Andrew Ojulong is a highly regarded leader in library and information science, with a distinguished career rooted in advancing technology, innovation, and educational equity across Uganda and beyond. Serving as the Head Librarian at Lira University, Uganda, Andrew is also a part-time lecturer and the Executive Chairman of the Consortium of Uganda University Libraries (CUUL). Through his leadership at CUUL, he has played a transformative role in fostering collaborations among Ugandan universities and organisations like the National Information Technology Authority-Uganda (NITA-U) and the Research and Education Network for Uganda (RENU), aiming to expand digital content access and promote equitable access to research resources within higher education.
Beyond CUUL, Andrew’s professional engagements reflect his deep commitment to global development goals. He is an esteemed member of the International Federation of Library Associations and Institutions (IFLA) as an SDG In-Country Co-Design Member, contributing to sustainable library initiatives that align with the United Nations Sustainable Development Goals. In his role with the African Views Organisation, New York, he holds the title of Global Intelligence Information Specialist, working to advance knowledge access and equity across Africa as a lifetime member with both UN and AU affiliations.
Andrew has also made notable contributions to capacity building and mentorship in African education. As a mentor with the MasterCard Foundation’s Scholars Programme and Mentoring Generation Africa (MGA), he works through the Global Give Back Circle (GGBC) to guide and empower the next generation of African leaders. Additionally, he is a patron of multiple student-led organisations, including the Debating Society, Creative Developers Association, and Teso Students Development Association (TESDA), where he champions skill development, innovative thinking, and advocacy.
In his academic career, Andrew has contributed to significant initiatives aimed at bridging the digital divide in Africa. He served as Co-Principal Investigator for the EU-funded AHEAD project, a collaboration between African and European universities to drive inclusive innovation for sustainable development. His prior work on the African Development Bank's Higher Education, Science, and Technology (ADB-HEST) ICT Project further underscores his expertise in deploying technology to enhance educational access.
Andrew’s contributions extend to research dissemination and advocacy. As a Research4Life (R4L) contributor, he supports global open-access initiatives to provide developing countries with access to scientific research. Additionally, his role in Uganda Library and Information Science Association (ULIA) includes committee work on Research and Education, where he focuses on strategic initiatives to strengthen the library and information science sector within Uganda.
Recognising the critical role of digital transformation in today’s world, Andrew has established a Technology Innovation Support Centre (TISC) at Lira University with support from the Uganda Registration Services Bureau (URSB) and the World Intellectual Property Organisation (WIPO). This centre empowers students and researchers to develop innovative solutions that address local and global challenges.
Throughout his career, Andrew’s commitment to ethical leadership, inclusivity, and integrity has made him a pillar in the library and information science community. His work not only advances academic and research institutions but also sets a precedent for how libraries can play a transformative role in fostering sustainable development and digital inclusivity across Africa.
