projects. 
Demonstrated knowledge of the National Orphans and Vulnerable Children Management Information System
Experience working with the Federal Ministry of Women Affairs
Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills
Demonstrated ability to work well on a team and with national stakeholders including the government, implementing partners, and local organizations.
Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.

Scope of Work  

In line with objective II of the ACHIEVE project, the consultant will provide... technical assistance to THRIVE Implementing Partner related to the following:


Lead the provision of technical input in the development and delivery of orientation content for THRIVE teams to improve case identification, linkage to ART, adherence, and viral suppression among C/ALHIV using the TEPI activities. 
Lead the development of content and delivery of orientation for THRIVE Teams on Multi-Month Dispensing of ARV in THRIVE States.
Support the transition of NOMIS to the Federal Ministry of Women Affairs


Qualifications


MPH/MPA/MBA or Masters in relevant field and a minimum of 10 years of professional experience or a BA/BS with 15 years of professional experience, including 8 years of management experience
Five years’ experience as a senior manager of PEPFAR-funded programs including those involving orphans and vulnerable children
Demonstrated ability to establish and sustain interpersonal and professional relationships with the donor, government, implementing partners, and local NGOs
Proven skills in building organizational capacity in OVC and/or HIV/AIDS
Experience with child welfare and protection programs, strengthening systems, capacity building, economic strengthening, service delivery, quality improvement, or policy development
Strong writing and oral presentation skills, including fluency in English

Position Summary:
The Finance & Operations Assistant will provide finance and operations support to ACHIEVE-Nigeria project team with the guidance of Finance & Operations Manager.
Key Responsibilities:

Liaise, collaborate with the finance & operations manager on all day-to-day fin & ops tasks.
Make travel arrangements and accommodations bookings for all Pact staff for local and foreign travel.
Provide logistical support to program functions such as workshops, trainings, and field visits.
Process Procurement Requisitions (having PRs approved, record in tracker, and submit to operations officer on weekly basis)
He/she will follow up with requests made to ensure timely delivery of goods and services so as not to affect workflow and operations of the project.
Manage office Stores including supplies and stationery.
Ensure office equipment is in good working order, arranging for service and maintenance as required.
Assist with procurement in accordance with Pact and Donor policy.
Maintain records of equipment and stocks of consumables stored in the office. Ensure stock control cards for inventory and supplies are available, stock movements are recorded and
Support finance manager on payment processes.
Prepare payment requisitions as per the payment process.
The incumbent ensures timely payments for vendors that Administration deals with such utility companies’ e.g.  Internet, and telephone and all service contract bills to avoid disconnections.
Manage of petty cash according to Pact and donor financial rules and regulations
To ensure regular updating of the service contract tracker on monthly basis and initiate the renewal process or non- renewal prior to expiry.
Maintain all office files (electronic and paper-based).

Basic Requirements

Strong verbal and written in communication skills.
Good Computer skills (MS Office)
Holder of a relevant BSc. /HND in Accounting or Business Administration or similar field
At least 2 years’ relevance experience working in a business or INGO sector.

Pact is also implementing a SHELL funded Productive Use and Demand Stimulation (PUDS) Project in Rivers, Akwa Ibom and Bayelsa States. We worked previously with  Bill and Melinda Gates Foundation (BMGF) in Gombe State in North East Nigeria to support the strengthening of government health systems, ELAPC Project in Taraba State  with a focus on Engaging Local Actors for Promoting Peaceful Coexistence between Herders and Farmers,  also as a partner on the United State Agency for International Development’s (USAID) Coordinating Comprehensive Care for Children Project, Pact West Africa  trained over 32,000 state and local health officials, and provided technical support to LGAs to improve budgeting and advocacy abilities, as well as create links between government agencies and civil society organizations and the private sector, Pact West Africa helps communities gain lasting benefits from natural resources by using them more sustainably. We had a Direct Aid Program (DAP) funded by the Australian Embassy, where Pact West Africa introduced safer methods for artisanal surface miners by increasing awareness of mercury and related health concerns in the mining population and providing solutions for the mining community to alleviate mercury poisoning in Zamfara State.
Background
Pact West Africa Limited by Guarantee is currently seeking proposals from qualified and reputable firms of chartered Accountants to provide audit services to the Nigeria Country office (C0). The Proposed engagement is expected to cover 1 year starting October 2021 and ending September 2022 and request for a tax clearance certificate for the year 2022.
Objectives and Scope of the Audit


The objective of the audit of Pact’s financial statements is to enable the auditor to express an independent professional opinion as to whether the financial statements in all material respect present a true and fair view of Pacts state of affairs, in compliance with International Financial Reporting Standards (IFRS) and other relevant regulations in Nigeria.


The book of accounts provides the basis for preparation of Pacts Financial Statements and is established to reflect the financial transactions in respect of the project.  Pact maintains adequate internal controls and supporting documentation for transactions relevant for the preparation and presentation of financial statements.


The audit will be conducted in accordance with the international Auditing standards and will include tests and verification procedures as the auditors deem necessary.


All funds have been used in accordance with the conditions of relevant financing agreements, with due attention to economy and efficiency, and only for the purposes in which financing was provided.


Appropriate Supporting documents, records, and books of accounts relating to all activities have been kept. Clear linkages exist between the books of accounts and the financial statements presented.


The financial statements have been prepared by Pacts management in accordance with applicable accounting standards and give a true and fair view of the financial position of Pact and its receipts and expenditures for the period ended on that date.


Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.


Express an opinion as to the reasonableness of the financial statements in all material respects.


Include in their reports opinions on compliance with procedures designed to provide reasonable assurance of detecting misstatements due to error or fraud that are material in the financial statements.


Upon completion of the audit, the audit firm will be expected to request a tax clearance certificate for the year 2022.


In addition to the audit report, the auditors will prepare a Management letter, in which the auditor will:


Give comments and observations on the accounting records, procedures, systems and controls that were examined during the course of the audit.


Report on the degree of compliance for financial covenants in the financing agreement and give comments, if any, on the internal and external matters affecting such compliance.


Identify specific deficiencies and areas of weaknesses in systems and controls and make recommendations for improvement.


Communicate matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organization.


Deliverables


The Auditors upon completion of the audit work will submit 5 (five) original hard copies and a soft copy of the Audit report appended to the financial statements along with the reports to the attention of the Country director.


Management letter in accordance with the scope of work described above.


Provide tax clearance certificate for the year 2022.


Eligibility Criteria:
Interested firms must meet the following Criteria:


Evidence of Valid Practicing License issued by the relevant professional body.


Evidence of registration with the Corporate Affairs Commission.


The Firms Profile, including professional qualifications of key staff, experience with respect to similar successful previous engagements.


Audited accounts of the firm for this year 2022


Evidence of valid tax clearance certificates for the year 2022


Demonstrable experience in the audit of an international Non-Governmental Organization (INGO).


Proposal Content:


The proposal should have a detailed and general background of the firm including a brief assessment of what our needs are and how your firm proposes to meet those needs.


Details of your firm’s experience in the audit of INGOs.


Details of the staff who would be assigned to the audit, including partner, manager and any other key staff including years of experience especially in INGO audit.


Details of your approach to auditing the CO including an outline of the audit plan defining the timeline of the varying facets of the audit engagement.


Details of your proposed fee for the annual audit and the basis of any additional charges. This should contain information about the hourly rates of all staff involved, anticipated time input of different staff, position of staff and the total number of days/weeks which will be allocated to the audit.


Curriculum Vitae (CVs) should be provided by the principal of the firm of auditors who would be responsible for signing the opinion, together with the CVs of managers, supervisors and key personnel proposed as part of the audit team. The CVs should include details on audit carried out by the applicable staff, including ongoing assignments indicating capability and capacity to undertake the audit.

Project Summary
ACHIEVE is a five-year global project, which began in April 2019, and will run through April 2024.
The purpose of the ACHIEVE Nigeria project is for OVC and their households to have improved access to HIV sensitive OVC services that support health and wellbeing. The primary aim of ACHIEVE Nigeria is to support local partners to lead the delivery of HIV-sensitive services for OVC and to strengthen systems that support those services. ACHIEVE is providing technical assistance and mentorship to four local partners who are prime implementers of USAID Integrated Child Health and Social Services Awards (ICHSSA) in 15 states across five geo-political zones in Nigeria. ACHIEVE’s technical assistance to the ICHSSA partners includes the areas of strengthening OVC programs, social welfare systems, and OVC management to ensure that OVC and their households have improved access to HIV-sensitive OVC services that supports their health and well-being. ACHIEVE also provides capacity development support for the partners to fulfill organizational and technical capacity needs related to their sustainability and resilience as prime implementers.
The project has two objectives:

Develop capacity for local partners to deliver and monitor high quality OVC services and support communities and local governments to address the needs and rights of vulnerable children;
Strengthen the capacity of local partners to manage and implement Prime

Position Summary:
The Program Assistant will provide programmatic, admin, HR and operations support to the team in the implementation and documentation of program activities as well as capacity development for local partners.
Key Responsibilities
Program Role:

Support the development of ACHIEVE Nigeria Workplan and Budget
Support the implementation of approved ACHIEVE Nigeria Workplan Activities and   development of activity reports
Support the development of ACHIEVE Nigeria Thought Leadership Products
Support Capacity Development Interventions for ICHSSA partners and Government
Lead and coordinate logistics for ACHIEVE trainings
Work with staff to ensure proper documentation and filing of Project materials.
Remain informed on current programs and research in the OVC and systems strengthening field.

Monitoring and Reporting role

Assist with preparation and submission of timely and quality activity reports, including field notes and success stories, to effectively capture lessons learned from the projects.
Assist with desk review of existing assessments reports, identify and fill information gaps.
Contribute to the review of all partner deliverables and milestones
Assist in the development  and monitoring of annual work plans and budgets, as well as associated deliverables and results/outputs.
Support on the development and administration of project M&E data collection tools for analysis and report.
Ensure project progress against targets for capacity development performance indicators is regularly tracked in ACHIEVE’s centralized M&E systems (Excel, Capacity Solutions Platform, and/or DHIS2)

HR, Admin and Operations role:

Set up of monthly staff meetings, note taking and sharing of minutes.
Share request for timesheets, review and submit to Finance for processing

Minimum Requirements

BA/B.Sc. in, public health, public administration, business, international development, or any other related field.
At least 2 (2) years of work experience in HIV/AIDS, public health, OVC, or capacity development programs.
Ability to work with diverse teams and stakeholders.
Experience in OVC case management
Strong verbal and written communication skills in English.
Proficiency with Microsoft Excel, Word and PowerPoint, or similar software.
Strong organizational skills with ability to track multiple activities and deadlines.
Experience in providing administrative support to work teams.
Willingness to travel up to 40% of the time.
