RESPONSIBILITIES:


Provide overall leadership and technical guidance to ensure the successful execution and management of the consortium’s activities.
Provide overall strategic direction to align consortium activities with the Foundation’s objectives and charitable goals.
Lead the Senior Management Team and manage activities implemented by all the unit leads.
Lead the management and... mitigation of risks and continuously assess and lead improvements of the consortium’s efficiency and effectiveness in implementation of activities.
Ensure that project activities are on track and on budget, and are being ethically implemented with due consideration for appropriate safeguarding principles.
Oversee monthly reporting from consortium partners, and quarterly and annual reporting to the Foundation.
Manage and supervise the consortium workplan development, coordination and execution.
Ensure quality and timely delivery of all outputs and review and approve all deliverables due to the Foundation.
Ensure that all activities are compliant with Mastercard Foundation’s and PC-Kenya's policies, procedures and best practices.
Ensure that the consortium meets programmatic and financial targets.
Manage IPO relationship with the Foundation, its implementing partners, program participants, and the consortium oversight committee.
Provide direct supervision to the Program Manager/ Strategic Operations lead and the Technical Specialist lead.
Represent PC-Kenya at external forums and meetings with the consortium partners, the Foundation, its implementing partners and program participants.

Qualifications & Experience:


PhD Degree in demography, epidemiology, economics, public health, health policy, or other related field and minimum 10 years of relevant experience.
Demonstrated ability to design and manage multi-country projects and experience working across multiple countries in sub-Saharan Africa.


Proficiency in:


Quantitative and qualitative research methodologies; knowledge and experience in evolving evaluation approaches is desirable, including systems-level evaluations.
Data management, analysis and synthesis (using Commcare, STATA and/ or other data management and analysis software) and demonstrated capacity to synthesize information from large and multiple datasets and/or sources.
Experience leading a consortium of three or more partners.


Strong interpersonal skills including:


Experience interacting with external partners (e.g., policy makers, researchers, donors, practitioners, communities), and using data and evidence to effect change, and to spur resource mobilization

KEY RESPONSIBILITIES:


Lead all aspects of data collection management for ongoing and new research projects, including designing data entry screens; recruiting, training and supervising team leaders and research assistants; and overseeing data cleaning processes.
Assist project staff with the design and implementation of research studies by reviewing study tools; programming the tools on... mobile handheld devices such as tablets in android platforms; and training research assistants on utilization of new data collection and entry technologies.
Work with project and field staff to ensure successful implementation of program monitoring and evaluation strategies and frameworks by conducting data validation and verification checks.
Support project staff with data analysis and reporting including generating summary results of research data, transcribing open-ended data, and preparing summary reports of research activities.


QUALIFICATIONS:


Master’s degree in statistics, information technology, computer science, management information systems (MIS) or MIS-related field with at least 2-3 years of relevant experience; or a satisfactory combination of education and relevant experience.
At least two years of experience in leading quantitative and qualitative data collection exercises for large scale surveys. Experience managing data collection in ASAL counties preferred.
Demonstrated knowledge of and experience with managing large datasets and relational databases such as Access and SQL, and programming using JAVA, Python, XML or SQL on Android or Windows platforms.
Demonstrated knowledge of and experience with data cleaning for large datasets and data analysis in STATA. GIS skills are an added advantage.

The Research Associate I will lead a portfolio of work on adolescence, including a range of research studies (longitudinal, cross-sectional and operations research). They will be involved in research uptake work to ensure that evidence generated is accessible to and used by a range of audiences. They will also be responsible for growing the portfolio of adolescent work through resource... mobilization activities. They will be expected to work at very high research standards, with energy and commitment to the growth and success of the overall program. The Research Associate I will be a team player, a nimble self-starter with the capacity to contribute to the development and implementation of, and to provide technical leadership for, ongoing and new research programs related to adolescence, with a particular focus on girls.

RESPONSIBILITIES:

Support the PC - Kenya research portfolio on adolescents in Kenya and East Africa, including designing and managing a range of research activities.
Conducting secondary analyses and systematic reviews on adolescent related topics.
Enhance the utilization of research findings by working with partners to identify mechanisms for ensuring adaptation and scale-up of interventions with proven effectiveness.
Oversee and ensure quality of multiple projects, including proposal and study tool preparation and review, technical and financial reporting, ethics review and training of young researchers and research assistants.
Provide intellectual leadership in disseminating and communicating the Council’s research results at national, regional, and international levels through presentations, preparation of reports, and publications of papers in high impact peer-reviewed journals.
Build strategic partnerships with government and civil society groups to enable the uptake of emerging evidence.
Lead fundraising activities by maintaining relationships with key donors and developing proposals for new research activities in Kenya and other sub-Saharan African countries.

