"Dr. Jackielyn Manning Campbell served as the Assistant Superintendent for Student Support Services in the City School District of New Rochelle in Westchester County, New York. Dr. Manning Campbell provided oversight of the district's comprehensive support framework including the Special & Alternative Education department, mental health counseling, Multi-Tiered Systems of Support (MTSS), and grant compliance, while supervising social workers, counselors, and intervention specialists to ensure students thrive academically and socially. Under Dr. Manning Campbell’s leadership, the Special & Alternative Education department provided specialized quality research based instruction to well over fifteen hundred students in person and via virtual platform targeting Individualized Education Programs (IEP) and Individualized Education Service Plans (IESP) goals. Dr. Manning Campbell’s administrative leadership continues to guide compliance and implementation of the Individuals with Disabilities Education Act (IDEA) to ensure each child receives a Free and Appropriate Public Education (FAPE); staff supervision and development; student climate and well-being via social emotional learning; and equity, attendance and family engagement. "I have known Jackie for about 6 years and worked with her in professional capacities at two different public school districts.

In our most recent working relationship, Jackie inherited a large capital bond project that was stagnant and failing. She immediately recognized that she needed expertise to understand the depth of the problem and reached out to me to review the program and make recommendations to get it back on track. I have a strong background in educational finance and facilities management having served as the Director of Facilities for the State Education Department for 20 years. After review and information presented to Jackie and the BOE, significant changes were made and the program is now moving significantly ahead on multiple parallel tracks.

In our prior work relationship, we were colleagues at a Westchester school district. I know from my direct observations and collaborations that she is a professional who takes her work very seriously and makes decisions in the best interest of the students and community. She has demonstrated the ability to work through difficult situations with numerous stakeholders and diverging interests and goals. .
