[short summary]Experience in Social Sciences with more than 15 years in different projects designs, implementation, monitoring, and completion, I am familiar with Rwanda environmental and social safeguards regulations, World Bank (WB) Environmental and Social Framework (ESF), AfDB Integrated Safeguards System (ISS) and other development partners safeguards framework (KOICA, EIB, AfDB, EXIM Bank, etc.). I have also technical skills and knowledge on Environmental and Social Safeguards instruments preparation, mainstreaming of gender and social aspects in projects operations, safeguards and providing support to projects beneficiaries and other stakeholders/ partners in identifying, gender mainstreaming and monitoring social safeguards aspects in project-funded operations at identification, preparation, appraisal, implementation, and completion stages. These attributes allow me to be a social safeguards Expert given that I have also nursing and Environmental and natural resource Management background to hear from the people’s health and livelihood aspects.

  • Main Responsibilities:
  • Preparation of necessary instruments, Environmental and social safeguards documents World Bank ESF Related (ESMF, RPF, LMP, SEP, SESA, ESA and ESCP), and Gender Action Plan (GAP) for its mainstreaming guidelines and tools in consultation with stakeholders and help in commissioning and managing additional and/ or special studies/assessment, if necessary, i.e. Involuntary resettlement issues and Grievance Redress Mechanisms (GRM), Stakeholder analysis/stakeholder /citizen engagement, child labour and child abuse along the Transmission lines; labour influx issues, sexual exploitation and abuse, community and worker’s health and safety, etc.
  • Provide overall social safeguards oversight during the implementation of the projects.
  • Support and advise the stakeholders to address a variety of social safeguards issues at all the stages of the implementation of the project.
  • Coordinate and participate in environmental and social safeguards related training/awareness raising and other related activities.
  • Provide technical oversights to different development projects for several development partners such as WB, AfDB, SFD, AFD, JICA, EIB, EXIM Bank, Etc.
  • Implement social related activities as outlined in the Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF), Environmental and Social Commitment Plan (ESCP), Gender Action Plan (GAP), Environmental and Social Audit, Strategic Environmental and Social Assessment, etc.
  • Providing environmental and social safeguards inputs in project documents in relation to Donor’s safeguards policies (Project Concept Note, PAD, Aide Memoires, etc),
  • Ensuring grievance redress mechanisms are in place and well implemented and monitored.
  • Building capacity of various stakeholders (Clients, Contractors and supervising firms, Districts Administration, etc.) in E&S safeguards and compliance, grievance redress mechanisms; occupational health and safety.
  • Liaising with key national E&S safeguards stakeholders and development partners.
