The MENTOR Initiative is looking for a highly motivated, dynamic, and skilled person as its Logistics Coordinator for its Nigeria programmes.
The Logistics Coordinator is a member of the Country Management Team (CMT) and as such actively assisting the MENTOR Initiative in achieving programme objectives in a timely manner and strategically develop its support in response to identified needs on the... ground. S/he works closely with the Country Director (CD), the finance coordinator and the technical coordinator in providing required logistics operational support as per logical frameworks and/or in accordance with the programme grant/award specifications. The Logistics Coordinator manages a team comprising of both expatriate and national logistical staff.
The Logistics Coordinator for the Nigeria programmes will work to provide logistical support to the
MENTOR technical team within vector borne disease case management, vector control, organisation of emergency preparedness and response, and IEC/BCC. This post will work with MoH, UNHCR, other UN agencies, NGOs and FBO teams to help ensure that all vulnerable IDPs and refugee populations in target areas have access to quality malaria and other vector borne diseases case management and prevention. This will be achieved through a combination of support from the base in Maiduguri and from field basis.

The main responsibilities of this post include the following:
Security

Carry out a full security assessment of the areas where MENTOR is operational.
In close collaboration with the CD, coordinate and analyse security information received from the field, from team members in Maiduguri and from external stakeholders.
In collaboration with the CD, ensure regular updates of security guidelines for the MENTOR team members in the Nigeria programme.
Directly responsible for all logistical aspects of security management (hibernation kits, fence, vehicles, security training of drivers and guards, comms etc).
Manage on a daily basis the movement plan of all staff.
Be the first security point of contact for internal and external.

Fleet management

Directly responsible for organising the increase of the MENTOR fleet. This includes purchase of second hand, suitable vehicles for the programme as well as rental when appropriate.
Coordinate and ensure the follow up of the contract, the maintenance and repair of all vehicles. This includes long term solutions for quality maintenance by skilled people.
Ensure the proper usage of vehicle logbooks, fuel consumption, daily / weekly routine checks etc.
Keep current documentation, maintenance and insurance of all vehicles used by the MENTOR Initiative in the Programme.

Procurement

In close collaboration with the HQ team, directly responsible for coordinating and follow up on all international procurement. This includes the preparation of all documentation required as per the MENTOR standard procurement procedure.
Ensure that all procurement procedures are applied and respected at all levels.
Directly responsible for all local procurement of programme entrants and operational support items. This includes supervising that MENTOR standard procedures are applied and respected at all levels for national procurement.
Directly responsible, with the local logistical team, for the consignment and Customs clearance of goods and follow up on taxes exemptions process.
Work in close collaboration with the HQ Grants Manager on all international procurements.
Coordinate the logistical filing system to include all equipment manuals, maintenance schedules and logs documentation e.g. way bills, stock cards/requests, etc.

Stock management

Ensure that MENTOR standard procedures are in place for stock management at all levels (stock cards, waybills, stock requests, inventories).
Coordinate and ensure the maintenance and repair of all generators, communication equipment and IT equipment.
Responsible for the regular maintenance of a complete, transparent and detailed list of assets. Ensure all The MENTOR Initiative Nigeria Emergency Programme assets are recorded and monitored / maintained.
Ensure all The MENTOR Initiative Programme assets are recorded and monitored / maintained.
Coordinate the logistical filing system to include all equipment manuals, maintenance schedules and logs documentation e.g. way bills.

Office / accommodation maintenance

Ensure the procurement and maintenance of essential items for the bases in Maiduguri and Monguno (generator, internet, water supply, computers, communications equipment etc).
In close collaboration with CD, ensure security precautions are adequate for all bases as per context requirements.
If required, source secure warehousing facilities.
Oversee selection/identification and maintenance of the office/accommodation facilities and their related utilities, ensuring safe and standard living and working conditions for all MENTOR bases.

HR

Direct management of the MENTOR logistics team (logistics assistants, drivers, and guards) in the country.
As required, organise for recruitment of logistics Team (such as log assistant, drivers, guards) and following MENTOR standard recruitment guidelines.
Ensure capacity building and training on a regular basis of all logistic staff in Maiduguri and in the field.
Ensure that the MENTOR code of conduct, Safeguarding policies and internal rules and regulations are adhered to and respected.

