KEY RESPONSIBILITIES


For a Head of Finance and Administration in Kenya, in a role that involves compliance with Government of Kenya laws, the ideal candidate must combine technical financial expertise with a solid understanding of local regulations, governance practices, and administrative leadership. The key responsibilities include:
Financial Management and Reporting
Prepare... consolidated financial statements in compliance with Mission inclusion and donor policies and regulations.
Maintain accurate project accounts and ensure timely payments to suppliers.
Manage monthly accounting reports, bank reconciliations, and year-end closings.
Oversee cash flow planning, cash advance requests, and procurement alignment.
Support internal and external audits and implement audit recommendations.
Responsible for local offices’ financial records, including follow-up on audit.
Ensure proper tax management and compliance with local and Canadian regulations.
Financial Controls
Implement and monitor internal controls, policies, and procedures.
Oversee accounts receivable, accounts payable, and payroll processes across all offices and countries.
Manage multi-currency transactions and ensure accurate reporting and approvals.
Ensure strong controls over restricted reserves and reconciliation processes.
Budgeting and Forecasting
Monitor budget execution and provide recommendations aligned with annual work plans of the project.
Analyze budget variances and provide monthly management and financial reports to HQ.
Support preparation of annual budgets and prepare quarterly forecasts in collaboration with the Chief of Party (CoP) and the Project Director (PD).
Prepare the quarterly financial report submitted to the Finance and Compliance Director (SFCD) at Head Quarter.
Compliance and Regulatory Oversight
Ensure compliance with local laws, donor requirements, and anti-corruption policies.
Liaise with legal advisors and regulators as needed.
Certify that service providers have no links to criminal or corrupt activities.
Ensure timely submission of tax, social security declarations, and all other obligations and statutory charges in accordance with the countries and the donors’ requirements.
Administrative Management
Develop and oversee the implementation of the organization’s annual procurement plan in line with approved budgets and operational needs.
Maintain and update inventories of fixed assets and supplies for the project.
Oversee procurement processes including Request for Quotations (RFQs), Evaluation and award processes.
Supervise logistical, administrative, and technical support functions.
Ensure accurate record-keeping of approved staff timesheets, time banks, and pay slips.
Maintain up-to-date partner and donor information in compliance with Kenyan, and
Canadian laws (oversee compliance of other seascape countries’ laws).
Perform any other tasks related to their mandate that may be assigned.
Staff Management
Supervise, coach, and mentor finance and administrative staff.
Set clear performance objectives and conduct regular evaluations.
Oversee the onboarding process for new employees; ensure all enrolments are completed and all necessary equipment is provided and functional.
Promote staff well-being and model healthy work-life balance.
Ensure adherence to environmental, gender equality, and social inclusion standards.


EDUCATION AND EXPERIENCE


Bachelor's degree in finance, Commerce or Business Administration, or a related field from a recognized university (A master's degree is an added advantage).
CPA-K and/or ACCA certification required.
Minimum of 10 years of progressive experience in finance and administration, preferably within an international NGO or large organization.
Extensive knowledge of donor accounting, financial partnerships, and familiarity with
Global Affairs Canada (GAC) standards, regulations, and procedures (preferred).
Experience with accounting systems such as QuickBooks, Sage, SAP, or Navision.
Proven experience in budgeting, financial forecasting, and variance analysis.
Demonstrated ability to manage consortia-led grants and complex funding structures.
Proficient in enterprise resource planning (ERP) systems and advanced Excel skills.

ROLES AND KEY RESPONSIBILITIES

MEAL Leadership: Provide leadership on the MEAL aspects of the Program. Coordinate MEAL Officers work for harmonized Program intervention in respect to specific contexts, facilitate mutual learning and sharing of best practices and lessons learned, provide individual and group support and mentorship. Explore innovative activities for gathering evidence and questioning knowledge, meaning, and power within communities. Guide MEAL officers to become facilitator who understands relationships of power in communities, how to work with local teams in their relations with local organizations and communities, including organizational capacity building and data collection. Provide and supervise MEAL processes with a feminist approach and RBM coaching to the MEAL officers, local teams, and local organizations.
Actualization* and Implementation of a MEAL Plan***: Ensure the MEAL Plan is updated and effectively implemented, taking into account a feminist perspective. Ensure that the Program Measurement Framework (PMF) is understood and embraced. Develop MEAL tools, strategies, and processes that are customized to the unique context of the program, including the establishment of an online database, creation of indicator reference sheets, utilization of data collection tools, and other necessary resources.
Monitoring and evaluation: Following the developed MEAL Plan, coordinate, and oversee the data collection, analysis, monitoring and review of disaggregated quantitative and qualitative with the different MEAL officers, local teams, and local organizations.
Reporting: Oversee and compile the PMF for every operational and annual reports. Highlight collective local knowledge. Ensure the effective overall quality and use of MEAL and RBM standards and best practices. Ensure the overall demonstration the Program’s impact and outcomes by collecting case studies, stories of change, examples, citations, etc.
Learning and knowledge strategy: Develop learning and knowledge strategy to facilitate the identification, capitalization, and dissemination of lessons learned and best practices. Knowledge is a source of power and project participants must be valued as contributors and be included in restitution of collective learning.
Accountability: In collaboration with the Gender Equality Coordinator, and team, develop and implement context-specific complaints and feedback mechanisms including Protection from Sexual Exploitation and Abuse (PSEA).

