The Senior Project Officer will lead the planning, coordination, effective implementation, and monitoring of International Alert’s peacebuilding, governance, and climate change project in Benue or Sokoto State. He or she will ensure the day-to-day tracking/monitoring of project progress. technical support to implementing partners and other stakeholders, support in... maintaining good working relations with local partners, donor and the relevant stakeholders and overall contribute to wider organisational goals within Alert.

The role is critical to ensuring high-quality project delivery, effective stakeholder engagement, compliance with donor requirements, and alignment with International Alert’s strategic objectives. The post holder will also oversee and support the work of local implementation partners.

Duties and Responsibilities

Effective implementation of project activities 


Ensuring project strategies and activities are implemented in full compliance with the project document in collaboration with the partner under the guidance of the Project Manager.
These will include to organize project activities and preparation of both narrative reports and expense justifications, review partners’ narrative reports, preparation and compiling case studies and stories of changes for dissemination and learning.
Supporting all communications and outreach/field activities with focal points (staff from project partners) whenever necessary.
Preparing and updating joint work plans between International Alert and partners, progress reports as well as other reports as may be required by the organization.
Support in preparing analytical reviews and systematically capturing lessons learnt from the project implementation; identifying follow-up actions and provide substantial assistance in design of project documents.
Preparation and compiling case studies and stories of changes for dissemination and learning.
Support implementing partners to engage with government stakeholders at state and community level throughout the project implementation. 


Compliance and Partnership Coordination


Ensure partners comply with Alert’s and donors’ administrative, financial, and logistical procedures, as well as relevant Nigerian laws.
Coordinate activities using a participatory, community-driven approach to ensure meaningful engagement and sustainable results.
Contribute to the design and adaptation of project strategies and activities to ensure they are conflict-sensitive and gender-responsive.


Day-to-day tracking/monitoring of project progress


Supporting the development of action plans and work plans.
Supporting in designing and implementing project monitoring plans and tools, to ensure the project outcomes are tracked and achieved on time, to quality standards and within agreed scope, in line with Alert’s project management systems.
Track, monitor and report the project progress against project milestones and activities, against scheduled work plans and overall project objectives. 
Source, collate and compile data and information to identify emerging issues to inform decision making.
Providing technical support to Monitoring and Evaluation systems and processes of International Alert.
Participating in project monitoring and evaluation exercises and draft reports.
Identifies and recommends remedial measures to address problems in project implementation.
Monitor project expenditures and ensure timely preparation and submission of fund requests.
Collaborate with the finance team to review spending and develop budget realignments when necessary.

Technical support to implementing partners 


Support partner and community structures to developing and/or adapting tools for data collection to be used in the M&E Framework. 
Support in the capacity building of local partner and community structures on monitoring and evaluation data collection and analysis procedures and tools.
Support in maintaining good working relations with local partner, donor and the relevant stakeholders. 
Build positive working relationships with local partners and stakeholders and maintaining regular communication.


Contributing to wider organisational goals within Alert


As part of the country programme team, promote conditions for effective teamwork and commitment to Alert’s values and operating principles.
Ensure proper implementation of all relevant Alert finance, admin, security and HR policies, in close coordination with the Nigeria finance/ admin staff as well as Alert’s Africa Programme Finance and business partner.
Perform any other tasks as may be reasonably required.


Travel requirements

This role is based in Benue and Sokoto State with frequent travel to project locations, including hard-to-reach areas.

Essential requirements


Bachelor ’s degree level in development studies, peace and conflict transformation studies , project management or related social science field
7 years’ experience of project management at an NGO, with including ability to collate, analyse and report data in a clear and coherent manner and activity budget development.
Proven experience implementing peacebuilding programmes in northern Nigeria.
Demonstrated knowledge of community-based approaches to peacebuilding, governance, and climate change.
Strong experience in stakeholder engagement and partner coordination.
Excellent writing, editing, and report-writing skills.
Strong organisational and time management abilities, with a proven capacity to manage multiple priorities and deadlines.

Background

Nigeria’s security landscape continues to be shaped by persistent violent conflict, organised criminality, insurgency, and... localised armed groups operating across various regions. While several disarmament, demobilisation, and reintegration (DDR)-related interventions have been implemented at different levels, these efforts have remained fragmented and uncoordinated. As a result, outcomes have been inconsistent, and many former combatants and affected communities remain underserved or unsupported.

In response to this gap, a process has been initiated to harmonise existing DDR approaches and develop a National DDR Framework that is strategic, inclusive, evidence-informed, and reflective of Nigeria’s regional realities. This process includes regional consultations, expert technical work, stakeholder engagement, policy analysis, and synthesis of past efforts to produce a coherent national vision and actionable roadmap for DDR programming and implementation.

