Job Purpose


The job holder is responsible for providing leadership and overseeing implementation of Airport operational services to achieve business growth, seamless customer experience, safety and security of passengers and airport users in line with national legislations and International civil aviation Standards & Recommended Practices.


Key Duties and Responsibilities

Managing and coordinating day-to-day airport operations, including terminal services, airside operations, ground handling and facilities maintenance;
Managing and directing implementation and compliance with the civil aviation standards and recommended practices in facilitation, security and safety and other regulatory requirements;
Coordinating implementation of business growth & development plans for the airport to enhance growth in partnership with airport stakeholders to maximize revenue generation.
Coordinating maintenance and operations of international standards of airport facilities and infrastructure to achieve reliability, efficiency and industry regulatory compliance;
Developing and implementing Airport budget and annual procurement plan in line with the provisions of the Public Finance Management Act (PFMA) and the Public Procurement & Asset Disposal Act 2015 as read with the Public Procurement & Asset disposal Regulations 2020;
Driving the certification process for the aerodrome in order to comply with national legislation and international standards and recommended practices;
Providing leadership in the development and implementation of airport emergency plan and business continuity plan in the unfortunate event of an emergency at the airport or its vicinity;
Facilitating the development, review and implementation of the Airport Master Plan in consultation with industry stakeholders;
Promoting environmental stewardship and sustainability at the airport in line with KAA strategic plan and government policies; and
Overseeing the implementing of performance management system at the airport to improve productivity and achieve organization goals.


Key Qualifications and Experience


Bachelor’s degree in Engineering, Aviation Studies, Social Sciences or any other business related field from a recognized institution
Master’s degree is desirable
Certification in any ICAO regulatory training is an added advantage
Minimum of eight (8) years of relevant work experience, with at least 3 years at a managerial/supervisory level

Job Purpose


The Job holder will be responsible for developing, implementing and overseeing the airport’s bird/wildlife hazard management program to minimize the risk of bird and wildlife strikes occurrences within the airports and the environs. This role ensures compliance with International Civil Aviation Organization (ICAO) regulations, national aviation standards and best practices while... coordinating with internal and external stakeholders to enhance aviation safety.


Key Duties and Responsibilities


Carrying out both scheduled and unscheduled wildlife risk assessments in accordance to relevant ICAO Standards and Recommended Practices in aviation and use the information to develop and review wildlife hazard management plans;
Carrying out research for understanding wildlife changing / emerging trends and management technologies that are used for implementable and manageable effective innovative airport wildlife control techniques;
Developing and maintaining databases, analyzing data and synthesizing the information from all airports for organization’s management decision making;
Developing curricula and implementing training programs for staff and stakeholders to ensure continuous capacity development;
Providing guidance regarding the creation of aviation wildlife control related policies and legislation;
Advising management on bio-physical management to ensure strategic management of the environment in order to control bird and wildlife presence in the airports;
Liaising with all government departments, aviation wildlife/safety committees and other organizations which impact on the presence of birds/ wildlife in and around the airports to ensure their involvement in the effective airports wildlife control strategies; and
Working with other relevant departments /bodies on compliance with international and national safety and environmental standards on birds/wildlife hazards.


Key Qualifications and Experience


Bachelor’s degree in Ornithology / Wildlife Management / Environment / Aviation Management / Animal Science or a related field from a recognized institution of higher learning
Master’s degree is desirable
Statistical and Geographical Information System (GIS) training is an added advantage

Job Purpose


The job holder is responsible for aviation security compliance to International Civil Aviation Organisation (ICAO) Standards and Recommended Practices and National Civil Aviation Security Quality Control Programs within the aerodromes.


Key Duties and Responsibilities


Leading implementation of National Civil Aviation Security, International Standards and Recommended... Practices (SARPs);
Developing and implementing security strategies, policies, legal framework and procedures that comply with the requirements of national and international standards and recommended practices;
Implementing the national civil aviation security quality control schedule of aviation security audits, inspections, tests and surveys in aerodromes and obtain approval from regulatory body;
Developing and reviewing the airport civil aviation security programs, security contingency plans and standard operating procedures of all aerodromes to conform to regulatory requirements;
Coordinating aviation security risk assessments at aerodromes are carried out to identify security concerns and corrective action plan are developed and undertake continuous aviation security surveillance;
Ensuring, aviation security deficiencies identified during quality control activities have been resolved and closed;
Coordinating with the national security and international agencies and other stakeholders in investigating matters related to acts of unlawful interference to civil aviation and other emerging threats and provides security emergency plans; and
Spearheading research and recommending to the Authority on new and emerging technology for aviation security equipment to mitigate emerging aviation risks and threats.

Job Purpose


The Job holder is responsible for ensuring effective implementation and coordination of airport security operations, quality control activities, aviation security training and manpower administration, investigations and related functions to meet the requirements of International Civil Aviation Organization (ICAO), Kenya Civil Aviation Security Regulations, Kenya National Civil... Key Duties and Responsibilities


Overseeing implementation aviation security measures at the airport in compliance with the requirements of ICAO Annex 17, Kenya National Civil Aviation Security Program and other applicable legislations;
Managing and conducting performance management reviews for Security Section at the airport;
Overseeing issuance of daily and long-term security passes to control access to restricted areas at the airport;
Liaising with other security agencies at the airport and coastal region to share security information and ensure safe, secure and smooth operations;
Developing and ensuring implementation of airport security programs, quality control program, training program, contingency plans and standard operation procedures;
Liaising with national and international partners and other stakeholders in conducting security oversight activities to ensure strict compliance with ICAO annex 17 Standards and Recommended Practices;
Assessing security risks and threats in liaison with other security agencies at the airport and coastal civil aerodromes to ensure continued security at the airport;
Undertaking research and recommend to management on appropriate and emerging technology for aviation security equipment to mitigate emerging aviation risks and threats;
Providing corrective action, resolution of security incidences, complaints and providing leadership to the station security team; and
Overseeing outsourced security services and ensuring that they comply with the Service Level Agreement (SLAs) at the airport and coastal civil aerodromes.

Job Purpose


The job holder will be responsible for ensuring that the Authority’s interests are protected through effective preparation and management of contracts.


Key Duties and Responsibilities


Drawing up contracts relating to the Authority’s business transactions to ensure that the Authority’s interests are protected and obligations met;
Undertaking contract administration to... ensure that the contract agreements are complied with;
Providing legal advice on building and construction contracts to ensure that the necessary obligations/ interests are captured to avoid future litigation;
Participating in contractual negotiations between KAA and other organizations;
Gathering evidence in cases involving the Authority to establish and verify basis for legal proceedings in order to formulate legal defense or to initiate legal action;
Conducting legal research, developing concept papers, preparing legal briefs and opinions as well as developing effective defense strategies, arguments and testimony in preparation for legal proceedings;
Handling dispute resolution matters and liaising with external counsel for effective and expeditious resolution;
Advising the Authority on industrial relations matters to ensure compliance with the law;
Monitoring the Authority’s compliance to statutes, international conventions and regulations to ensure smooth flow of operations;
Vetting, drawing up and advising on all agreements and concessions to ensure that obligations of the Authority as stipulated in these agreements are implemented;
Ensuring that the Authority’s interests are fully safeguarded by vetting and advising on letters of offer, licenses and leases entered into by the Authority;
Ensuring that land titles for all Authority’s properties are obtained, registered and kept in safe custody for record purposes;
Resolving land issues that arise with regard to land ownership dispute between the Authority and third parties; and
Undertaking legal audit of all leases, licenses and concessions to ensure that risk exposure is eliminated.
