Purpose YIPDI in partnership with ACF implementing project tittle empowering and nurturing resilience, integration and community health in Borno State (ENRICH) is a Water Sanitation and Hygiene (WASH)... project location Gubio and Magumeri LGA of Borno State with funding from the Barau of Humanitarian assistance (BHA/USAID).

Evaluation Process


Applications will be collected throughout the announced period for tender and evaluate on a rolling basis.
The successful vendor identified in this evaluation shall be informed accordingly and a Request for Quotation (RFQ) shall be sent to them.
Preparation and Submission of Applications (Call for Tender)
Language All applications should be made in English languages, any languages other than English may be automatically eliminated by YIPDI without a further request for clarification and/or completion.


IMPORTANT NOTE:


All vendor should write letter of expression of interest on company letter headed.
The subject of the application emails to be sent to the above email account MUST contain the reference number of the call for tender (BHA/YIPDI-ACF/001/12/2024).
Application emails which do not contain the reference number of the call for tender may not be taken into consideration.

 Minimum Requirements


Submission of the document requested.
Ability to deliver items to Magumeri and Gubio LGA, Borno State.
Validity period All applications will be valid until 31st December 2024.


Evaluation and selection

Step 1: Call for tender - The applications (call for tender) will be reviewed by an evaluation committee against the minimum requirements defined above.

Step 2: Issuance of Request for Quotation - YIPDI will send to successful vendor, a Request for Quotation (RFQ), containing specifications of the above items to be procured.

All the applications will be received through the email address stipulated above.


YIPDI will not be held responsible for any failure regarding transmission and/or receipt of emails.
YIPDI will not accept any liability and/or cannot be kept liable for not receiving email submissions that are rejected by its servers due to the excessive size of the email (i.e. larger than 50 MB), virus, spam Or the vendor should submit the expression of interest (EOI) packaged and sealed to YIPDI head office at No. 4 Engineering Quarters, Polo Road, Maiduguri, Borno State.
YIPDI reserves the right to cancel the application, evaluation and/or the award process and reject all applications at any time prior to award of a Contract without incurring any liability to the applicants. Only shortlisted vendor will be contact.

The MEAL Manager is responsible for supporting the development and harmonization of effective and robust Gender sensitive Monitoring, Evaluation, Accountability and Learning processes

To always be responsive to the beneficiaries needs and ensure that their views are reflected in project design and implementation. To contribute to YIPDI Mission strategy planning and programme development.

Develop MEAL mission strategy and ensure its effective roll out and implementation
Ensure adoption of MEAL quality standards at YIPDI mission
Engage with diverse internal and external stakeholders (INGOs, donors, etc…) to share experiences and advocate for best practices around gender sensitive MEAL
Support, coordinate and adapt MEAL mechanisms and practices
Plan & execute project activities according to MEAL Standards
Improve or disseminate MEAL tools in coordination with technical team, MEAL regional and facilitate the implementation within missions
Implement monitoring and evaluation tools in transversal matters
Perform program quality assurance, support and report  data quality audits, final reviews and provide guidance on field M&E to Head of program
Promote the application of good practices in needs assessments and program design
Develop Gender sensitive FBM (Feedback Mechanism) tools and protocols
Lead and encourage the MEAL team and enumerators in strengthening and rolling out their gender sensitive accountability and learning frameworks at mission level, providing regular communication flows and sharing of best practices
Ensure timely establishment of stakeholder FBM and Accountability Frameworks at mission level based on existing best practices within YIPDI
Develop an evidence-based programming and Good Practice Management
Take part in Regional MEAL community and participate in the National MEAL community
Develop capacity building initiatives with identified stakeholders, including training and mentoring for field staff and partners based on gaps in specific areas of knowledge and practice
Train technical focal points, regional office staff and partners on MEAL tools, database use and sex and age disaggregated data interpretation to improve data for decision making
Develop a gender sensitive training curriculum for MEAL middle-level management and perform trainings

Requirements Required

MSC/MA in statistics, Information and data collection or equivalent fields.


At least 7-10 years of experience within humanitarian organization
Extensive knowledge and experience in research, including both qualitative and qualitative data collection and analysis.
Demonstrated experience in designing and implementing MEAL systems for various projects.
Experience managing a complex MEAL program component (including establishing MEAL systems) of complex MEAL activities and supervising staff.
Knowledge of MEAL tools, methods, and techniques for humanitarian and development programming.
Experience developing comprehensive MEAL plans, including designing theories of change, logical frameworks.
Experience integrating inclusive approaches into monitoring, evaluation, and learning activities (especially for gender and social inclusiveness)

Job Description

YIPDI is looking for a Monitoring, Evaluation Accountability and Learning Officer to join our team in our Maiduguri office.

S/he will ensure proper and timely implementation of YIPDI MEAL tools, activities, and reporting, to support proper and adequate resource management; HR, finance and logistics, document and promote good practice from planning, implementation, monitoring... and evaluation of activities, provide support to other teams as requested by MEAL Manager.