Programme Support:

Train receiving agencies in necessary logistical requirements and ensure donor certificates are in place.
Record distribution of materials to NGOs and MoH to NGOs geographic coverage / usage of materials.
Support the logistical aspects of the programmes (distribution, IRS / larvicide and fly control campaign).
Ensure back up logistics for the programmes as required.
As required, provide logistically related information for proposals and budget designs for new grant submissions.

Communication:
Internal

Maintain regular communication and collaboration with the Technical and Project Field Coordinators
Ensure a good delegation and capacity building to the local staff under the direct responsibilities.
Organize regular general team meetings as well as operational support meetings.
Submit a summary report of activities carried out on a weekly basis. This report shall include identification of areas of weakness and strengths and recommendation for improvement in implementation and performance of the related tasks.
Compile and submit bi-weekly/monthly MENTOR logistic reports.
Contribute to MENTOR quarterly reports.
Take part in annual report on the overall accomplishments, challenges and general analysis of the ongoing objectives in relation to the programme achievement.

External

Support the CD in assessment of programmes when required.
Assist the CD with field related information for external reports and/or donor proposals and in the creation of viable new proposals and budgets for future grants or Memorandums of Understanding.
As required by the CD, represent MENTOR at State/National level meetings with the government and Health Partners to help inform and support a coordinated approach to disease control in Nigeria ensuring coordination and constructive working relations and attendance at relevant inter-agency coordination meetings
Ensure a transparent and efficient exchange of data, context reports etc. with relevant stakeholders.
Any other related duties as may be assigned by the CD and agreed with the HQ Grants Manager / Programme Manager and/or the Senior Management Team.

Familiar with NGO standard procedures

Organize all data files (soft and hard) in an organized and understandable manner and the Cross checking of all the hard data with soft version before sharing.

Ensure data are managed with confidentiality and make sure all data within domain remain protected.
Participate in database and procedure design.

Overall, Job Purpose:
Under the direct supervision of the Operational Research Officer/ Operational Research Manager, the Data Assistant is responsible for cross check all the research activities data with the Research team and ensure the accurate data is computerized and to properly file all the hard copies of the program data.
Summary of duties and responsibilities

Working as part of a research team, the Data Assistant will be responsible for managing the research data, including the following:
Receive training from MENTOR on data collection forms (entomological data forms, epidemiological data forms, community survey data forms), data collection method (digital KoBo App), data cleaning and development of databases
Development and management of data collection forms in KoBo (translation English, Hausa, other local languages)
Supporting the field teams in accurate and reliable data collection in the field as well as timely and completely data reporting, in line with programme planning
Overviewing the reported data, reliable cleaning of the data according to research aims, development of accurate and complete databases, efficient data management
Responsible data management according to ethical research guidelines, including data confidentiality and password locked storage of data
Regular communication between the field team, the local Operational Research Officer and the Senior Operational Research Officer/Manager, including progress and problems of the data management (translation English, Hausa, other local languages)

Project support

Assist the Operational Research Officer/ Operational Research Manager in the day-to-day activities’ implementation of the research.
Participate in training sessions and meetings

Reporting.

Local Operational Research Officer
Overall, Job Purpose:
Under the direct supervision of the Senior Operational Research Officer/ Operational Research Manager, the Local Operational Research Officer is responsible for epidemiological monitoring, evaluating cases of malaria in a cohort of 4–59-month-old children in Maiduguri (and any other areas assigned as required).
Summary of duties and responsibilities

Work directly with the Operational Research Officer/Manager and provide support in the following:
Overviewing the MENTOR Operational Research, including the epidemiological activities in the field: Monitoring malaria cases in a children cohort below 5 years.
Supervising the research field team to adhere to the work protocols for epidemiological activities in the field (RDT malaria tests for the children, blood spot sampling on filter paper, malaria treatment in case of positivity), in line with programme planning
Supervising the research field team to ensure accurate and reliable data collection in the field (medical data of children and survey data of the intervention), timely and completely data reporting to the research team, in line with programme planning
Regular communication between the field team and the Operational Research Officer/Manager (translation English, Hausa, other local languages)
Overviewing the logistical procurement and maintenance of required field epidemiological equipment
Coordinate with external agencies and partners to ensure that MENTOR activities follow a holistic approach with other vector control activities carried out in the research setting
Facilitating local regulatory processes and obtaining permissions from local authorities for programme and research activities such as access to the field
Work as part of the research field team.
Coordination of field team activities across multiple sites
Ensure the compliance of MENTOR programming for all grant contract obligations to provide technical and operational capacity building in the delivery of programming and research
Prepare, organise and deliver technical training to the research field team for the implementation of epidemiological activities of the MENTOR Operational Research, in close collaboration with the MENTOR Research Officer/Manager
Develop technical materials such as Standard Operating Procedures, training protocols, work protocols and data collection forms, needed for the successful implementation of programme and research activities.

