SCOPE OF WORK
The consultancy will have the following tasks:

Build and add/upload content to the WASH/IPC webpage with the guidance and support of colleagues from ACHAP WASH and Communications technical experts and USAID Momentum Country & Global Leadership project.
Ensure webpage is created in a way that allows French speakers to translate the materials when visiting the English written... webpage.
Advise on the user experience for developing engaging and impactful solutions for different settings in Sub-Saharan Africa.
Support in creating Google analytics of WASH resources and dashboard generation to track website visits.
Sensitize the core team on customization, system management, and administration to establish in-house capacity for ACHAP so the ACHAP staff can make changes and update the website themselves once the consultancy is completed.
Configure security module for system and data protection.

DELIVERABLES
ACHAP expects the consultant shall complete and submit the following deliverables:

Completed launch of the WASH/IPCwebpage on ACHAP’s existing website.
WASH resources included on the WASH/IPC webpage.
Initial maintenance plan after final deployment.
Training plan for staff users.
Final presentation/workshop for relevant staff.
Completed User Manual for the database system.

Timeline
This consultancy is expected to take an estimated total of five (5) days to build and set up the WASH/IPC webpage on ACHAP’s website and five (5) days to develop and support the WASH/IPC webpage. This is expected to be completed within 30 days of signing the consultancy contract.
The consultancy will also include limited ongoing maintenance/updating of the webpage each month through September 30, 2023.
REQUIRED SKILLS AND EXPERIENCE
Education:

Advanced degree in a relevant field (such as computer science, data/information/health management, econometrics, advanced statistical analysis, information technology, or software engineering).

Experience:

Demonstrable skills in working with one or more programming languages including Java Runtime Environment (JRE 7 or higher) Tomcat server, Java, and PostgreSQL 4, web – Apache HTTP Server, Apache Tomcat, Databases – MySQL, PostgreSQL, Oracle.
Demonstrable skills in programming and scripting – PHP, Java, Perl, JavaScript,
Development experience utilizing web-based applications such as J2EE, JDK, Struts, Spring, Hibernate, and HTML.
A minimum of five (5) years of relevant professional experience is required at national and international levels in the areas of innovation, sustainability, water & sanitation, climate change, development, and /or cooperation.
Previous expertise in information system management especially on web-based software platforms and database administration.
Excellent skills and experience in training facilitation, mentoring, and capacity development.
Demonstrate oral and written communication skills, including presentations.

Technical proposal
We seek an individual consultant or a firm with practical experience in developing WASH online platforms. ACHAP expects a technical proposal that must include the following points:

A description of your experience customizing and deploying a webpage within the last two years.
A description of your proposed method for completing the project, including planning sessions, the outline of the key steps and the sequence of the work, etc.
A clear and detailed timeframe to complete the tasks, with an indication of timelines against individual deliverables.

Specific Tasks

Review ACHAPs background, strategic plan, and communication, networking and advocacy model to better understand the need for positioning it for more robust communications and networking capacity
Undertake a rapid mapping of ACHAP’s engagement with member CHAs to identify networking and partnership gaps.
Support the setting up of formal Communications, Partnerships, Networking... and Advocacy function within the ACHAP organizational structure.
Develop a comprehensive ACHAP Communications, Partnerships, Networking and Advocacy framework and strategy
Prepare membership communication tools and materials.
Support the revamp of ACHAP’s website for better communications with members and other stakeholders.
Develop member’s resource portal integrated with the ACHAP website for better engagement with CHA members.
Train key ACHAP staff in the principles and practices of advocacy, partnership and communication including practical engagement and management of CHA members.
Develop a dedicated Communications, Partnerships, Networking and Advocacy Plan for 2023.
Develop a curriculum and training materials for training CHAs in advocacy, partnership, and communication.

Deliverables

ACHAP External Relations - (Communications, Partnerships, Networking and Advocacy) Framework and Strategy
A formal External Relations Unit with clear functions and develop Job descriptions for Advocacy and partnership focal persons.
Tools and materials developed for membership engagement (information pack, membership forms, subscription register, membership profiles template,
A revamped and more interactive ACHAP website.
A functioning ACHAP member’s resource portal integrated with the ACHAP website.
User manual/ Instructions for the member’s resource portal.
A comprehensive ACHAP external relations annual implementation plan for 2023.
Curriculum and training materials for building the capacity of CHAs in advocacy, partnership, and communication.

Required Education, Experience, and Competencies.

Advanced university degree in Social Sciences, Communications, Business Administration, Communication, or a related field.
At least 7 years of regional or national experience in the development sector – preferably in health, NGO sector, network organizations, and networking /partnership environment
Demonstrated experience and success in developing networking, partnerships, and communication models.
Demonstrated understanding of the workings and dynamics of the faith-based sector in the African region will be an advantage.
Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines.
Proficiency in English.

Specific tasks

Review ACHAPs background, strategic plan, work plan, previous project proposals, current programmes and funding model to better understand the needs and help position the organization for more robust resource mobilization and business development
Undertake a rapid mapping of ACHAPs current programmes to identify funding gaps.
Develop a comprehensive resource... mobilization/business development strategy for ACHAP, that includes innovative donor strategic partnership and engagement approaches
Suggest strategies to develop and maintain strategic partnerships and engagement with key donors.
Undertake a mapping of the donor landscape to identify potential donors and develop a donor database. - This should include donors' geographic, thematic and strategic interests with aim of identifying emerging donors.
Support the setting up of a formal ACHAP Resource mobilization and business development (RM/BD) function.
Orient the ACHAP’s board and the board committee responsible for resource mobilization and their RM/BD roles and responsibilities.
Develop a proposal writing/grants development guide and process map for ACHAP and train key staff on its application
Prepare a dedicated new business development/resource mobilization work plan for 2023 aligned with the new strategy.
Develop a resource mobilization training module for ACHAP staff and ACHAP member organizations.
Train and mentor ACHAP staff and those of ACHAP’s member organizations on new business development/resource mobilization principles and practices, including proposal writing skills
Support ACHAP to develop a system of monitoring funding opportunities and responding through applications.
Support ACHAP to organize at least 2 donor/partnership round table meetings.
Develop a series of short fundraising materials (digital) to raise the profile of ACHAP, including website content.

Deliverables

A Resource Mobilization framework and Strategy document approved by the ACHAP Board.
A business development/resource mobilization unit with clear functions and a focal person
A Year 1 business development/resource mobilization work plan.
The BD/RM function set up and strengthened
A resource mobilization training module (facilitator’s guide, slides, participants’ manual, and reference materials).
Key ACHAP staff and those of its member organizations trained/ mentored on RM/BD.
A proposal writing/grants development guide and process map for ACHAP
At least two funding applications submitted in 9 months
A report from at least 1 donor round table held in 9 months