POSITION SUMMARY:

The Population Council’s Girl Innovation, Research, and Learning (GIRL) Center is seeking a dynamic and strategic thinker who is passionate about adolescent focused evidence-based policy and programs to lead our research impact work. The GIRL Center is a cross-cutting research hub that brings together today’s leading scholars in adolescence to generate, synthesize, and... translate evidence effectively for decision-making. The Center envisions a gender-equitable world where girls and boys make a healthy and safe transition into adulthood and reach their full potential. We contribute to this vision by: 1) generating evidence on adolescence, 2) convening key stakeholders and communicating evidence to drive evidence-based policy and practice and 3) growing current and future talent and networks of adolescent researchers and scholars.
The Associate Director, Policy, Partnerships and Engagement, GIRL Center will be part of the Center’s Core Management and Operations Team, which consists of the Director, Manager, and Coordinator, and she/he/they will be responsible for global and regional policy, partnerships and engagement, using the work of the Center for grow our networks and impact. This is a new and exciting role responsible for growing the Center’s sphere of influence by ensuring stakeholders, in particular at regional and global levels, infuse data and evidence into programs, policies, practice, and investments with the goal of improving outcomes for girls. The Associate Director, Policy, Partnerships and Engagement will lead the development of a partnerships strategy to identify key stakeholders and initiatives globally and in regional hubs and countries with Council presence as well as execute that strategy by collaborating with Regional Hub leads to identify and participate in a diverse range of engagement opportunities. They will also be responsible for reviewing and strengthening existing global and regional communication channels and collaborating with the Council’s Communications Team to ensure impactful and relevant dissemination of scientific content to a range of global and regional audiences. They will lead event management by setting the agenda, drafting the run of show, identifying and engaging with speakers, and speaking at events on behalf of the Center. They will also be responsible for synthesizing evidence from drafting blogs to evidence briefs. This is a dynamic role which will involve shifting between external and internal facing activities, operating across multiple modalities.
The candidate for the Associate Director, Policy, Partnerships and Engagement will be a highly strategic and engaging leader who can represent the Center’s mission, activities, and products to an array of external and internal stakeholders across different professional domains. They should bring a passion for utilizing data and science to influence global, regional and national dialogues and investment in health, education and social policies for adolescents, especially girls. RESPONSIBILITIES:
Responsibilities include, but are not limited to, the following:

Engagement, Partnerships, and Policy Strategy: Develop and lead the execution of engagement, communications and partnerships strategies. This will include collaboration with the Center’s Core Management Team, Global Education Team, and Regional Hub Leads to determine goals, priorities, and indicators of success and identify key stakeholders/audiences at regional, national, and/or subnational levels across target regions and countries. Depending on the initial assessment, there may be multiple strategies (for example, a global Center strategy, a global education strategy, regional strategies). Guide project-specific communication and partnership plans. This role will also engage strategically with researcher collaborating with the Center to sure that research questions are policy-relevant, shaping our evidence generation to be responsive to expressed needs of key stakeholders.
Strategic Collaboration: Develop and maintain key external partnerships for the GIRL Center. This will involve leadership and participation in coalitions and networks, as well as one-on-one relationships. In addition, serve in an advisory capacity for policy and program development as appropriate and represent the GIRL Center and Population Council with other national, regional and international organizations.
Convenings: Lead, organize, and/or participate in strategic convening opportunities for the GIRL Center and Global Education Team. Prepare presentations and talking points. Lead and/or represent the Center at individual and small group private meetings with policy-makers, practitioners, advocates, and donors. Strong command of and demonstrated experience communicating evidence to a wide range of stakeholders either by high-level presentations, engaging in evidence-based advocacy, producing evidence briefs presentations, social media and/or blogs, and one-on-one relationships building.
Exceptional English-language written, oral, interpersonal and presentation skills and the ability to effectively interface with a broad range of constituents, including Board of Trustees, senior management, multidisciplinary scientists, policymakers, practitioners, advocates, and donors.
