THE POSITION

The Driver will support the Uganda Country Office in providing safe and reliable transport services. Working under the supervision of the Office Coordinator, the Driver is responsible for facilitating the movement of staff, consultants, and visitors while ensuring compliance with traffic regulations and organizational security protocols. In addition to... transport duties, the Driver will assist with general administrative support to IDLO programmes in Uganda, contributing to the smooth functioning of office operations.

The Driver is responsible for the following:


- Drive IDLO vehicles for official purposes.

- Inspect vehicles daily and ensure that their assigned vehicle is clean and roadworthy, producing paperwork as necessary

- Keep a record of use of the vehicle, daily mileage, gas consumption, oil changes, greasing, and other services.

- Responsible for day-to-day maintenance of the assigned vehicle, checking oil, water, battery, brakes, tires, and headlights, performing minor repairs, and arranging for other repairs.

- Carry out duties in a courteous, professional, and helpful manner at all times.

- Drive IDLO program and operational staff to and from designated locations in compliance with Ugandan traffic laws, ensuring safety and security.

- Check that the vehicle’s tracking device is functioning properly before departure.

- Familiarize oneself with assigned routes, drop‑off, and pick‑up points before each journey to ensure timely and efficient transport.

- Adhere to the Emergency Response Plan in the event of a road traffic accident or security incident involving the vehicle.

- Keep all vehicle doors locked while transporting IDLO staff and ensure staff exit only at safe and designated locations.

- Coordinate with the Security Focal Point to share relevant security information with staff, supporting safe planning of movements and activities.

- Coordinate regularly with the Office Coordinator to align on schedules, transport needs, and security requirements.

- Assist with general administrative support to IDLO programmes in Uganda.

- Perform any other duties as assigned by the supervisor.


  
Job Requirements
 

Knowledge, Skills, and Abilities


- Possess a valid Ugandan driving license with classes B, C1, and D1, with thorough knowledge of road networks, traffic regulations, and key government institutions.

- Demonstrates patience, adherence to traffic laws, and the ability to follow security protocols, with flexibility to travel across Uganda as required.

- Ability to read and write effectively, with strong verbal and written communication skills essential for documentation and interaction.

- Proven experience in administrative or assistant roles, with knowledge of office systems, record-keeping, and general office procedures.

- Excellent multitasking abilities, strong planning and prioritization skills, and a keen attention to detail in a dynamic work environment.

- High ethical standards and integrity aligned with IDLO’s values, with proficiency in MS Office and use of basic office technology.



Education


- High school diploma or equivalent; UACE Certificate preferred



Experience


- Minimum of 5 years of relevant professional driving experience, preferably with international organizations, NGOs, or diplomatic missions.

- Fluency in English is required. Knowledge of at least 2 local languages is an added advantage. 


  
Terms & Conditions
 

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate Contract of 12 months, with the possibility of extension subject to performance and availability of funding.

 

In addition, IDLO shall offer a yearly basic salary of UGX 49,492,640, medical insurance, and leave entitlements, in accordance with IDLO Employee Regulations and Rules.

 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.

Consultancy Objectives
The objective of the consultancy is to develop NCAJ Service Week Standard Operating Procedures (SOPs) to guide justice sector agencies in undertaking service weeks aimed at addressing sectoral challenges affecting the efficient administration of justice. The SOPs shall contain detailed prior activities and preparations necessary to conduct the Service Week, background... information on why the service week, especially the problem to be addressed and how. The SOPs will provide various aspects of planning (before, during, and after) the Service Week, including resource mobilization, lessons learnt, reporting, stakeholder consultations, training of justice sector personnel, public awareness strategy, data collection, and reporting. 
Scope of Work and Deliverables
In drafting the SOPs, the Consultant is expected to consult NCAJ Secretariat, key justice sector actors and existing service week reports to extract best practices and obtain relevant documentation from previous service weeks. Ensure the SOPs adheres to and uphold the Constitution of Kenya 2010 (notably the Bill of Rights) and all applicable laws affecting the efficient administration of justice in Kenya. The other specific details are;

Provide Service week directions, including the required operations and scheduling of events.
Provide guidelines on the involvement and coordination of Justice agencies for the effective undertaking of service weeks
Provide guidelines on involvement and coordination at the grassroots with the Court Users Committees (CUC) if necessary.
Provide details on engagements required before the service week and preparatory activities thereof.
Provide a generic tool for undertaking the service week.
Provide a guide on relevant stakeholders' training or engagement
Develop guidelines and protocols for pre-service week's visits and piloting of service weeks as necessary.
Provide an Awareness Strategy in line with the NCAJ Communication strategy.
Provide a sample procedure for at least two common service weeks undertaken by any two justice sector institutions 
Outline the Programme of the Service Week and the roles of key players
Provide guidelines on Data Collection, processing, analysis, and reporting. 
Provide the reporting structure of a service week. 

