  • Notable Assignments:
  • 1. Development of An adaptable solar loan product; I participated in the entire process of this consultancy. This was a consultancy which was funded by the World Bank at a total Cost of USD 600,000, this consultancy is designed is to address the liquidity constraints of PFIs (where applicable) and to provide a dedicated line of Credit to promote Solar Market Development. More specifically, the line of credit is targeted towards addressing the barrier of affordability by rural households.
  • 2. Development of a Five Strategic Plans; I participated in the entire procurement process of this consultancy. It is funded by the World Bank at a total Cost of USD 400,000.
  • 3. Skill Transfer to Participating Financial institutions; this is a consultancy which was conducted by a Consultancy firm from Sri Lanka and funded by World Bank at a total cost of USD 1,000,000 was engaged in the under taking the procurement process and to be the contract manager for this consultancy.
  • 4. KfW Transaction Advisory Framework, Project Management; Procuring and Managing a Consultant to supply Early Stage Transaction Advisory Services to Independent Power Producers. Services provided include; Pre-Feasibility Studies, ESIA and RAP, Business plan preparation, Financial/Economic Modelling, Market and Risk Assessment and Valuing of projects for sale. The procurement is funded by KFW at a total cost of EUROS 1,500,000.
  • 5. ORIO Mini Hydro Power Plant Project and Rural Electrification, Project Management; ORIO Mini Hydropower Project development of nine (09) Mini Hydropower Plants with a combined capacity of 6.7MW, a distribution network (288 Km) and last mile connections (71,081) as a single Project. To date Implementation of the Project is now in the Construction Phase and procurement for Work.
  • A project to develop 10 mini hydro power plants. Reviewing Project inception Documents including Input/Output plan and Grant Agreement leading to commencement of project. Co-ordinating Development phase activities and reviewing reports including Reconnaissance studies, Environmental impact assessment, Resettlement Action Plans and Design Studies leading to the Feasibility Study Report. The project is funded by the Dutch Government and its total cost is EUROS 33,000,000.
  • 6. World Bank Credit Support Facility, Transaction Execution; Reviewing Applications including financial statements leading to the extension of refinance to Participating Finance Institutions lending to renewable energy projects. Refinance extended includes; Solar refinance (for on lending to domestic and commercial consumers to purchase solar units), a Liquidity Refinance option to extend the tenure of energy loans and Partial Risk Guarantee to cover cost overruns during construction
  • Specific Tasks
  • ▪ Working closely with the Section Heads to ensure timely, cost effective and full compliance of procurement activities with the Financing Agreement and applicable procurement regulations and guidelines as required.
  • ▪ coordinating various activities to ensure that the project procurement are competitive and there is value for money
  • ▪ Updating the Procurement Plan for the Project as necessary, and upload processed procurement documents in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) for review and approval;
  • ▪ Obtaining clearance from the World Bank through STEP, where applicable for the
  • Procurement Plan; ToRs, etc. and for all prior review contracts;
  • ▪ Taking the lead and coordinating the drafting of the following documents: Invitation for Bids (IFBs), Request for Expressions of Interest (REOIs), technical specifications (in consultation with the subject matter expert), Bill/ Schedule of Quantities (BoQs) in consultation with and with guidance from the subject matter expert or end users, Term of References (ToRs) based on critical input from the subject matter expert or end users, Request for Proposals (RFPs), Bidding Documents;
  • ▪ Preparing the General Procurement Notice (GPN), Specific Procurement Notices (SPNs)
  • and other solicitation documents whenever required;
  • ▪ Ensure all tender/ notices are as per the Standard Bidding Document (SBD) adhering to the World Bank’s Procurement Regulations and procedures and norms; and ensure their publication in recognized and widely circulated international and local newspapers as needed;
  • ▪ Consolidating quarterly, semi-annual and annual procurement progress/performance reports of the project, for submission to the World Bank.
  • ▪ In case of procurement actions requiring World Bank’s "No Objection", coordinating the dispatch of procurement document and monitoring the World Bank’s response at different stages of the procurement process and following up accordingly;
  • ▪ Issuing clarifications or amendments, including extension of bid submission dates, to the bidding documents or RFPs as necessary;
  • ▪ Ensuring that qualified bid evaluation committee members for each specific contract are available;
  • ▪ Working closely with the Procurement Committee on ensuring proper follow-ups and approvals of the bidding documents, shortlists and evaluation reports;
  • ▪ Making n e c e s s a r y a r r a n g e m e n t s f o r u n d e r t a k i n g s h o r t -list, t e c h n i c a l a n d f i n a n c i a l evaluations of bids/proposals; and ensure that best procurement practices are followed in preparing Bid Evaluation Reports;
  • ▪ Facilitating and responding in a timely fashion, to any bidder’s complaints including preparing draft responses that will provide to procurement complaints received. And facilitating the conduct of de-briefing when requested by bidders;
