Background

The Government of Kenya, through the Ministry of Water, Sanitation, and Irrigation (MoWSI), with support from UNICEF-Kenya under the 2025–2027 WASH Programme, is... implementing initiatives to expand water supply coverage, promote basic sanitation and hygiene, eliminate open defecation, and develop inclusive, gender-responsive, and climate-adaptive WASH facilities in schools, ECD centres, health facilities, and communities across priority counties. To strengthen these efforts and ensure effective collaboration with communities and stakeholders, the State Department for Water and Sanitation seeks to recruit a Communication and Community Engagement Specialist to lead the development and implementation of a project communication strategy over 12 months, focusing on communication objectives, public relations and media engagement, stakeholder coordination, and impactful community engagement.

Key duties and responsibilities


Provide technical advice to State Department for Water and Sanitation (SDWS) and the PCU team on communication issues to enhance effectiveness in the communication of project activities.
Establish and manage UNICEF-KENYA (2025-2027) WASH PROGRAMME information sharing system including social media channels, and other relevant public relations activities.
Conduct a stakeholder analysis to map the key stakeholders required to drive the success of the project.
Develop content including success and impact stories on UNICEF-KENYA (2025-2027) WASH PROGRAMME for public dissemination.
Establish an effective system to develop messaging so as to respond to enquiries from the stakeholders in a timely manner.
Provide support to the State Department for Water and Sanitation (SDWS) in planning and managing Project events.
Monitor all mass media including newspapers and magazines, social media, websites, TV stations and radio stations for all mentions and coverage of the project and related activities. 
Play a leading role in external relations, building relations with media personnel, liaison and public relations.
Support capacity building of all project implementing agencies on report writing, communication, and presentation skills. 
Work closely with project Monitoring and Evaluation (M&E) specialists to ensure that project achievements and impacts are effectively documented and communicated to stakeholders.
Collaborate with other specialists in the project, such as the Social Development Specialist, Environmental Specialist, and Gender Specialist, to ensure that cross-cutting issues are effectively integrated into all communication efforts.
Periodically undertake relevant research on project stakeholder’s perspectives, audience analysis, track public perception of the Project and develop appropriate communication response to emerging issues. The ultimate goal is to create and sustain increased positive awareness of the Project and win public support and participation for implementation.

Key Qualifications:


At least a Master’s degree in the field of Communication, development communication, Public Relations, Journalism, Marketing, Project Planning and Management or any other relevant qualification 
A Minimum of 5 years hands-on experience in Development Communications, Corporate Communications, Public Relations, Business Communications or Journalism; preferably with experience on donor funded projects. 
Established track record in communication, outreach, and knowledge management, video and graphic development and editing, proofreading, and copy editing, knowledge and experience in social media management.
Demonstrated experience in digital marketing, social media management, and website content management.
A team player with excellent interpersonal skills, Experience in building a network of internal and external stakeholders a strong asset.
Excellent written, editorial and verbal communication skills both in English and Swahili

Justification and Purpose of the position


The State Department for Water and Sanitation (SDWS) seeks to employ the services of an Emergency WASH Specialist/Coordinator to manage and coordinate emergency response efforts for the State Department for Water and Sanitation. The WASH Specialist/Coordinator will be responsible for strategic planning, implementation, and coordination of emergency preparedness and response activities, ensuring projects are aligned with the state departments protocols and humanitarian principles in close consultation with the Director Sanitation Management and Head of Development Cooperation over a period of 12 months. In addition, the WASH Coordinator will coordinate the emergency response activities with other relevant Ministries including Ministry of Health, Education and County Governments, UNICEF and CSOs supporting WASH activities.

Key duties and responsibilities


Acts as the State Department’s emergency planning, Preparedness, response, recovery and Disaster Risk Reduction focal point.
Support the WASH Sector to develop Contingency, Preparedness and Response Plans in collaboration with other line ministries, Counties and Sector partners
Provide leadership to the WASH Sector coordination to ensure regular, effective and timely coordination of WASH activities and Sector partners
Support the WASH Sector Information management to ensure timely reporting of the Sector achievements, gaps and lessons learned in collaboration with the WASH Information management Officer and ensure follow up of key action points
Regular contextual analysis and monitoring of humanitarian situations, trends and developments in the country, regional and county situations with a potential spill-over effect and sharing a situation report (Sitrep) to inform decision-making.
Effective follow up, collection and collation of available data regarding the evolving emergency from different sources including NDMA, MOH, NOC, Meteorology Department, WRA etc and its implications on the Water, Sanitation and Hygiene.
Undertakes field staff support to ensure the emergency preparedness, response and recovery is in-line with the core humanitarian standards, WASH standards and other relevant national and international standards.
Develop a database of Government and non-Governmental stakeholders and organize regular  emergency coordination meetings by developing briefing notes, note taking, keeping action trackers and regular dissemination and follow up of recommendations.
Participates in the preparation, review and quality assurance of various humanitarian documents.
In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance on Water, Sanitation and Hygiene and linkages with other sectors coordination platforms such as Nutrition, Health, NDMA and NDOC
Assists the State Department to undertake technical assessment including Kenya Inter-Agency Rapid Assessment (KIRA) of local emergency situation on Water, Sanitation and Hygiene in collaboration with other stakeholders and line Ministries
Participates in reviewing, implementing and monitoring the emergency preparedness and response plan for Water, Sanitation and Hygiene as necessary.
Collects and analyses lessons learnt from emergency operations experience and contributes towards adoption of the best practices and standards for longer-term emergency interventions for Water, Sanitation and Hygiene as necessary and advocate for Climate resilient WASH services. 
Focus and engage in advocacy initiatives, to give disaster risk reduction precedence by the State Department.

