The deliverables of the evaluation are:


Overall Performance Assessment: The evaluation will specifically measure the overall effectiveness and efficiency (including value for money) of the project in achieving the targeted outputs and outcomes with the agreed budget according to the milestones and indicators in the original project proposal. It will also assess whether activities... were relevant to bring about the project outcomes planned in the logical framework. Both data-based indicators (e.g., number of persons supported, income increases, etc.) and narrative/qualitative indicators (e.g., community feedback on livelihood improvement, perception and satisfaction) will be assessed to understand overall effectiveness. This will include collecting data on the number of people affected by the project, disaggregated by gender, age, and disability.
Livelihood Intervention Impact Assessment: The impact of the project on in-kind livelihood support and income improvement for target populations will be assessed. The number of persons who received in-kind support (e.g., cash transfers, livestock, farm inputs and other materials) will be measured alongside which of these also reported an increase in income (against an initial baseline) from their chosen livelihood activity. Improved Mobility and Support Services for Persons with Disabilities: Assessment of how the project has improved physical mobility for persons with disabilities enabling them to participate in economic activities and if they have accessed to at least one new support service. Further, review the appropriateness and relevance of assistive devices (as measured through satisfaction levels) and whether barriers for persons with disabilities were addressed (e.g., transport, infrastructure, community integration) while assessing the effectiveness of the support services offered through referral mechanisms.
Coordination of the Response: Assessment of the effectiveness of the coordination mechanisms between CBMG, TUPADO, county governments, and other actors. Accountability to the Participants and Community: Assessment of the inclusive and participatory accountability systems put in place to ensure participants, and the community have a voice in decision-making at all stages. Evaluate how communication and participation mechanisms (such as community feedback loops, consultations, and grievance redress systems) were structured and implemented. Examine how the project responded to this feedback and what changes were made as a result.
Challenges in implementation: The evaluation will analyse the causes and challenges contributing to any targets not being achieved. Scope and methodology
The data collection process should use cross-sectional design incorporating both qualitative and quantitative methods. The methodology should look at business/enterprise viability and profitability, in-depth livelihoods and market structure, sustainability, challenges, and capacity/knowledge gaps at the community and government levels.
Reporting and accountability
The primary responsibility for this assignment lies with the CBM Global Programs manager and the Humanitarian Coordinator under the overall guidance of the Humanitarian Director who will provide overall technical oversight and guidance through the entire process.
CBM Global responsibilities:

Programme and partnership management

Provide leadership on programme implementation, ensuring  progress towards elimination of NTDs is made, with focus on (but not limited to) onchocerciasis, lymphatic filariasis and trachoma.

This could include the following:

Task of the Consultant
Strategy Development and Implementation

Provide technical advice and input into all existing and new inclusive eye health concept notes, proposals, tools, budgets, guidelines e.t.c; ensuring that project design and implementation is in line with good practices, set standards, aligned with relevant strategic plans, frameworks and technical guidelines.
Support the Country Director and staff in identifying suitable partners, actively participating in technical partner assessments and take lead in technical capacity strengthening.
Provide technical guidance in the development & implementation of the Inclusive Eye Health (IEH) Plan by:

Take lead the development and review of comprehensive IEH components in the Country Strategic Plan
Support development of IEH Concept Notes and full proposals
Contribute towards alignment of CBM eye health work to national and county priorities towards universal eye health coverage.



Strategic Partnership Development and Networking

Monitor and advice on trends and new development in eye health aimed at adapting CBM supported interventions to achieve maximum impact.
Strengthen partnership opportunities with international, national and local stakeholders to ensure programme delivery is harmonized and effectively coordinated at all levels.
Represent CBM in Eye Health Professional bodies and Networks including presentation of CBM’s work in various fora, conferences, workshops and meetings.
Take lead in technical quality assurance activities in close collaboration with line Ministry focal staff, project teams and implementing partners.

Staff Development

Train, mentor and coach programme staff as in the areas of Inclusive, Integrated, Comprehensive, People-Centered eye health services.
Promote cross learning and collaboration among implementing partners
Provide capacity building to the programme staff both at Country Office and implementing partner level on IEH Quality Management Framework and Washington Short Set of Questions while at the same time ensuring required reports are submitted and reviewed in good time.
Support in the design and conducting operations research, Rapid Assessment for Avoidable Blindness (RAABs), Impact Surveys, feasibility studies, project end term evaluations, and any other studies.

Main work package with regard to implementing eye health partners

Develop minimum and contextualized standards for IEH programs for CBM in Kenya.
Provide technical input and support during design of new projects.
Ensure that partner’s staff have a good understanding of the IEH standards and reporting requirements.
Conduct technical quality assurance activities including assessments for specific IEH projects.
Track and document implementation of technical recommendations.
Conduct physical & virtual visits as may be needed with focus on specific priority issues.
Provide capacity development to partners to ensure quality of work.
Ensure sharing of lessons learned and promote best practices with CBM and partner’s organisations;
Check statistics submission from IEH partners in the Kenya.
Review six-monthly Cataract Surgical Outcome reports from IEH partners and give feedback where necessary.
Review IEH reports to ensure quality reports and timely submission to CBM.
Support partners to ensure eye health data is entered into the Kenya Health Information System.
Co-represent the Country Office at various levels as delegated by the Country Director.
Capacity building to partner staff on Quality Management Framework; ensure partners conduct bi-annual Quality Management Assessment including collecting data using Washignton Short Set Group of questions tool.

