Job Purpose:
The Senior ICT officer is responsible for providing, maintaining, and supporting ICT services and resources to users to enable the performance of the duties

This role reports to Manager ICT.

Job Specification:
The duties and responsibilities entail:

Implementing ICT policies, procedures, and controls programmes;
Providing technical support for the ICT infrastructure and telephony systems including hardware, software support and help desk services;
Initiating the design and review of ICT architecture, networks including documenting internal ICT standards, policies, and procedures;
Implementing ICT standards in line with the emerging needs of the Board;
Implementing security penetration testing, disaster recovery and business continuity simulations;
Developing various systems documentation;
Overseeing the process of receiving, installing, configuration, certification of new or upgrading of the ICT Systems and equipment;
Managing and reporting on compatibility status of existing systems and ICT infrastructure;
Configuration and managing the ICT network, i.e. Local Area and Virtual Private Networks;
Performing monitoring, detection and reporting on ICT equipment performance, and implementing performance fine tuning analysis and reporting on ICT resource usage;
Overseeing servicing and maintaining ICT equipment and associated peripherals;
Undertaking preventive repairs or refurbishment of ICT equipment to restore usability;
Maintaining an up-to-date user-specific Information Systems, user access rights and systems credentialing;
Overseeing and performing data integrity and interrogation routines including programming, coding, and testing ICT systems;
Overseeing and updating the Board’s Website, Intranet and Databases;
Performing Servers administration and management activities including on
Domain Controllers, Active Directory and Exchange Server, including troubleshooting analysis;
Preparing technical specification for ICT equipment and systems solutions needed at the Board;
 Identifying, evaluating, and reporting on ICT gaps, the user needs including training requirements;
Liaising with ICT providers in the maintenance of ICT equipment and systems;
Supporting implementation, monitoring and evaluation of ICT projects;
Delivering advance ICT user training and awareness programmes;
Supervising, coaching and mentoring staff; and
Provide relevant support to the core functions as and when required.

Person Specification
For appointment to this grade, a candidate must have:

Bachelor’s degree in IT or Computer Science or a related field from a recognized institution;
CISA, CISM, ITIL, PRINCE2, CCNA, MCP or its equivalent;
Membership to ISACA or its equivalent;
A supervisory course lasting not less two (2) weeks;
Demonstrated work experience as an ICT Officer for at least four (6) years;
Proficiency in Computer applications and systems; and
Meet the requirements of Chapter Six (6) of the Constitution.
