Main Purpose


Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities.


Job Description


Supervising materials and goods orders and dispatch in order to ensure its rational use.
Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
Updating and/or creating stock cards for all stock items immediately after reception of goods. Checking the received cold boxes and controlling the cold chain-monitoring card
Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organized and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, waybill number, weight and mode of transport in accordance with the line manager’s instructions
In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured.
Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse

MSF Section/Context Specific Accountabilities

Warehouse management at THE MSF-OCBA base:


The storekeeper is responsible for managing the base's inventory: logistics store, food stock, fuel stocks, building materials or equipment stored in the compound.
The storekeeper is responsible for making, the physical reception of all cargo ships delivered to the base (project orders, local purchases, returns of equipment). He verifies that the quantities received correspond to the quantities mentioned in the packing list. If there is a problem, he immediately notifies the Logistics Supervisor.
At each fuel reception, he must check the quantity, and the quality (density, no water or other substance) delivered.
At each cargo reception, he updates the stock cards


Delivery from the base and health facilities:


The storekeeper must deliver materials to MSF staff or external workers employed by MSF, based on internal requisition documents duly signed by the applicant's Supervisor and Log manager.
The storekeeper must control the loan of tools and equipment to MSF staff or external workers, following the procedure decided by the logistics Manager, in any case, by always having a discharge signed in writing including the list of loaned tools, the date of loan and the date of return.
Storekeeper prepares delivery for the Office, Guesthouses, based on the requisitions established by Logistics Supervisor/ Log manager and approved.
Any delivery must be accompanied by an acknowledgement specifying the products delivered and quantities, this acknowledgment will be countersigned by the person receiving the delivery and archived by the storekeeper.
Refuel cars and record the information in the stock cards.


Warehouse maintenance and monitoring:


The storekeeper must ensure that all doors and windows are locked when leaving the warehouse.
The storekeeper is responsible for ventilation and vector control in warehouse, and the cleaning of warehouse must be carried out under his supervision.
The storekeeper must ensure that fire safety equipment is in place and operational at each warehouse level.


Administrative tasks - The storekeeper must:


Keep stock records of all MSF resources upto date at all times.
Classify and archive all documents justifying the movements (IN/OUT) of resources.
Notify the Logistics Supervisor if an item falls below the minimum stock written in the stock card.
Make an inventory of the resources under his responsibility, with the Logistics Supervisor, every month.


Requirements 


Education: Secondary education and Diploma in Warehouse Management related studies
Experience: 2 years experience as storekeeper
Language: English and Hausa Languages Fluently written and spoken
