"It was an honor and privilege to work with Secretary Billings (then Assistant Secretary of the Air Force) during the Bush Administration at the Pentagon and more recently during my tenure at the Department of State during the first Trump Administration. At the Pentagon he played a key role in the integration of multiple leading edge operating principles from the private sector into the day-to-day operations of the Defense Department. In particular, his leadership in establishing the inaugural US Air Force Energy Strategy served as template for the US Army and, over time, for the entire Department of Defense. Later he played a pivotal role in our diplomatic engagement with the US Ambassador in London and the senior leadership both the US Air Force and the Royal Air Force (RAF) in an effort to commemorate the extraordinary heroism and bravery of Billy Fiske, an American who joined the RAF at the outset of the Second World War, and ultimately became the first American killed in combat during the war.