EDUCATION AND EXPERIENCE

Bachelor’s degree in Monitoring-Evaluation, International Development, Social Sciences, Climate Justice or a relevant technical area.
At least 5 years of experience in MEAL coordination or advisory roles as well as technical experience working with Programs that are of a similar scope and scale to this Program.
At least 2 years of experience within major donor funding, including multi-country grants. Knowledge of GAC’s rules, regulation and procedures preferred.
Demonstrated experience of MEAL and RBM (methodologies and tools).

Network identification and accompaniment: Identify relevant networks and platforms in the region that can support the growth and development of local partners. Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming.
Ensure all staff understand and adhere to staff safety and security policies and plans and ensure the updating of such plans.

Staff management

Oversee the development of staffing plans and the recruitment process of senior staff.
Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented annual performance reviews.

JOB SUMMARY
Under the supervision of the Chief of Party (CoP) based in the regional office and in close collaboration with the Senior Finance and Compliance Manager (SFCM) based in headquarters, the Finance Controller (FC) will provide overall leadership, management, and coordination of the administration and financial aspect of the future program,ensuring compliant and harmonized application of... the highest standards and effectiveness. The FC role requires working with HQ, regional and local offices on monthly management accounts, cashflows, annual budget planning and quarterly forecasting. The FC will review projects to confirm financial outcomes and will assist the CoP preparing periodical reports for the donor.
The role is responsible for the preparation and production of financial statements, including all supporting schedules and reconciliations, and will interact with external auditors both in Canada and in implementation countries. The role requires a sound understanding of donor accounting regulations and the ability to work with the auditors to ensure a clean audit. FC reporting extends to other ad hoc requirements, such as preparing documentation to support due diligence enquiries from financial and governmental institutions and contributing to the capacity building of local offices.
The role is responsible to promote and uphold a commitment to the efficient use of Mission inclusion and donor resources, and to ensure compliance with the donor’s requirements and regulations, including financial tracking and oversight of partner budgets, finance, administration, and reporting.

Responsible for management of multi-currency transactions and accounts.
Oversight of accounts receivable.

Management Reporting and Budgeting

Consolidate and prepare monthly management reports in cash flows.
Analyze and discuss variance to budget and/or forecasts with business team as well as the CoP.
Work with CoP and SFCM to prepare annual budget and quarterly forecasts.
Work with the business development team as required on bid submissions, budget and reports.

Compliance / Regulatory

Coordinate with Mission inclusion for formal registration in countries.
Liaise with overseas regulators on relevant topics.
Liaise with overseas legal advisor to ensure compliance with local legislation.

Management

Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented annual performance reviews.
Promote and monitor staff care and well-being.
Model healthy work-life balance practices. Ensure compliance with environmental management and gender equality and social inclusion standards.

EDUCATION AND EXPERIENCE

Bachelor of Finance, Commerce, Business Administration, or related undergraduate degree or equivalent. Master’s degree a plus.
Certified Public Accountant (CPA) or its equivalent.
At least 8 years working experience in financial management and accounting in an INGO or a large organization.
At least 3 years experience in a management position.
Is a member with good standing of relevant professional body, e.g. ICPAK.

KNOWLEDGE, SKILLS, AND ABILITIES

Extensive experience and understanding of accounting for donors, knowledge of Global Affairs Canada’s rules (Canada’s Government), regulation and procedures preferred.
Strong budgeting and forecasting experience.
Practical experience managing consortia-led grants.
Good knowledge of Quick Books, Sage or other accounting system and Excel.
Fluency in English required. French, Kiswahili and/or Portuguese a plus.
Experience in MS Office package, Web Conferencing Applications, and information and budget management systems.
Strong analytical skills, problem solving capacities and attention to details.
Ability to work with others in a constructive way.
Strong relations management abilities and strategic approach to relationship-building. Ability to relate to people at all levels internally and externally.
Abilities with diverse/multi-cultural teams.

CONDITIONS OF EMPLOYMENT

Annual gross salary ranges from 3,200,000 KES to 4,000,000 KES with full range of benefits
