Job Summary:
Reporting directly to the Executive Manager: Learning Programs: the incumbent shall be responsible for the following:

Develop and implement the operational plan for learning programmes responsible for
Monitor, manage and report on the implementation of the operational plan
Ensure Learning Programs Commitment Register and Project Register is updated monthly
Monitoring the implementation of APP Targets and compliance with Technical Indicator Descriptors
Ensure that the changing IT needs for department are addressed
Ensure that progress with Programme 3 APP Indicator targets are tracked and reported on monthly to the EM, with relevant catch-up plans where required
Ensure that policies and procedures, standards, guidelines, and frameworks are developed and/or reviewed and implemented
Ensure that risk registers and action plans are updated as and when new risks emerge or at least monthly
Manage all audit processes for all audits affecting the Learning Programs Department
Ensure the day-to-day implementation of all learning programs projects falling under the incumbent’s scope of work.
Provide monthly reports to the EM on status of all project and corrective action to deal with learning programs projects that is not implemented in line with the Discretionary Grant Contract
Ensure the compliance with PFMA payment timelines in respect of all invoices received via the project invoice register
Identify, develop and implement strategies to optimise key stakeholder relationships
Manage the resolution of stakeholder concerns and issues
Build capacity within the team
Monitor, evaluate and manage the team

JOB REQUIREMENTS:

A minimum of NQF Level 7 qualification in Business Administration / Management or Office Administration / Management or Project Administration / Management or Public Administration / Management or Management Assistant or ODETD or Financial Management is required.
A minimum of 5 years’ experience in learning and development is required.
A minimum of 3 years’ management experience in the public sector environment is required.
Must be computer literate at an intermediate level.
