Within delegated authority, the Consultant will be responsible for the following duties with an overall mission to establish and source waste-to-energy projects in Morocco for the Cities Investment Facility (CIF) program’s Implementing Partners.


Work with regional UN Habitat offices to conduct an in-depth market research of the country to identify projects ensuring alignment with CIF waste-to-energy project selection criteria.
Mapping appropriate stakeholders to engage and understand the pipeline of urban infrastructure projects in ideation. 3. Define the evaluation criteria to assess and shortlist potential waste-to-energy projects.
Develop project concept notes for the shortlisted waste-to-energy projects.
Defining a CIF waste-to-energy project action plan. 6. Build and maintain relationships with key stakeholders, including government agencies, industry partners, and financial institutions, to facilitate the successful sourcing and onboarding of waste-to-energy projects.
 Coordinate with UN-Habitat and other partners to support market research, social relationship development, resource provision, and engagement with financial institutions and other stakeholders in the target country/region.
Independently prepare project-related documents, including waste-to-energy project proposals, preliminary financial models, project development roadmaps, and other critical materials.
Regularly report to UN-Habitat on market expansion progress, and project sourcing milestones.
Maintain close communication with clients and stakeholders to ensure transparency and smooth waste-to-energy project execution.


Qualifications/special skills


Advanced university degree (Master’s degree or equivalent) in sustainable urban planning, management urban governance, engineering, development studies, business administration, geography, management and economics is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of four years relevant experience in project development, resource mobilization, urban development, sustainability, finance, or commercial investment, with a proven track record in supporting Arab States urban development initiatives is required.
Relevant knowledge of the current Morocco urban development project landscape is desirable. Relevant knowledge of sustainable urban development project financing and development is desirable. A strong understanding of UN-Habitat and the Cities Investment Facility mandates, goals and principles is desirable.
