Dr. John Maphephe is a seasoned elections technology management expert with over 25 years of experience across Africa. He has spent over two decades working in the ICT sector, specializing in the use of technology to secure and safeguard democratic elections. As an international development professional, he has provided strategic and technical guidance to numerous programs focused on election support, peace and security, and governance. His expertise includes:

Dr. Maphephe has extensive country experience, having worked in:- Lesotho ,South Africa Namibia, Zambia, Zimbabwe, Rwanda, Kenya, Tanzania, Sudan, - Somaliland, Ethiopia, Egypt, Senegal, Mali, Gambia, Sierra Leone, Liberia, Ghana, Cameroon, Nigeria, Iraq, Afghanistan
Notably, he served as the Chief Technical Advisor for the Gambian electoral cycles from January to August 2022. He is a Practitioner Fellow at the Electoral Integrity Project and a qualified electoral technology cyber security expert with experience in law enforcement, elections management bodies, the private sector, and public service.
Dr. Maphephe has led UN mission technology outreach and developed tools and policy recommendations on the responsible use of technology and countering threats to democracy. Prior to joining UN Missions in Sudan in 2009, he was a Principal ICT consultant for the Lesotho Mountain Police Services and Ministry of Finance and Development. He also worked full-time at the Independent Electoral Commission (IEC) Lesotho for twelve years as the Systems Administrator. Additionally, he served as a technical subject matter expert for the Criminal Investigation Division (CID), supporting various investigations.
He holds a Master's degree in Good Governance and Business Administration from the University of the Free State, South Africa, and an MBA from the Management College of Southern Africa.
