Job Purpose 

Reporting to the Board of Management, the Managing Director will be responsible for overseeing all the strategic, operational, commercial and financial performance of the Bureau, through the effective management of executive leadership team.   

Key roles and Responsibilities 


Developing of and recommending to the Board the short, medium and long term strategies, business... plans and annual operating budgets to achieve corporate objectiv
Building relevant organisational capacity to deliver on strategy by guiding, directing and evaluating the work of other senior executives within the organisatio Creating partnerships and linkages at the highest level with key stakeholders to enhance KLB’s corporate image.
Providing leadership in the implementation and evaluation of corporate strategic plans and policy.
Guiding management and advising the Board on opportunities for investment and business growt
Managing the day-to-day operations of the company and overseeing legal, regulatory and statutory requiremen
Maintaining a work environment suitable for attracting, developing and retaining a dynamic workforce.
Establishing effective internal monitoring and control system  


Job Requirements  


Be a Kenyan Citizen
Holder of Master’s Degree from a recognized university;
Bachelors degree from a recognized university.
Professional Qualifications where applicable;
At least 15 years’ experience with five (5) years’ experience in senior management;
Membership to a professional body where applicable
Relevant Leadership course not less than 4 weeks   


Shortlisted candidates will be required to satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 including; Certificate of Good Conduct from the Directorate of Criminal Investigations; Clearance Certificate from the Higher Education Loans Board; Tax Compliance Certificate from the Kenya Revenue Authority; Clearance from the Ethics and Anti-Corruption Commission; and Report from an Approved Credit Reference Bureau.

DUTIES AND RESPONSIBILITIES

Manage the accounts payables, budgeting and taxation systems and processes.
Co-ordinate the processing of creditors, expenses and utility payments to meet Bureau’s obligations. Provide technical and professional advice on matters related to accounts payables, budgeting and taxation.
Co-ordinate the effective implementation of... the Royalty Management System.
Co-ordinate the recovery, accounting and remittance of all taxes in compliance with the Laws.
Lead and coordinate the budgeting processes, monthly performance tracking and reforecasting and approval processes in line with laid down timelines/schedules.
Commit expenditures to the approved vote heads for budgetary control.
Co-ordinate pending bills management and periodic reporting.
Co-ordinate and monitor the reconciliation of supplier’accounts.

JOB SPECIFICATIONS REQUIREMENT
(Education, Experience, Knowledge and Skills)

Bachelor’s Degree in Commerce, Accounting, Finance or relevant field.
Master’s degree in a relevant field is an added advantage.
Minimum 7 years of working experience with at least three (3) years at senior management/leadership position.
Holder of Certified Public Accountant (CPA–K) or Association of Chartered Certified Accountant – (ACCA–UK) and in good standing.
Certified Investment and Financial Analyst (CIFA–K) or Certified Financial Analyst (CFA–UK) will be an added advantage.
Knowledge of Public Finance Act and International Financial Reporting Standards.

DUTIES AND RESPONSIBILITIES

Coordinate effective provision of administrative support services (catering, housekeeping, records management, secretarial, transport and other office services) to facilitate the Bureau’s operations;
Maintain management systems for compliance and continued certification;
Participate in development of the Departmental annual work... plans and ensure implementation;
Collaborate with user departments/sections to ensure delivery of quality administrative services;
Co-ordinate the efficient provision of corporate administrative support services (asset management, catering, housekeeping, licence and insurance renewals, reception/telephone, records management, secretarial, security and transport) to optimise operational efficiency and satisfy stakeholder expectations;
Review and consolidate accurate operational reports and schedules for decision making;
Oversee the maintenance of the Bureau’s assets (buildings, office equipment, motor vehicles) to ensure optimal utilisation
Appraise staff performance in the section for improved performance.

JOB SPECIFICATIONS REQUIREMENT

Bachelor’s Degree in Social Sciences from recognised institution or a related field.
Masters of Business Administration or a relevant field is an added advantage.
Minimum of 8 years of relevant work experience with at least 4 years at senior management/ leadership position.
Higher Diploma in relevant field .
Membership of Kenya Institute of Management (KIM) or related professional body in good standing.
