Purpose & Objectives

The purpose of the consultant is primarily to help inSupply teams prepare publication-ready manuscripts that can be submitted to peer-reviewed journals and have a high chance of acceptance. The secondary purpose is to provide high-level coaching and mentoring to teams on the thought process and systematic approach behind quality manuscript development, so that, in the... future, teams are better equipped and experienced to lead publications themselves.

InSupply teams are likely to require the following types of support

Provide direction and support to teams in:


Undertaking significant revisions to manuscripts that were not accepted for publication but that have a sufficient level of evidence for publication.
Working with teams that have identified potential results for publication but can use support in focus, framing, and setup of manuscript and support during the writing process (heavy editing, coaching on messaging, implications of results, etc)
Thinking through potential new manuscripts based on project results and helping to frame the focus and hypotheses for these manuscripts, and establishing clear roles for the writing team. Supporting teams throughout the manuscript writing process
Copy-editing only
Scout and advocate for publication opportunities that align with inSupply's strategic goals to enhance visibility and thought leadership, while providing guidance on dissemination strategies to maximize the impact of publications.


What we expect from a consultant/firm:


10+ years of specific experience in scientific writing and research
Experience supporting public health research across a range of public health areas, including RMNCH, quality improvement, and health systems
Demonstrated experience with writing or supporting teams to improve all aspects of publications and manuscripts overall, revising manuscripts based on significant comments received from reviewers, and helping to frame and organize the content of potential manuscripts to maximize acceptance in quality, peer-reviewed journals

inSupply Health Ltd. is seeking a dynamic and experienced Manager – Data Transformation, Intelligence & Impact (DTII) to lead the Monitoring, Learning, and Evaluation (MLE) and implementation research efforts across a portfolio of transformative health programs. The successful candidate will play both technical and strategic leadership roles, implementing projects, contributing to business development, lead the design and implementation of research, and provide oversight to MLE activities. They will design and operationalize M&E frameworks, lead data collection and analysis, support integration of self-injection (SI) indicators into national systems, and build capacity among national and subnational health teams. Responsibilities:

Monitoring & Evaluation – DISC 2.0 Project


Design and operationalize comprehensive M&E systems to monitor DMPA-SC self-injection uptake across Nairobi, Nakuru, and Kakamega counties.
Oversee baseline and routine data collection, virtual surveys, and data quality assessments and generate insights for decision making.
Mentor and support subnational MOH teams to strengthen data reporting, analysis, and use in decision-making.
Lead advocacy for integration and disaggregation of SI indicators within Kenya’s HMIS(KHIS) platform.
Develop dashboards, reports, and data visualizations for adaptive program learning.


Implementation Research – OPC & Market Test Projects





Lead the development of research protocols and tools for studying the feasibility, acceptability, and regulatory enablers of implant provision through pharmacies.
Manage IRB submissions and coordinate data collection and analysis with partners, including URADCA, PSK, KPA, and MOH.
Synthesize findings into policy briefs, learning products, and peer-reviewed publications to inform national-level decisions.
Facilitate evidence-to-policy dialogues and technical working group engagements.


Research/Learning Leadership and Execution


Lead the planning, execution, and quality assurance of relevant research, analytics, monitoring, evaluation, and learning (MEL) activities across inSupply’s project portfolio, upholding high standards for research design and execution.
Drive timely delivery of work plans, budgets, and deliverables for the DISC 2.0 and OPC & Market Test projects, ensuring alignment with donor expectations and organizational strategy.


Advanced Analytics and Data Use


Apply predictive and prescriptive analytics to strengthen supply chain forecasting and program performance.
Build and maintain interactive dashboards, performance scorecards, and data visualizations for internal teams, donors, and government stakeholders.
Translate complex data into compelling narratives that support strategic decision-making.


Stakeholder Engagement and Policy Influence


Cultivate strong working relationships with national and county MOH, development partners, research institutions, and technical working groups.
Represent inSupply in policy dialogues, learning exchanges, technical advisory groups (TAGs), and strategic forums.
Facilitate the translation of evidence into policies and practices that improve health product availability and access.


People and Team Development


Lead, mentor, and grow a high-performing team of Senior Analysts and Analysts, fostering a culture of accountability, creativity, and continuous learning.

Knowledge Management and Strategic Learning

Qualifications:


Bachelor’s degree in Public Health, Data Science, Epidemiology, Supply Chain, or a related field. A master’s degree in any of the above disciplines is desired.
At least 8 years of progressive experience in M&E, analytics, or implementation research within global/public health programs.
Demonstrated experience designing and implementing M&E frameworks, conducting implementation research, and applying data science or advanced analytics to health programming.
Strong leadership and project management skills; experience managing multi-stakeholder projects and donor-funded initiatives.
Experience with client relationship management and partnerships with members of the international donor community, including bilateral and multilateral donor agencies and private foundations.

Responsibilities:
Specific responsibilities include, but are not limited to:

