MDM currently works in more than 30 countries across all continents where it focuses on 5 priorities areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced... populations (health rights), health and environment. Médecins du Monde Nigeria is located at House C6 Plot 740 Friday Oduma street Mabushi FCT Abuja. In the context of its Humanitarian projects, MDM is putting several activities in place which aim to assist the population in Maiduguri, Damboa, and Katsina.

MAIN RESPONSIBILITIES 

Program implementation:


Ensure the implementation of the program in the MoH facilities.
Respect the grant’s guidelines
In collaboration with Program Manager (PM) develop the Workplan and the schedule of the activities. Ensure the respect of the deadline and report to PM in case of extended delay.
Respect the budget lines for the activities
Collaborate with MoH to strengthen health systems, focusing on capacity building and sustainable practices.
Supervise the sub-grantee and partners’ activities
Provide technical and operational support to MoH clinic staff
Develop MDM strategy to improve the quality of health delivery in MoH clinics.
Implement with MDM officer and facility manager a bimonthly follow-up of the action plan to improve the quality of health services in MOH clinics
Ensure compliance with national health protocols and guidelines


MoH Facility support:


Ensure the support, in line with the grant, to be provided to the MoH clinics in terms of: 

Rehabilitation
Equipment and assets 
Supplies and Drugs


Improve the quality of services by providing capacity building and training on the different department mentioned by the proposal (PHC, SRH, GBV, MHPSS…)
Define the capacity building plan (formal trainings, on-the-job training, mentorship…) with the facility manager.
Ensure the modules and ToR are reviewed with the technical team and are in line with the National guidelines
Respect the budget lines for the training activities
Support the accountability of the facility to the community by ensuring close relationship with the community leaders, WDC, CHIPS by developing regular meetings with partner under the responsibility of the facility manager developing a feedback mechanism with Meal Dpt, WDC and facility manager.
Coordinate with other actors, including UN, INGOs, and government entities, intervening in the in the MoH clinic areas


Supervision:


Organize supervisions with MdM’s technical team and facility manager monthly.
Organize supervisions with government representatives
Build and follow action plans elaborating thanks to the supervisions by monthly report
Discuss challenge and provide solution-oriented plan to the project manager 


Data Collection and Analysis:


Implement data collection protocols in collaboration with the MoH and MEAL Department
Ensure accurate collection and analysis of health and pharmaceutical data in MoH clinics
Monitor drug consumption and inform the Program Manager and MoH in case of any unusual consumption or stock shortages
Identify and rectify gaps or weaknesses in activities using monitoring and supervision tools
Ensure rapid communication of suspected outbreaks/communicable disease to the program manager. 


Reporting and Documentation:


Prepare weekly activity reports for the Program Manager
Compile epidemiological reports for inclusion in monthly medical report or other relevant reports
Support the MoH in compiling monthly drug consumption reports
Participate proactively in MdM internal meetings (medical, security, etc.)
Assist with monthly data reporting on Monitool, supported by the HPM and MEAL team


Because of the emergency relief nature of MDM’s work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.

MAIN RESPONSIBILITIES

The Medical Coordinator is responsible for ensuring the quality of the medical services in the mission. The Medical Coordinator manages the technical aspects of the activities of the full package of medical services (Primary Health Care and Nutrition) in the different operational sites.

Medical profile: doctor or nurse or midwife. Master’s degree in public health is added value.
Previous experience of project planning and budget holding; proposal and report writing.

MAIN RESPONSIBILITIES

The Sexual Reproductive Health and Rights/Gender based Violence Technical Advisor (SRHR/GBV TA) is in charge of providing technical supervision of the implementation of the mission’s SRHR and GBV activities. S/he ensures the operational roll-out of the intervention strategy, technical support, quality of treatment and relevance of SRH activities, practices, and... information. S/he directly or indirectly leads/supervises teams (line management or operational management) (MdM and partners). S/he will also oversee relevant GBV issues and develop/adjust specific interventions to address services and/or sector gaps and needs.  

