Lead implementation of MEL Team initiatives for region/project(s), including: 
Manage data collection budget and timeline 
Measure and enforce adherence to data quality protocols, including: 
Supervise MEL Senior Enumerator(s), ensuring monitoring of data collection and ensuring audits are both carried out accurately and... productively
Conduct timely data quality assessment of all incoming data and submit data quality reports to supervisor. Supervised DQA may be assigned to advanced MEL Senior Enumerator(s).  
Timely cleaning of all participant tracking and monitoring data

Supervise MEL Senior Enumerator(s) to ensure high quality trainings are delivered to enumerators in relation to all data capture responsibilities
Build and maintain relationships with field staff. Coordinate with staff from other teams as necessary towards the following goals: 
Procurement of enumerator protective gear and data collection equipment as needed
Open and clear communication channels are maintained for sharing of MEL findings; 
Clear timelines are in place for when staff might expect formal reporting (ex., targeting verification reports within 2 weeks of close of targeting; business owner registration stats available in real time but data fully cleaned within one week of final sync)
Additional findings are shared with relevant parties on an ongoing basis 
Problems are brought forward, ‘lessons learned’ are openly discussed, and innovations/solutions are tested
Staff understand why information is needed from them and by when (for example, each cycle BM assignments are needed at least a week before the refresher training so that the database can be prepped and the new targeting forms can be assigned to the Business Mentors in advance of the training)
Supervise MEL Senior Enumerator(s). In addition to responsibilities outlined above: 
Recruit and train new Senior Enumerators as appropriate and under the direction of Senior MEL Manager
Support Senior Enumerators in recruitment and training of Enumerators as needed under the direction of Senior MEL Manager
Review MEL Senior Enumerator(s) enumerator planned expenses

In collaboration with other MEL Coordinators and under the guidance of the Senior MEL Manager:
Create or maintain high quality training materials (Manuals, PowerPoint presentations, practice Taro Works forms, etc.)
Design (when necessary), create, and publish, data capture forms

Micro Enterprise Development:

Develop micro-enterprises according to the Village funding cycle, start micro-enterprises in your region.
Fill out proper Village forms for each micro enterprise as specified in the Business Mentor manual.
Mobilize qualified groups to participate in Village Enterprise program
Responsible for quality Village Enterprise Program implementation in... entire sub-county

Training and disbursement:

Properly train all new Village Enterprise business owners according to training process detailed in the Business Mentor Manual
After pre-funding training sessions are complete, work with Village Enterprise staff to carry out grant disbursement for all business groups
Conduct supplemental training sessions and evaluate micro-enterprise performance after grant disbursements

Mentoring:

Provide mentoring on choosing and running a business using methods outlined in Mentoring Manual. Mentoring will require at least one visit to each business per month
Provide advice and support in designing business-mentoring methodologies that are the most appropriate for the type pf enterprises supported.
Prepare a monthly report detailing progress of business groups including successes and challenges, general observations and changes to business groups (industry, composition)
Help Business owners in producing credible business and marketing plan including how to balance positive cash flow and maintain accounts.
Connect enterprises up and down the value chain by identifying relevant stakeholders, suppliers etc. and creating sustainable commercial relationships between the parties.

Business Savings Groups (BSGs):

Organize Business Savings Groups for each set of 10 businesses funded during a cycle
Train business groups on BSG formation for self-directed savings and loans
Attend Monthly Savings Group Meetings for the first nine months providing assistance as needed.

Regional Exposure and Analysis:

Assist Field Associate, Assistant Country Director, and Regional Manager to introduce Village’s program to local government agencies

Attend Business Mentor Training and participate in regional Business Mentor meetings, usually bi-weekly

Strategize and implement processes and activities which increase the impact of the Village Enterprise model across the different geographies of implementation. 
Use the Adaptive Management System to capture program successes and challenges that will inform internal learning and program improvements and innovations. 
Proactively identify and share real-time learning from the program implementation to inform potential changes in program design and support the influencing agenda
Regularly conduct quality control visits to program implementation regions to identify areas for potential changes or course corrections; share out key findings with Village Enterprise internal team. 

 Project Management

Collaborate with project teams to deliver on project milestones and outcomes
Updates Wrike Project Management tool upon completion of tasks 
Fulfill assigned roles on projects across the organization.  
Ensure and support the implementation of the Village Enterprise Project Management Guide for projects in the country.  
Meet with the Chief Programs Officer and COO every quarter to review Country goals 

Cross-functional Team Coordination

Work closely with functional teams to ensure smooth implementation of the program
Coordinate with the MEL team on data, learning, and documentation for program improvements 
Collaborate with Finance team to develop, manage and oversee country's-budget
Collaborate with chief governments officer, partnerships teams, and regional managers to build a relationship with the government, NGOs, and other stakeholders. , 
Coordinate with the HR Coordinator to ensure adequate staffing at various levels of implementation.

Financial Oversight and Control

Responsible for designing and developing annual budgets.  
Accountable for the adherence to budget over the fiscal year.  
Accountable for the implementation of systems and processes for financial accountability.
Participate in budget reviews quarterly
Approve budget expenditures for the country based on the matrix. 
Support FA on the country and international audits. 

Safeguarding

Safeguarding is everyone's responsibility at VE, and it begins with me
Communicate and uphold VE safeguarding standards at the country level for all field employees, partners, and program participants.
Ensure compliance with VE’s safeguarding policies 
Report any incident of safeguarding in program operations for appropriate action/follow-up.
Support in investigations and input as required during safeguarding disciplinary processes

Other Assigned Responsibilities

May be called to support the development of new projects by participating in project design workshops, and providing key inputs such as writing technical sections and supporting budget development. 
Represent Village Enterprise at conferences, events, and the government level when needed
Assist with the roll-out of new initiatives, processes, and procedures from functional teams
Ensure compliance with the country governments on registration, tax, and reporting to the different stakeholders.

Have the necessary experience to succeed in their role.  This includes:

An in-depth understanding of our business owners and the challenges/opportunities they face.
The educational background that has created a base of understanding to be applied in the role.  This will be a combination of university-level degrees and a background in strategic management.  
Professional experience which demonstrates excellent performance and the ability to excel in the Country Director Role


Will bring skills to provide strategic direction and manage the successful implementation of country-wide activities.  

Ability to set strategic direction within the context of Graduation programming 
Ability to manage and oversee the successful implementation of operations.  This includes designing operational plans and managing their execution.
Experience and ability to identify and implement activities with staff, participants, and external stakeholders using systems thinking in complete activities, achieve scale, and deepen the impact.  
Proven experience managing in a cross-functional team environment
