  • Assisting the Logistics Coordinator and Emergency Coordinator in the definition and follow-up of logistics activities in capital and for Emergency response, in conjunction with other managers in order to identify and give a response to the needs of the targeted population.
  • Ensuring and monitoring the implementation of Logistics/Technical activities in capital/ emergency team includ-ing the following:
  • Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and en-gines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
  • WHS: implementation of water, health and sanitation activities
  • Supply : implementation and maintenance of an appropriate supply chain for Emergency team
  • Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
  • Participating in the planning and implementation, together with the Logistics Coordinator, the Emergency Coordina-tor and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, de-tection of potential, development and communication) of the logistics staff in capital and emergency team in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
  • Ensuring technical reference for all logistics/technical issues in Emergencies and providing coaching to logistics staff under his/her responsibility. Ensuring all staff for Capital and Emergency Team are properly briefed about use of communication tools (handsets, HF/VHF, Satellite phones etc.) and local security Plan.
  • Defining and monitoring technical aspects of the Emergency project risk reduction policy, transport, communica-tion, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and re-porting to Emergency Coordinator any problem that may arise. For this purpose, Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
  • Participating in weekly and monthly report of the progress of logistics activities in capital and Emergency project.
  • MSF Section/Context Specific Accountabilities
  • Monitoring and ensuring the implementation of the fleet and motorized equipment management activities in the mission ensuring compliance to MSF standards, protocols and procedures This includes the following:
  • o Implementing the specific procedures to ensure and to monitor that the vehicles and other motorised equipment (generators, pumps, etc.) inventory, documentation and first aid kit are inspected on a monthly basis by the responsible driver ; that maintenance services (A, B, or C) are done on time and fully record-ed in the vehicle logbook and to rationalize the use of fuel and other consumable items.
  • o Carrying out technical evaluations of all the hired vehicles, engines, and transport companies, drawing up the necessary documents (contracts, etc.) in order to ensure the transportation services between the capital and the field.
  • o Drawing up, in collaboration with the LogCo or Technical LogCo, an annual order for spare parts, and identify potential local providers (for spare parts, fuel and lubricants) in order to efficiently ensure mainte-nance activities of the fleet and motorised equipment. Together with the Supply Manager, organizing the storage of spare parts as well as the supply processes in order to ensure a quick lead time
  • o To be Mission focal point for My Fleet reporting system and to provide Necessary Technical support to the Log team.
  • o Responsible to process and manage all the permits required to move assets, vehicles, and equipment to/from the projects.
  • Participate actively to the preparation of Emergency Preparedness and Response in coordination with other staff members by collecting/providing all the information about security and logistics feasibility in the defined area.
  • Implement of MSF procedures in the new project and ensure the capacity building of the local staff.
  • Implement the security guideline and ensure the safety of all the MSF properties in Emergency project.

  • o Ensure that mission fleet insurance, Log books, registration of vehicles is done on time without any delay.
  • o Monitor and evaluation of fuel and Fleet/ Energy in the mission.
  • o Annual Airport permits are acquired on time.
  • o Update of Security Documents for both capital and Emergency Team
  • o Management of Mission fleet in collaboration with Intersectional workshop
  • o Cover gaps in the field if there is a need.
  • o Explore, assessments and emergency interventions.
  • o participates in meetings with the various counterparts in order to coordinate with them and transmit specific concerns regarding the humanitarian situation and the medical emergency response.