Key Qualifications:


Minimum bachelor’s degree in civil engineering, Water Resources Engineering, Sanitary Engineering, Water Sciences (Hydrology, Hydrogeology, Water Quality), Public Health or related field.
Minimum 8 years’ relevant work experience in WASH sector project management and coordination.
Registration with relevant Professional bodies
Experience and skills in various thematic areas of WASH in emergencies and development settings. 
Field experience working in the ASAL region of Kenya and on multilateral agency funded projects is highly desirable. 
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of development partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint etc.), email/internet, familiarity with database management; and office technology equipment.

Background


Monitoring and evaluation seeks to increase accountability, inform decision-making and contribute to learning on the best ways to achieve WASH objectives. County WASH Hub to encompass all WASH activities and improve coordination in the WASH sector in general. County sanitation Hubs are already set up. Justification and Purpose of the technical support


The purpose of this position is to provide support to the Monitoring and Evaluation Unit at the County Ministry of Water Services to strengthen monitoring and evaluation of County level activities on water supply initiative. In addition, there is need to strengthen the partnership and knowledge sharing for synergistic effort by various partners to achieve universal and equitable access to safe and affordable drinking water for all. The technical extender will receive overall supervision from the County Director of Water who will be working closely with M&E consultant based at the WASH hub in the Ministry of Health in Nairobi with technical guidance from the WASH Specialist, UNICEF Lodwar Zonal Office. 


Key Tasks

Following tasks will be accomplished by the County Water Extender:


Support the county in ensuring progressive realization of the human right to water towards universal access.
Support the county in maintaining a directory of all agencies involved in WASH in the County
Engage with other partners and share their WASH experiences through documentation and dissemination of key good practices and lessons learned in integrated water resources management in the county. 
Support the county in conducting quarterly and ad hoc WaSH forum as per the Turkana County WASH Forum Terms of Reference (TOR). 
Support the County Department of Water Services, WRUAs, WUAs, and water committees on effective engagement with the private sector to ensure effective and coordinated community and stakeholder participation and adoption of innovative market-based approaches to integrated water resources management.  
Enhance WaSH partnership linkages through existing and innovative forums such as stakeholders’ meetings; water committees, and county WASH forum. 
Support in capacity building and updating of water supply information through the Continuous Database Updating System (CODUSYS). 
Regular update of system to capture real time functionality of various water resources and ensure data collected is uploaded into the system for analysis, reporting, and evidence-based interventions.
Generate monthly report with specific actions identified for accelerating sustainable water resource management then sharing the report with the County Director of Water services and the national coordinating teams. 
Ensure the County has access to various policy and technical documents on WaSH for reference and utilization during implementation
Provide technical support for the County and facilitate development of related technical water supply standards and guidelines.

Role overview

The Director of Metering and Distribution will lead our metering and distribution initiatives and ensure the highest standards of operational efficiency and customer satisfaction. This role requires a seasoned professional with extensive experience in energy distribution, strong leadership capabilities, and a commitment to optimizing performance and reliability. The incumbent will... be responsible for oversight of metering installation services as well as management and meter verification services, oversee the strategic planning, management, and operational execution of the company's metering and distribution system.

Key Responsibilities

Responsibility    
Strategic Planning and Decision Making

Responsible for setting the strategic direction of the company and make high-level decisions regarding the company's direction and policies- while overseeing major initiatives and projects, including new product development and market expansion.

Operational Management    

Oversee the daily operations of metering and distribution systems, ensuring reliability and efficiency; implement best practices for maintenance, troubleshooting, and repair of metering and distribution equipment; and, ensure compliance with all safety standards and regulations.

Financial Oversight    

Develop and manage budgets for metering and distribution operations; analyze financial performance and implement cost-saving measures without compromising service quality and monitor and report on key performance indicators (KPIs)

Team Leadership    

Lead, mentor, and develop a high-performing team of metering and distribution by fostering a collaborative and innovative work environment, setting performance goals and conducting regular evaluations.

Regulatory Compliance:    

Ensure all metering and distribution operations comply with local, laws and regulations; maintain relationships with regulatory agencies and ensure timely submission of required documentation.

Innovation and improvement    

Identify opportunities for process improvements and implement innovative solutions to enhance efficiency; lead initiatives to upgrade and modernize metering and distribution infrastructure; and, promote a culture of continuous improvement and operational excellence.

Stakeholder Relations    

Maintain relationships with key stakeholders, including customers, suppliers, regulators, and shareholders and address any concerns or issues raised by stakeholders.

Risk Management    

Identify and assess risks that could impact the business, develop and implement strategies to mitigate identified risks and ensure the company has robust contingency plans in place

Job Requirements:
Educational Background

Bachelor’s degree in Electrical Engineering, or a related field
Master’s degree in Business Administration will be an added advantage

Work Experience

Minimum of 10 years of experience in the energy (utility) sector, with at least 5 years in a leadership role.
Proven track record of successfully managing large-scale metering and distribution operations
In-depth knowledge of metering and distribution technologies, industry standards, and regulations
Strong financial acumen and experience managing budgets and financial performance.
Prior experience in the energy sector in Kenya preferably within the Key players in the sector
Excellent leadership and team management skills