TASK DESCRIPTION:

Organization, coordination, and supervision of SRHR and GBV Activities:


Understand and document the national SRHR strategy Nigerian MdM mission
Carry out and update the mapping of the actors involved in the response to SRHR and GBV and develop a strong network in coordination with the local MdM team.
Lead the definition and adaptation of the strategy for MdM’s prevention and response to SRHR and GBV in line with the context and MdM’s overall strategy on SRHR and GBV.
Ensure the quality of GBV activities through regular monitoring and technical support to program teams and partners. 
Support MdM team and partners for implementation of SRHR activities in line with the Minimum Initial Service Package (MISP). 
Create and disseminate tools, guidelines and training and awareness-raising materials.
Monitor and provide technical advice and recommendations in case of difficulty and/or to improve the quality of SRHR services (including GBV) and prevention interventions, in line with international and national guidelines and MdM's strategy.
Ensure the development, implementation or update of tools for the management of SRHR/GBV activities: Standard Operating Procedures, tools for data collection, management and analysis, monitoring and technical guidance.
Actively participate to coordination efforts with GBV actors (regional gender sub-cluster, protection cluster etc.), to facilitate information and good practices sharing and to ensure safe referrals of survivors based on updated and reliable referral pathway.
In close collaboration with the Medical Coordinator, monitor local partnerships established with national NGOs and/or state actors and provide technical support to partners for the smooth implementation of GBV activities.
Participate in the writing of projects/proposals for donors by ensuring that SRHR services including prevention and response to GBV are properly integrated.
Manage the programme’s implementation quality, follow up the budget and project planning, in close collaboration with the Deputy General Coordinator and the Medical Coordinator.


Capacity Building & Training:


Identify the capacity building needs of MdM team and partners and propose relevant training opportunities.
Diffuse and adapt training manuals on SRHR/GBV prevention and response.
Organize and/or facilitate training on SRHR and GBV prevention and response, in collaboration with the program team and the medical and MHPSS teams.
Ensure the quality of the trainings provided and that they use a methodology adapted to adult training and to the sociocultural context.
Provide technical support to MdM Program Managers and staff and partners’ staff involved in monitoring and implementation of SRHR and GBV activities.
Collaborate with the programme team (e.g.  Medical Coordinator, MHPSS team), to set up a capacity building plan (including training and on the job support) to all frontline staffs involved in the provision of SRHR services.
Organize training and mentoring of the national MdM SRHR officer.


Communication, advocacy, and representation:


Participate in the development of external and internal communication strategy and tools on MdM’s SRHR/GBV package.
Participate in the dissemination of MdM's approach, results and lessons learnt on SRHR, including on the prevention of and response to GBV.
Contribute to the development and implementation of the advocacy strategy following the specific features of the context, in collaboration with the advocacy advisor and referent at HQ level, with the Medical Coordinator and with other actors involved in the response to SRHR/GBV.
Represent MdM at thematic workshops, conferences, and strategic meetings, in the country and internationally.


Reporting, information management and internal coordination:


Ensure that SRHR/GBV data are collected, encoded and analysed.
Make sure that the GBV data management system is in place (that it complies with the ethical standards applicable, data collection tools are mastered and correctly used, and the indicators are well monitored by the program teams).
Contribute to the capitalization of MdM's response in Nigerian.
Share with the Programme/Medical team any difficulties met in the field and propose solutions or adjustments.
Share with the Medical Coordinator/ Deputy General Coordinator the minutes of all clusters/working groups.
Participate to internal MdM meetings and contribute to MdM monthly sitreps.
Contribute to the preparation of new proposals and reports to donors

CONDITIONS OF THE JOB

SKILLS REQUIRED

Training & Experience:


Medical doctor/nurse with SRH experience, midwife, gynaecologist-obstetrician (preferred) with demonstrated skills and knowledge on GBV and SRHR issues.
Training and proven knowledge of GBV and Clinical Management of Rape.
Demonstrated professional experience of 3 to 5 years in the humanitarian field, including at least 1 INGO.
Experience in technical support to partners, advocacy, and network facilitation.

Update on monthly basis the asset equipment list.
Ensure that each member of staff receives equipment as a sign of the reception of equipment and keep it update. When staff give back their equipment at the end of their contract make sure after checking the equipment state the staff sign the return of equipment form.
Ensure that each equipment has an ID Number if not must refer to his supervisor.
In case of any breakdown of any equipment, ensure that the following document is submitted to the Base Manager and IT Manager.
Report of the breakdown with complete incident report i.e. reason for breakdown.

