  • Operation and Administration responsibilities:
  • 1. In coordination with Project Officer (DDRR - Women, Peace and Security and in collaboration with the National Operation Officer (Transitional Plan and Government Liaison), perform and coordinate day-to-day procurement, financial and administrative functions in relation to the Rehabilitation Centers in line with the IOM/UN procurement and financial procedures and policies.
  • 2. Support the Field Coordinators (Kismayo & Baidoa,) and guide the Rehabilitation Center Managers with day-to-day procurement/logistic operations in line with IOM resource management rules and procedures, including but not limited to receiving goods, tracking services for the purpose of ensuring quality, relevance and accountability to beneficiaries.
  • 3. Coach, train, and mentor field staff and relevant government administrative staff with the aim of strengthening their capacity on operations and rehabilitation protocols as well as ensure transparency and accountability in operational procedures and maintain a record of relevant documentation.
  • 4. Review all documentation or deliverables as stipulated in the rehabilitation service or goods delivery Terms of Reference / contract / Purchase Order before submitting for approval to the relevant officer; Prepare and submit all required liquidation documentation for payment of rehabilitation center staff/government counterparts.
  • Other Programmatic responsibilities:
  • 5. Support the overall programmatic design and service monitoring of the five Rehabilitation centres in Baidoa, Kismayo and Mogadishu, or any other new project locations. Facilitate and monitor effective implementation of the Rehabilitation SOPs.
  • 6. Actively participate in relevant coordination meetings with the DDRR program teams and counterparts in relation to the rehabilitation pillar, to include case management, livelihood, education, gender and human rights, and M&E. Provide feedback to Project Officer and National Operation Officer on program service/activity design and delivery, with the aim to smoothly and swiftly facilitate operations of such service/activity (I,e, raise PRF, draft service/IP contracts, support BEAC and IP budget negotiation, payment submission and support financial review, find solutions when there are logistical challenges)
  • 7. Contribute to monitoring reports, case studies, advocacy, research/survey tools, and upon request of Project Officer (DDRR) gather and consolidate inputs to donor reports.
  • 8. Conduct frequent field visits (50% field-based) to project sites to monitor, verify and report on project progress and results.
  • 9. When applicable, assist the Project Officer (DDRR) and National Operation Officer (Transitional Plan and Government Liaison) with communication and coordination with government focal persons, other UN agencies, donor representatives, IOM mission senior management, and security sector authorities.
  • 10. Perform such other duties as may be assigned.