Responsibilities


Assist with data collection and verification processes as necessary
Conduct field monitoring visit and ensure the use of the quality monitoring checklist and work with project teams to develop action plans based on findings
Responsible for handling documents, confidentiality and security of all informational resources related to feedback and complaints for beneficiaries.
Assist in ensuring timely and quality data collection, (needs assessments, household registration, baseline /end line surveys, PDMs, KAP surveys, FDG, KII and others) by drafting the necessary quantitative and qualitative tools (ToR and data collection tools, including coding) for review and validation by the technical team.
Assist in Supporting teams to pilot data collection tools and integrate the findings into the final tools by providing feedback / error reports to the MEAL Manager.

Provide support to the review and development of MEAL systems for new projects, in collaboration with M&E manager and deputy manager and projects teams at the field level.
Provide effective and constructive daily supervision of MEAL Assistants while strengthening their skills and capacity.

We are currently looking an individual to fill the role of hygiene Promotion Officer who will be responsible in ensuring quality implementation of the public health promotion and non-food items distribution of the WASH Project


RESPONSIBILITIES


In coordination with the WASH Programme Manager, revising and adapting hygiene promotion training and IEC materials in line... with the local context (should be drawn up as a communication plan) and in line with target groups to be trained.
Continually assessing emergency needs, as requested, especially taking in the broader perspective of public health.
Plan beneficiary selection and registration, and lead the distribution of NFI kits with the Field Assistant team.
Prepare training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders.
Assist the WASH Program Manager in the development of technical guidelines and tools for hygiene promotion services.
Representing the organization at local level WASH meetings and technical working groups relating to Public health promotion and NFI distribution as required by your line manager.
Setting performance missions for staff under direct management, conducting one-to-one meetings and performance appraisal in line with YIPDI’s performance management policies as well as identifying areas where support and capacity building is required.
To ensure WASH component of the project is implemented according to the approved donor and government agreements
Conduct baseline assessment on community needs, existing WASH related initiatives (water supply, sanitation and hygiene), existing infrastructures and capacities in WASH, identify the project intervention’s sites

RESPONSIBILITIES


Site visiting and ensure quality assurance of... WASH construction being delivered in  adherence to design specifications;
Coordinating technical workshops including electrification in the targeted health facilities and schools with surrounding/close by communities;
Assisting the Line manager in the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems;
Provide technical assistance to the Line manager to assess sanitation needs, and design and implement the most appropriate form of sanitation system, in consultation with male and female beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage;
Preparing training tools on relevant technical topics and conduct trainings for both internal staff and external stakeholders;
Responsible for managing WASH technical assistance and technicians.

YIPDI is in search for a WASH Deputy Manager who will work under the leadership and supervision of the Project Manager, accountable for professional technical contribution to drilling and construction of the WASH project activities within the frame work of the emergency response program in Borno state Nigeria


RESPONSIBILITIES


Implementation of projects in... accordance with the YIPDI Charter, YIPDI strategic framework, policies (WASH and other YIPDI sectors), positioning papers, the national strategy and other WASH standard and policies;
To participate, if necessary, in the development of the WASH/NFI/Shelter part of the Emergency Preparedness and Response Plan (EPRP) in its area of intervention;
Promote cross-sectoral integration of the WASH sector with other sectors in collaboration with the Project Coordinator;
Proposal development and strategic planning.
To be fully aware of its project(s), the   , the logical framework and the indicators, by having a printed copy of the donor contractual documents, and to share the information with its teams;
Ensure timely submission of Weekly, monthly and quarterly report as well as planned activities to the Project Coordinator and head of programs.
Monitoring of its programs, through internal APR monitoring tools, its regular presence in the field, an updated chronogram, monthly budget monitoring analysis; 
Supporting and monitoring the implementing partner in both loaction LGA;
Coordinating its activities with other sectors and departments of YIPDI for a rationalized use of resources and maximum integration;
Ensure adequate Coordination with WASH sector  technical working group, government agencies, ministries, and stake holders.

YIPDI is in search for an ICT Officer who will work under the leadership and supervision of the Project Manager, accountable for professional technical contribution to drilling and construction of the WASH project activities within the frame work of the emergency response program in Borno state Nigeria.


RESPONSIBILITIES


 Create, develop and implement a system for... reviewing and troubleshooting data queries on the platform provided
Maintain a system for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts. Which is feasible, practical ‘User friendly’ and will obtain valid and reliable information
Develop and manage the management information system (database) and relevant tools for the project.
Support MEAL Manager in developing data collection methodology and tools
Support data management in close collaboration with core competencies, and the development of clear information flows between program and M&E staff as needed
Working with MEAL Manager to ensure timely preparation and generation of information products, and support on information sharing and dissemination through YIPDI’s Platform