Oversee day-to-day logistics operations, including procurement, transport, fleet, stock, and facility management.
Review and validate all Mission Requests (MRs), ensuring specifications and supporting documents are complete before processing.

Team Management:

Conduct the appraisal interview for Log Assistant and drivers.
Supervise and support Log Assistant in his duties and tasks.

Required Profile and Qualifications:


Proven technical experience in Electrical Engineering, Construction and WASH.
Minimum of 2 years of relevant experience in logistics, infrastructure supervision, facility maintenance, and contractor management or technical support in an NGO or similar context.

Proficient in Microsoft Office tools (Excel, Word) and familiar with logistics documentation.

Main Responsibilities

Under the supervision of the Medical Supervisor, Health Programme Manager, the Triage Nurse will be responsible for the following main activities to ensure the quality of care of patients:

Patient management:


He/She will be responsible for conducting brief clinical assessments that determine the clinical urgency of the clients’ presenting health concerns and... culminate with the allocation of a care category, which determines the time and sequence in which they receive services.
The Triage Nurse will also be responsible for managing client records; ensuring accurate data entry, filing/archiving and retrievals.
S/He will provide comprehensive triage (in-clinic and/or mobile) and clinical assessment service to clients resulting in safe and appropriate clinical decisions that reflect their healthcare needs.
Identification and isolation of suspected cases in the advent of an outbreak/epidemic (COVID-19, Measles e.t.c)
S/He will initiate appropriate nursing interventions (e.g. first aid and emergency interventions) to improve client outcomes and secure the safety of clients and clinic staff, facilitate the triage process using clinical knowledge and appropriate interpersonal skills, demonstrating empathy and understanding.
Provide education to patients and families when necessary

Humanitarian situation and needs.

MdM is currently implementing an emergency response program in Borno state since 2016. The program is implemented around the main following components: improving access to primary health care, nutrition treatment (severe acute malnutrition), gender-based violence survivors’ treatment, mental health and psychological support. A component regarding emergencies... responses has also been developed for 3 years and is currently being absorb at clinics level, by reinforcing capacity building mainly to outbreak responses. MdM has its coordination office in Abuja. 

MdM is directly running 2 clinics: in Hausari and GTS Damboa and 2 MoH PHCCs of Azir and Gumzuri. MdM is also supporting 2 MOH clinics in Maiduguri Abbaganarram and Dalaram. 

Essential duties 

The Program Manager is in charge of the implementation, follow up and overall supervision of the integrated health program in Damboa as per MdM standard requirements and procedures.  She/he ensures compliance with donor contracts and guidelines and initiates proposals and reports. Finally, she/he ensures the follow-up of his budget lines, as well as a close collaboration with the logistic and administrative departments and good team spirit.

Program Management 


Ensure development and implementation of all MdM’s activities in Damboa in accordance with the proposal, the donor guidelines and MdM Standards.
Contribute to needs assessments and context analysis for the Damboa region support and implement health surveillance system and give regular feedback on the contextual health situation and react to any change by proposing program adaptation to the coordination team if necessary (outbreaks, nutrition crisis, new needs arising, influx of IDPs, etc.).
Supervise the facilities (MOH and MdMs) in regards of their different needs, especially considering assets, equipment, supply chain and operating aspects. 
Monitor the ongoing projects and supervise and monitor data collection processes and analyze the medical data on a monthly basis and set up corrective measures in case of need, with the support of the MEAL teams.
Analyze monthly budget monitoring (forecasts, expenditure monitoring, purchasing plans, etc.) for each donor/project. Guarantee the general consistency of the use of budget lines for program activities, for an effective and efficient use of resources, including financial and human, and of all assets.
Participate to the development of the health strategy for MdM in Damboa: sustainability of activities (transitional projects into MoH, exit strategy…), adaptability to the needs/context, project development… 
Ensure the quality and consistency of MdM program activities implemented according to the needs, MdM policies, the Fundamental Humanitarian Standard, including gender, age, diversity and minorities issues, national and international standards, and available funds. 
Make sure that activities are implemented in holistic and integrated way (especially for GBV, MHPSS and nutrition services) and are supervised by Officer team.
Support the creation of specific tools in collaboration with the technical advisors, the deputy GenCo, medical coordinator and the medical referent at HQ. 
Ensure the establishment of the appropriate documentation and an effective archiving system of all processes and activities.
Work in close collaboration with the technical program unit based in Abuja and with local partners (civil authorities, technical services, humanitarian partners, etc.) in the intervention areas. Guarantee the implementation of the recommendations of the Technical Advisors by monthly point and by a scheduled action plan to guarantee the effectiveness of the recommendations.
Work closely with the local partners to ensure capacity building where necessary, compliance with MdM procedures and smooth integration of different types of assistance.
Actively participate in the sector meetings to share information on MdM activities and plans, coordinate with sector partners, and ensure compliance with sectoral guidelines. 


