  • MAIN OBJECTIVE OF ASSIGNMENT: To support activities aimed at (a) Attaining and maintaining polio free status by increasing population immunity against polioviruses through high quality SIAs and routine immunization (b) achieving highest quality AFP surveillance to ensure timely detection of all poliovirus transmission and having confidence when there is no transmission (c) high quality surveillance of other VPD and outbreak prone diseases d) monitoring and sharing PHC performance information for improvement.
  • SPECIFIC TASKS: The incumbent is expected to support national authorities (at State or LGA level), partners and other appropriate stake-holders in the following specific tasks
  • SIA Planning, Implementation and Monitoring
  • 1. Review previous round of SIAs and conduct High Risk Analysis prior to each round
  • 2. Prepare high quality SIA High Risk Operational Plans (HROP) and monitor implementation of these plans, including through pre-implementation SIA dashboard.
  • 3. Lead in the review/development of micro-plans with attention to all components
  • 4. Implementation of high quality training of all cadres involved in SIAs including independent monitors and LQAs surveyors
  • 5. Supervise SIA implementation, daily review meetings in highest risk areas and timely submission of daily implementation SIA dashboard.
  • 6. Ensure high quality Independent monitoring and timely use of data for appropriate action.
  • 7. Monitor and document implementation of PEI accountability framework
  • 8. Support review of each SIA using recommended data and tools (LQAs, EIM, Tally Sheet Analysis....etc) and prepare feedback to all key stake-holders.
  • AFP Surveillance Planning, implementation and monitoring
  • 1. Prepare AFP Surveillance work-plans for all LGAs in the cluster
  • 2. Support active surveillance visits targeting major hospitals and priority sites.
  • 3. Implement supportive supervision and capacity building for DSNOs, clinicians/health workers and community surveillance focal points (TBAs, traditional healers....).
  • 4. Conduct monthly review of (a) implementation of AFP surveillance work-plans (b) AFP surveillance performance in all LGAs in the cluster and provide feedback.
  • 5. Plan and conduct high quality investigation of any poliovirus event or outbreak
  • 6. Support surveillance of other VPDs and priority diseases within the national IDSR Strategy and ensure timely investigation of any outbreak
  • 7. Supervise environmental surveillance sewage sample collection
  • Routine Immunization planning and monitoring
  • 1. Ensure the monitoring and functionality of LERICCs or equivalent in the cluster
  • 2. Ensure timely updating of Reaching Every Ward (REW) micro-plans of all LGAs in the cluster.
  • 3. Conduct weekly monitoring of Routine Immunization sessions (fixed and outreach)
  • 4. Conduct supportive supervision and training of Health workers in Routine Immunization.
  • 5. Support activities aimed at improving Routine Immunization Data Quality, including DQS.
  • 6. Monitor implementation of priority activities aimed at smooth introduction of new vaccines.
  • 7. Conduct monthly review of implementation of REW micro-plans and RI performance with particular attention to indicators included in the Routine Immunization Accountability Framework.
  • Cross Cutting Tasks
  • 1. Support capacity building and mentorship of subordinates (LGA Facilitators, Field Volunteers) including through preparation of weekly work-plans and reports.
  • 2. Conduct advocacy to promote stake-holder ownership and participation in immunization activities
  • 3. strengthen partnership with Government officials, Traditional Leaders, Civil Society, Religious Leaders, Women’s Groups, Professional Associations, Civil Society…etc
  • 4. Provide any support as requested by WHO State Coordinator.
  • 5. Implement and report on relevant parts for the National Polio Eradication Emrgency Plan
  • KEY PERFORMANCE INDICATORS (KPI): The following Key performance indicators will be monitored to assess the contribution of the incumbent towards the overall assignment objective.
  • SIA Planning, Implementation and Monitoring
  • 1. Availability of evidence-based High Risk Operational Plans (HROP) with feasible and effective activities to address barriers to high coverage in previous SIAs.
  • 2. Availability of SIA dashboard data (pre-implementation, implementation and post-implementation) in line with recommended time-lines
  • 3. Availability of micro-planning data including updated master list of settlements.
  • 4. Timely submission of reports of PEI accountability framework after each SIA round.
  • 5. Timely availability of SIA review report (with all recommended data including SIA dashboard, HROP evaluation, Tally sheet analysis, Enhanced Independent Monitoring data, LQAs...etc) for each LGA in the cluster.
  • AFP Surveillance Planning, implementation and monitoring
  • 1. Availability of LGA surveillance work-plans of each LGA in the cluster
  • 2. Monthly summary of supportive supervision conducted and actions taken to address gaps.
  • 3. Report of monthly review of implementation of surveillance work-plan and surveillance performance.
  • 4. Monthly surveillance performance indicators for AFP, Measles, Yellow Fever and Neonatal Tetanus surveillance
  • 5. Proportion of sewage samples supervised
  • Routine Immunization and PHC planning and monitoring
  • 1. Availability of updated REW micro-plans for each LGA in the cluster
  • 2. Timely submission of RI session monitoring data;
  • 3. Timely analysis of findings from RI session monitoring, supportive supervision; as well as monitoring of new vaccine introduction activities and preparation of monthly summary reports.
  • 4. Timely availability of monthly RI performance indicators, with special emphasis on the indicators included in the Routine Immunization accountability framework.
  • 5. Timely submission on PHC performance updates
  • Cross Cutting Tasks
  • 1. Availability of weekly work-plans as well as weekly reports rs)
  • 2. Reports of advocacy activities and evidence of increased stake-holder engagement and/or participation in immunization and/or surveillance activities.
  • 3. Evidence of increased partnership with key stakeholders in support of immunization and/or surveillance particularly in high risk areas and/or areas with sub-optimal programme performance indicators.
  • REQUIRED QUALIFICATIONS
  • Education
  • Essential: First level university degree in medicine and/or public health planning and administration, complemented by training in public health/epidemiology/health science.
  • Desirable: Master's degree in public health or equivalent. Training on epidemiology and/or outbreak investigation will be asset.
  • Experience
  • Essential: At least 5 years of experience required in public health surveillance with emphasis on emergency response relief and/or the management of epidemic-prone diseases.
  • Desirable: Experience in the areas of outbreak investigation and response for emerging and re-emerging infectious diseases, particularly in developing countries.
  • Skills
  • Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations (2005) and the use of event based and indicator based surveillance, as well as descriptive epidemiology and principles of public health in communicable disease surveillance and response;

  • for the development, implementation, monitoring and analysis of public health programmes for infectious diseases within a highly demanding work environments;
  • -> Sound knowledge and skills in database management and statistical analysis, secondary data
  • review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management