Work independently to produce quality deliverables, manage work plans, teams and clients, and serve in a variety of roles as required by new and existing projects. Roles may vary widely and range from strongly technical to coordination and task management. Senior Analysts play multiple roles simultaneously depending on inSupply’s project portfolio and need. 
Work collaboratively, influence and build relationships with clients and partners, including government institutions, non-governmental organizations, donors, and others to articulate their learning and capacity problems, collaboratively develop solutions and approaches for their implementation, execute activities, and monitor performance. 
Support to develop and standardize inSupply’s capacity building and workforce development outputs by helping to co-create and institutionalize key processes and practices, and by modelling and mentoring the team in the key methods and tools that distinguish inSupply’s brand. These processes and practices include, but are not limited to, ensuring quality in the development of SOPs, curriculum, facilitators’ guides and learning and job support materials, and in the facilitation of workshops, training, and learning events. 
Use a variety of instructional design techniques and strategies to develop custom/fit for purpose SOPs, curriculum and facilitators guides, and lead and/or facilitate trainings, working closely with content specialists across other inSupply domains and to support project deliverables, trainings and workshops.
Lead or support in translating content into digital training and learning materials for inSupply’s LMS and for external products aimed at continuous capacity building and improvement for health workers and clients.
Support the maintenance and updating of content in the inSupply LMS 
Represent inSupply Health projects at key stakeholder fora, including participating in working groups and providing key linkage with partners on the ground to ensure support and sustainability. Give and attend debriefings and seminars, participate in conferences, and report on key information to other projects, domains and inSupply staff members.
Participate in routine technical calls and meetings with the team. Proactively and regularly communicate and coordinate with team members on the progress of domain and project activities, and provide detailed notes of all key stakeholder meetings.  Communicate and disseminate information and reports to relevant stakeholders on a regular basis.
Commit to and foster a work culture to promote innovation and continuous improvement, including integrating human centered design, continuous quality improvement, adaptive learning and other relevant approaches to test and refine existing tools, methodologies and strategies to guide our capacity building and workforce development improvement efforts.
Participate in new business development opportunities, which include marketing of inSupply Health to expand our client portfolio, generating demand for our services, developing content for pitches, concept notes and proposals, and proactively identifying opportunities for relevant regional partnerships, technical assistance and funding.
Participate in learning and embrace growth focused goal setting, be open-minded and willing to do the hard work of real learning and innovation. 
With the supervision of the Senior Advisor, support in modelling inSupply’s culture, values, standards and critical behaviours to the team. 
Proactively identify opportunities for knowledge management internally and externally to document and share processes, successes and lessons learned. 
Mentor peers and junior staff.
Travel locally, regionally and internationally as needed to guide and support the implementation of organizational and project objectives and deliverables.

Required Qualifications:
Education:

A Bachelor’s degree in Statistics, Public Health, ICT, or a health-related field, a master’s degree is highly desired 

Experience:

At least five years of work experience in global health or development, with a minimum of three years working in health systems.
Experience building relationships with a variety of partners working in both the private and public sector in Kenya and Tanzania is required. Experience working with such partners in other countries in the region is highly desirable. 
Documented experience in designing and facilitating competency-based learning events including classroom style training, on-the-job training, online learning and blended learning/flipped classroom models of capacity building, based on instructional design best practices required. 
Prior use of storyboarding for online learning creation is desirable.
Experience in using process facilitation techniques for meeting planning and facilitation desirable.
Experience with e-learning platforms and learning management systems required; familiarity with content creation systems such as Articulate Rise desirable.
Experience with client relationship management and partnerships with members of the international donor community, including bilateral and multilateral donor agencies and private foundations.
Demonstrated initiative and leadership skills, including the ability to energize, motivate, and support staff, consultants, advisors, and partners from different cultures and time zones. 
A proven ability to work as a part of a team, but be self-managing of own time and results, and to be a proactive and clear communicator.
High levels of personal and professional ethics and integrity are required. Ability to assess and manage risks, and strong customer service skills are strongly preferred.
Excellent and proactive oral and written communication, presentation, and organizational skills (both analytical and problem-solving) and the ability to distill complex ideas into simple language. The ability to write concise, clear reports a strong requirement. 
Ability to travel 40% time, locally, regionally, and internationally. 
Ability to use cloud-based productivity, project management, and database apps — specifically Google Suite, Miro, Zoom, CRM platform, and Slack.

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. MOMENTUM (Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning and Reproductive Health) Round 3B, Overcoming Entrenched Obstacles... in Routine Immunization, hereafter referred to as MOMENTUM Routine Immunization Transformation and Equity (M-RITE), is a global U.S. Agency for International Development (USAID) cooperative agreement led by JSI that aims to sustainably strengthen routine immunization (RI) programs to overcome entrenched obstacles contributing to stagnating and declining immunization rates in maternal, newborn, and child health (MNCH)/family planning (FP)/reproductive health (RH) in priority countries; and remove barriers to reaching zero-dose and under- immunized children with life-saving vaccines and other health services. As one of its activities, M-RITE will develop a strategy to improve and sustain health worker performance and leadership to reduce obstacles to immunization equity in the context of a life course approach to immunization which includes COVID-19 vaccine, HPV vaccine, and other vaccines. Qualitative research will inform the design of this strategy.
Responsibilities
M-RITE seeks a consultant who will:

Lead the two-person research team
Provide feedback on the research protocol
Participate in training on the research activity
Pretest the research instruments and revise them accordingly
Organize and conduct individual in-depth interviews with health workers and health managers on aspects of their work that impact health worker performance
Organize and conduct root cause analysis (RCA) with groups of health workers
Take detailed notes on the interviews and RCA.
Lead the data analysis
Complete research tables identifying factors impacting health manager and health worker behaviors
Draft a report of the research findings
Maintain the confidentiality of respondents and safeguard the information collected from them.

Deliverables

Discussion guides and research protocol revised based on pretest results

Qualifications
To qualify, the consultant must have:

An MPH and/or more than six years of experience in the field of public health.
At least 5 years of experience conducting and analyzing qualitative research, including in-depth and key informant interviews and focus group discussions.
Research ethics certification from an approved provider.
Knowledge of the human resource and technical aspects of immunization programs.
Understanding of Kenya’s local government structure and health system.
Ability to work independently and meet deadlines with attention to detail and quality.
Excellent interpersonal, oral communication, writing and documentation skills.
Current residency in Kenya and be willing and able to travel to the project counties. 
Previous work with immunization programs at national and subnational level is a plus