Ensure quality implementation and monitoring of the health programs


Responsible with the medical supervisor, in each area in designing, planning and implementation of the project’s activities.
Work closely with the technical cells to design, develop and review training manuals, training tools and supervision tools in line with national or international guidelines;
Track the performance indicators defined, signals any difficulties encountered in project implementation; In the event of significant delays or inadequate quality in project implementation, s/he immediately informs the genco deputy, and proposes solutions for adjustments or improvements.
Ensure the availability of the verification sources, data collection and reporting system. Develop and implement evaluation and reporting systems; supervise and monitor data collection processes, and together with the Meal officer, analyze the medical data on a regular basis and set up corrective measures in case of need;
Provide the internal reports from the program teams for the health activities, including relevant program indicators, activities implemented, trainings given, assessments undertaken in the field and provide feedback and guidance to the teams And provide health data analysis to orient the field activities
Prepare with the technical team/medical coordinator and MEAL team the monthly reports, respecting internal deadlines. 


Team management 


Directly manage the medical supervisors of each facility
Provide technical support to the medical supervisors and all medical teams.
Recruit, integrate and provide hands on support to the medical teams in the field and ensure that all positions have a precise and relevant job description, that each member of the team fully understands the results expected from him (including individual action plans where necessary) and that he knows the criterias/targets to achieve. 
Carry out appraisals as per MdM standard requirements and procedures.
Ensure all staff under your responsibility know and follow MDM policies and procedures related to his/her position.
Organize weekly team meetings, briefings, and debriefings with the medical teams, as well as inter-service meetings especially with support services and document all the discussions held for further reference.
Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur. 
Support team members professionally and monitor and support stress management and liaise with the field HR in case of any support needed. 
Ensure that work is planned and organized to meet MdM needs in the most efficient way possible; ensure team members receive an appropriate workload and work in accordance with local labor laws, especially with regards to daily workers.
Carry out performance reviews, give corrective feedback or capacity building as needed and take decisive action in case of poor performance. 
Plan and implement thematic specific trainings/capacity building/refreshers according to the identified needs for MdM/MoH medical staff, in line with budget lines and donor guidelines. Setup a formal training plan and ensure its follow up.
Make sure that the midwives are trained to manage cases of Gender Based Violence with a focus on upholding a survivors’ rights to dignity and confidentiality.


Management of medical stock and logistic chain for medical purchase


Establish, together with the Pharmacy Coordinator, the pharmacy team and the logistics an agenda regarding procurement processes and delivery of drugs to the clinics. Define in advance the drugs / consumables’ needs with the pharmacist and share the information to the pharmacy coordinator for the procurement process. 
Ensure the supervision of the clinic’s pharmacist (consumptions, orders & inventory) and ensure that supported health facilities receive drugs and consumables on time. Validate and cross check the consumption reports shared by the pharmacist on regular basis and discuss any discrepancies identified on regular basis. 
Ensure proper documentation and analysis of all pharmacy and medical stock reports. 
Ensure communication within medical team and pharmacy regarding stock analysis and needs.