Job Requirements
Ideal Candidate Profile
The ideal candidate is required to have the following qualifications:

A Bachelor’s Degree in law, strategic planning, public policy, organizational development, or any other relevant field.
A minimum of 10 years of professional development.
Demonstrable experience developing Standard Operating Procedures (SOPs), Monitoring and Results based Tools, and guidelines will be an added advantage.
Familiarity with results-based management concepts
Demonstrated experience leading assignments of similar nature for high-level government agencies, focusing on access to justice/administration of justice/the rule of law, etc.
Exposure to the workings and operations of the Kenyan justice sector institutions

Technical competencies

Demonstrated competencies in public policy development, including experience in developing guidelines or monitoring tools.
Excellent analytical, writing, and editing skills. 
Excellent work ethic founded on integrity, impartiality, and confidentiality principles.
Proficiency in Microsoft Office programs and other relevant computer applications.

The Assignment
IDLO in partnership with LSK is seeking a qualified consultant to conduct comprehensive training for pro bono advocates in three regions: Mombasa Kisumu and Eldoret. The training will focus on the content and implementation of the Children Act 2022. Deliverables
The consultant shall deliver the following outputs:

An Inception Report detailing the understanding of the terms of reference and a proposed methodology, a work plan indicating clear milestones and timelines., to be delivered within three days of contract start.
Develop pre and post-assessment for trainees using IDLO training assessment forms.
Conduct training for probono lawyers in Mombasa, Kisumu and Eldoret.
Any other deliverable deemed necessary to successfully complete the assignment.

Job Requirements
The ideal selected Consultant should possess the following qualifications and experience.

Hold a Bachelor’s degree in Law, Public Policy, and any other related degree from a university recognized in Kenya.
An advocate of the High Court in the children's court/ or understanding/experience in children matters.
Demonstrated experience leading assignments of similar nature for high-level government agencies, focusing on access to justice/administration of justice/rule of law.
Minimum of 7 years relevant professional experience in Rule of Law and knowledge of contemporary child justice matters.
Possess strong work ethic characterized by desire to achieve results. Strong problem- solving skills, with a high degree of personal and professional organization.

Organizational Context
The IDLO Finance Department is an integral part of the country team that seeks to ensure financial integrity to realize and achieve a high level of transparency and accountability in the execution of various donors’ projects. The Finance Department places high value on producing accurate and auditable financial reports for all its stakeholders.... The Finance Coordinator will be part of the IDLO Somalia Country Office based in Nairobi. The Finance Coordinator will report directly to the Finance & Administration Manager.
Primary Functions
Accounting and Financial reporting

Assist the Finance and Administration Manager in maintaining an overall accounting system for the Somalia Office in line with IDLO guidance and procedures, including but not limited to processing invoices and payments, maintaining bank accounts and financial records in the accounting system, ensuring timely reimbursement of travel expenses to IDLO staff members/experts.
Ensure timely preparation and submission of all financial information, reports and documentation to the Finance and Administration Manager, including the monthly financial forecast and financial close of the Country Office (CO)
Prepare monthly reconciliation reports and schedules (including advances), ensuring that all outstanding issues are addressed in a timely manner.
Ensure CO balance sheet account reconciliations regularly, and that differences or discrepancies are addressed promptly.
Responsible for entering data into the accounting system to facilitate payment processing, prepayments, payables, accruals, and other related accounting transactions.
Review approved payments requests ensuring proper supporting documentation and compliance with IDLO policies and procedures and donor rules and regulations.
Keep the Finance and Administration Manager updated regularly on developments and challenges in the financial reporting and implementation of the projects.
Support the Finance and Administration Manager on audit-related exercises and ensure the auditors are provided with the necessary supporting documents in a timely manner.

Cash and Budget Management

 Review and consolidate monthly cash forecasts for the country office, ensuring funds are fully reconciled submitting to HQ for processing. This will include working with program staff to help them develop accurate cash forecasts.
 Ensure the bank account balances are monitored, and funds are available for pending payables.
 Ensure adequate controls on management and use of cash, including appropriate cash counts and periodic reconciliations.
 Support the Managers in liaising with the IDLO bankers for the country office, including acting as bank agent where so authorized.
 Ensure the allocation of costs in accordance with approved program budgets and IDLO chart of accounts and advise program colleagues on any adverse issues identified.
 Assist the Finance and Administration Manager in reviewing the monthly budget versus actual report and ensure compliance with IDLO Financial Procedures.
 Assist in preparing the Program-specific and annual budgets and assess financial plans and reports in coordination with the Finance and Administration Manager and relevant departments.

Sub-grants management:

Assist in sub-granting processes, monitoring, and management systems to ensure effective and timely issuance, and reporting of all sub-grants.
Conduct, in close coordination with the Finance and Administration Manager, organizational assessments and regular spot checks assessing risks and quality of implementing partners’ internal processes.
Review implementing partner’s reports and payment requests in accordance with sub-grant agreements to ensure reasonableness, and consistency with programmatic delivery and financial spending and submit findings to Finance and Administration Manager.
Where needed provide coaching, guidance, and feedback to implementing partners to ensure proper financial management of sub-projects.

Filing financial documents

 Responsible for archiving accounting documents ensuring all transactions are arranged in an orderly and sequential manner, based on transaction numbers.
 Ensure that all electronic copies of all documents are shipped to HQ and maintained at the country office, filed electronically and in sequence.

Job Requirements
Academic qualifications

 University degree in Business Administration, Finance, Accounting, or related field is essential.
 CPA-K/ACCA qualification will be an asset

Work experience

 At least five years of finance and accounting experience working with international organizations.
 Experience working in Somalia and a good understanding of the context and networks are desirable