To ensure successful execution of this ambitious and time-sensitive initiative, a Project Management Specialist is being contracted to provide coordination, performance oversight, quality assurance, and timely delivery of outputs from a team of technical experts and facilitators. This role is pivotal to ensuring that the project delivers high-quality results aligned with its strategic objectives, on schedule and within scope.

Purpose of the Role

The Project Management Specialist will be responsible for the operational oversight and quality management of all deliverables and activities related to the development of the national DDR framework. Working under the guidance of the National Team Lead, and in close collaboration with technical experts across multiple thematic areas, the Specialist will provide day-to-day management, facilitate smooth coordination, ensure timely and high-quality deliverables, and serve as a focal point for progress tracking and reporting.

Project Planning and Delivery Management

Required Qualifications and Experience

Education


Bachelor’s degree in Statistics, Demography, Social Sciences, Public Health, or a related field.
Master’s degree (or equivalent experience) is an added advantage.


Experience


Minimum of 5 years of experience in quantitative and qualitative research, preferably in conflict or reintegration contexts.
Demonstrated experience with data collection tools such as KoboToolbox, ODK, or SurveyCTO.
Proven experience with data cleaning and analysis using statistical software (e.g., Excel, SPSS, Stata, R, or Power BI).
Experience supervising fieldwork and managing teams of enumerators.

Background

The National DDR initiative aims to support the Nigerian government in developing harmonised and rights-based frameworks that enable the disengagement, demobilisation, and sustainable reintegration of... individuals associated with armed violence and non-state armed groups. Central to this is the development of legal and justice frameworks that are credible, restorative, and aligned with national and international human rights and DDR standards.

The Associate Legal and Justice Expert will play a crucial supporting role in embedding legal thinking, justice accountability mechanisms, and transitional justice considerations throughout the programme. Working under the supervision of the Lead Justice and Legal Expert, the Associate Expert will support research, stakeholder engagement, legal drafting, and knowledge management on justice-related aspects of DDR.

Purpose of the Role

To support the legal and justice dimensions of DDR policy and strategy development, ensuring practical integration of legal ideas into programme design, advocacy, training, and implementation. The Associate Expert will contribute to legal research, analysis of justice practices, preparation of policy documents, and liaison with relevant national institutions and actors.

Duties and Responsibilities

Legal Research and Analysis


Conduct background research on Nigerian and international legal frameworks relevant to DDR, reintegration, restorative justice, and transitional justice.
Assist in mapping institutional mandates and justice practices across participating states.
Analyse existing laws, draft comparative legal notes, and support the harmonisation process.
Track relevant legal developments and emerging jurisprudence that may impact DDR operations.


Technical Support to Legal Integration


Assist the Lead Expert in developing legal guidelines and safeguards for reintegration categories.
Support the drafting and review of legal inputs into national DDR policies, SOPs, and reintegration manuals.
Review community justice mechanisms and identify points of intersection with formal systems.


Stakeholder Engagement and Coordination


Help coordinate meetings with justice institutions (e.g., judiciary, ministries of justice, legal aid councils).
Prepare briefing materials, talking points, and background notes for legal consultations and working groups.

Qualifications and Experience

Education


University degree in Law, Human Rights, or related discipline. A Master’s degree (LL.M or equivalent) is highly desirable.


Experience


At least 5–7 years of experience in legal analysis, justice reform, human rights, or transitional justice.
Experience working with or within national justice institutions or civil society organisations.
Familiarity with DDR, peacebuilding, or reintegration programmes is an asset.
Understanding of community-based and informal justice systems is desirable.

As part of the national effort to harmonise and operationalise a comprehensive DDR (Disarmament, Demobilisation, and Reintegration) framework in Nigeria, there is a critical need for expert... facilitation to ensure meaningful stakeholder engagement, inclusive participation, and knowledge co-creation across national and sub-national levels.

This includes convening government actors, security agencies, community representatives, civil society, victims’ groups, and returnee populations in structured dialogues and strategic working sessions. The Facilitation Experts will enable these platforms to function effectively by applying inclusive, participatory, and context-sensitive facilitation methodologies.

Purpose of the Assignment

To provide expert-level facilitation services for high-level and grassroots events, ensuring outcomes that are participatory, consensus-driven, technically sound, and conducive to advancing the objectives of the national DDR framework.

Facilitation of National and Sub-National Events

This position will provide technical expertise on trauma-informed programming, develop models of community-based healing and resilience, and help build systems that support reintegration, reconciliation, and social cohesion through effective psychosocial support strategies.

Purpose of the Assignment

To provide technical expertise and support to the national DDR programme by designing, advising, and ensuring the delivery of high-quality, trauma-sensitive, and culturally appropriate psychosocial support and healing interventions for returnees, victims, and communities affected by violence.

Technical Advisory and Strategy Development