Grant



Contribute to writing proposals and donor report writing, respecting internal deadlines with Grant officer.
Participate actively in grant opening meetings, program review meetings and closure and assessment meetings.
Prepare reports for planned needs assessment in coordination with other program team members and submits to the medical coordinator.


Representation, coordination and communication. 


Participate in the writing of donor’s activity reports and proposals and represent / attend all relevant forums and medical meetings in Damboa especially the health and nutrition clusters and any relevant medical coordination mechanisms, during outbreaks notably.
Participate to the writing of reports, factsheets, program reviews, lesson learnt, etc. and any feedback required by the mission’s coordination, HQ or the donors.
Maintain relations with the administrative authorities and other stakeholders in the region and avoid overlaps.

Skills Required


At least 1-2 years of professional experience in a clinical setting, preferably in mobile clinic operations or humanitarian healthcare services.
Strong understanding of primary healthcare, including curative consultations, diagnosing and treating diseases based on clinical protocols, and handling emergency cases.
Familiarity with screening for malnutrition (MUAC, H/W) and management of SAM cases following national protocols.
Experience in collecting, computerizing, and analyzing epidemiological and medical data.
Understanding of EPI (Expanded Program on Immunization) protocols and ability to refer unvaccinated children appropriately.
Ability to respond effectively to disease outbreaks and unusual health events in a timely manner.


Personal Skills Required


Ability to adjust to changing working hours, perform under pressure, and respond promptly to emergency situations.
Strong communication abilities to explain treatments, provide health education, and work effectively in a multidisciplinary team.
Demonstrated ability to establish strong working relationships with team members, community partners, and stakeholders.

Requirements


Any medical certification. Eg. Nursing, Community Health, etc.
Experience in a similar position for at least 5 years. (Essential)
Ability to diagnose and treat common illnesses.
Good knowledge of nutrition
Capacities management medical emergencies
Strong sense of responsibility and organization skills
Strong work ethic and rigor
Languages (spoken and written): English, Hausa and Kanuri

Context

SUMMARY

Under the supervision of the Medical Supervisor, the Registrar will be responsible for managing and maintaining health data collection processes. Key duties include the daily collection and entry of health data into MdM’s databases, ensuring data accuracy and confidentiality, and maintaining a clean recording area. The Registrar will coordinate data collection across various departments, update patient records, and ensure the timely availability of data tools. Additionally, the role involves participating in internal and external referrals, supporting mobile clinic operations, and attending relevant meetings. The Registrar will report data management issues to the Medical Supervisor and contribute to health data analysis. The position also requires building relationships with stakeholders, adhering to security protocols, and ensuring the delivery of quality healthcare services.

DETAILED RESPONSIBILITIES

Program activities 


Carry out day-to-day collection and entry of health data (e.g. patient’s data, date of visit, content of prescription) into the MdM’s spreadsheet and/or mission database.
Ensure data protection, in order to have reliable and up-to-date information.
Keep recording area clean and tidy
Participate in the compilation of weekly data, monitoring the trends of infectious diseases.
Make sure no data is missing.
Update patient’s card and correct mistakes on the OPD card if need be.
Ensure, promote, and maintain confidentiality regarding all information registered.
Ensure timely availability of data collection tools.


Team management 


Coordinate the data collection processes among the different departments (OPD, Nutrition, MHPSS, SRH, GBV and Community Outreach).
Make sure all information related to the beneficiaries are clear and present in the patient’s card while coordinating with the different department.
Participate in the referral processes; both internal and external referrals.
Participate in the triaging (case-coding) of patient.
Support the crowd controllers in maintaining decorum in the mobile clinic.


Reporting and attendance to different meetings 


Attend the program weekly meeting.
In case of need, attend to the meetings requested by the Medical Supervisor.
Report any issue concerning data management to the Medical Supervisor. 
Share all issues noticed in the mobile clinic with the Medical Supervisor.
Contribute to the weekly and monthly health data analysis.
Liaise with the MEAL Officers for efficient, quality data collection.


OTHERS:


Establish good relationship with the different stakeholders and partners (SMOH, WHO, UNICEF) in order to have a smooth implementation of the MdM project.
Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality healthcare services.
Immediately inform the security focal point in case of any security problem in the field.
Adhere to the MdM field protocols on security.