Lead the development of knowledge framework on Disability Inclusive DRR and Climate change adaptation
In line with the global DRR and Climate change plan, support appropriate action research at global and in country level aimed to generate evidence on gaps and good practices on disability inclusive DRR and climate... change adaptation
Support sharing of results of different research and knowledge products internally and externally
Consolidate DRR and climate change adaptation experience in different CBM Global country programmes

Education, Knowledge & Professional Experience

Degree in political science, humanitarian policy, international development or related subjects or relevant professional experience
Professional background and relevant working experience and expertise in both Disability Inclusive DRR and climate change.
Minimum of 8 years relevant working experience in low and middle-income countries, with at least 50% of that time at key objectives linked with knowledge management and action research
At least 4 years of relevant experience in, preferably disability inclusion and/or gender equality and social inclusion
Strong understanding and application of CRPD principles and a rights-based approach to Inclusive Disaster Risk Reduction, climate change and Community Based Disaster Risk Management.
Background and experience in development cooperation, including application of relevant tools and methods (inclusive project cycle management, participatory action research, documentation and publication of good practices.
Knowledge and understanding of international trends and priorities in DIDRR and climate change
Experience in working with teams and partners in developing projects, identifying learning opportunities and articulating best ways of capturing evidence.
Expertise in capacity development including facilitation skills and coaching.

Strategy and leadership

Further define the core purpose and strategy of the Secretariat institutional fundraising function and lead on fulfilling the strategy.
Lead the Federation Institutional Funding Working Group
Support teams across the Federation to prioritise which donors / consortium leads to focus on, in a coordinated way, with a view to achieving funding... growth for the federation as a whole.
Provide close support to country level Institutional Fundraising Managers in CBM Global programme countries (currently 2 roles), supporting them to fulfil their roles effectively and successfully.
Identify institutional funding capacity gaps within the Federation, with a particular focus on country teams. Provide training, coaching and mentoring to build capacity where appropriate; and identify and propose alternative approaches where necessary.
Ensure there are fully fit for purpose procedures and policies in place across the Federation to enable successful institutional Fundraising. This will involve reviewing and updating existing procedures and developing new ones where there are gaps.
Promote a collaborative and mutually supporting working culture across the Federation.
Develop and implement a plan for pursuing funding opportunities in new markets for CBM Global, such as the USA.

Coordination

Ensure elimination of any duplication or gaps within Institutional Fundraising across the Federation.
Be first point of contact for any team identifying a new funding opportunity or with an Institutional Fundraising question.
Act as curator of stakeholder information, funds & project ideas on Global Online (CBM Global’s project management system).
Coordinate the sharing of institutional funding learning and best practice across the Federation.
Coordinate Go / No Go decisions for funding applications that this role will lead on and for other funding applications where required (e.g. where there is a dispute or other complications).

Promotion

Support the creation of collateral (‘sales’ and promotional materials) and propositions to be used / adapted by all teams, through for example assembling information, case studies, sample text, photos. Directly create collateral where necessary.

Scanning and relationships

Coordinate scanning for new opportunities using centralised tools like Devex & Funds4NGOs.
Lead on scanning for opportunities with, building relationships with, developing knowledge about, developing an engagement strategy with specific donors / consortium leads that are assigned to the post holder as the relationship lead.

Proposal development

Lead on proposal writing for applications that the Secretariat will be responsible for. This may include development of some proactive / pre-emptive project concepts ready for future calls for proposals.
Provide proposal development surge capacity (including physical presence where appropriate), usually to Country Teams and/or coordinate the provision of surge capacity by others in the Federation.

Compliance

Responsible for grant management / compliance for grants where the Secretariat is the lead entity.

Strategic objective 2: To resource mobilize from trusts and foundations. (30% of total fundraising target)
To achieve this objective the fundraiser will

Create a database of trust and foundations whose thematic focus align with CBM Kenya’s work. This database will be included in the donor scoping tool/document.
Plan to provide timely responds to calls for proposals from identified trusts and... foundations led by the fundraising manager with support from other staff.
Train board members and staff (CBM Kenya & CBM Global) on how to engage in fundraising from trusts and foundations. One of the main entry points for raising money from trust and foundations is usually person-to-person relationships.
Invest time in creating relationships with trusts and foundations through one-on-one meetings (both online and physical).

Strategic Objective 3: To establish funding relationships and partnerships with corporates aiming to raise both financial and in-kind resources - (10% of total fundraising target).
To achieve this objective the fundraiser will

Research and identify corporates whose funding themes aligns with CBM Kenya’s work and develop a corporate database.
Cultivate interest of corporates in our work and aim to establish long-term funding partnerships. He/she will start with corporates that are CBM Kenya’s business partners e.g., staff pension managers and suppliers.
Invite identified corporates to attend CBM Kenya’s events, project activities or visit our beneficiaries as a way of interesting them to connect to our work.
Stewardship – Continuous communication with corporate through social media, sharing reports and impact stories.

Strategic Objective 4: To strengthen CBM Kenya’s fundraising function through improved communication, fundraising network engagement, continuous learning, and staff skills enhancement**
To improve the fundraising function of CBM Kenya, the fundraiser will:

Develop CBM Kenya marketing tools such as organizational profile, videos, branded folders, pamphlets, fliers, and newsletters and use them to promote CBM Kenya’s work.
Enhance our communication through CBM Kenya social media platforms and regularly update our stakeholders and donors about our work, programs, and plans.
Revamp CBM Kenya’s website to ensure it is attractive and has latest information about our work, programs, and achievements.
Supervision of communication Intern who will support our communication and public relation work.

Explore possibilities of joining professional fundraising networks e.g., East Africa Philanthropy Network (EAPN) and Kenya Association of Professional Fundraisers (KAPF).
Provide regular training to staff to have a better understanding of fundraising and their roles.