Project support

Collaborate with the Fin & Admin officer to recruitment of Daily Workers (as necessary) and provide training to relevant staff on MENTOR’s systems and policies and ensure standards of transparency and accountability.

 Overall, Job Purpose:

Financial Management Tasks:

Ensure that all standardised MENTOR finance procedures are understood and respected by all MENTOR field staff.

Check and arrange support documents at the field base office.
Maintain a daily management of the Cash accounts in Monguno offices and inform the Finance Coordinator about the cash flow for the week ahead as well as weekly plan expenditures.
Ensure the weekly reporting of expenses: Proceed to a weekly cash count of the cash boxes in NGN with the Snr Prevention Officer in order to ensure that the balances are corrects and submit to Finance Coordinator for review.

Ensure the weekly reporting of expenses and weekly cash count of the cash boxes in NGN with the Fin & Admin Officer in order to ensure that the balances are corrects and submit to Finance Coordinator for review.
Collaborate with the Fin & Admin officer to recruitment of Daily Workers (as necessary) and provide training to relevant staff on MENTOR’s systems and policies and ensure standards of transparency and accountability.
Ensure the strict respect of organizational security guidelines and annexes (vehicle usage, curfew, appropriate behavior etc.) by all MENTOR team members working from the base, and any people visiting or being hosted at the base. Any lack of respect of these rules must be reported immediately to the Country Director.
Ensure any security incidents and infringements of security guidelines and annexes are appropriately investigated with the guidance of Logistics Coordinator and CD where necessary.

Project support

Assist the Prevention Coordinator in day-to-day activity implementation of the project.
Act as the organisations focal point for external representation to authorities and partners in Dikwa.
Provide logistics and administrative support where needed.
Participate in training sessions and stakeholder meetings on regular basis.

Reporting

Provide regular updates to Prevention Coordinator on the progress of all field activities and data analysis.
Weekly/Biweekly reporting of the program activities.
Assist in the reporting of the monthly, quarterly, semi-annual through the Prevention Officers and M&E Officer
Participate in the health, WASH or other related meetings when dedicated by the Prevention Coordinator
Ensure a transparent and efficient exchange of data, context reports etc with relevant stakeholders.

Prevention Officer
Overall Job Purpose:
Under the direct supervision of the Senior Program Officer / Prevention Coordinator, the Prevention Officer is responsible for implementation of all IEC/BCC Campaigns, prevention and VBD control Activities, managing other tasks of MENTOR-Initiative in Dikwa.
Key tasks and responsibilities

To manage rapid assessment visits to the sites selected for the IEC/BCC Campaigns, and manage other planning activities.
To conduct base line survey and end line survey in all the designated areas and compare the impact of both surveys conducted.
Support the Senior Program Officer to identify suitable casual workers for the campaign according to MENTOR Initiative selection criteria in coordination with relevant ministries/local authorities.
Identify training venues in close coordination with LGA focal persons/community leaders.
To train teams on and conduct population sampling and surveys as required.
To maintain records of all the data in the MENTOR office and prepositioning at target sites.
Support the Senior Program Officer in sensitization meetings with the key stakeholder before starting of each activity.
Daily coordination meeting with the before and after the activity.
To keep relevant ministries and stakeholders informed about the activities and ensure that relevant documents are signed by The MENTOR Initiative and Community Focal Persons.
To monitor IEC/BCC Campaigns and be a part of the any distribution activities in the field.
To organize, assist, and facilitate 2 days trainings of daily workers, and to ensure them how to handle the ongoing campaign according to the MENTOR recommended procedures.
In coordination with the logistician, to ensure that all equipment and materials are maintained and stored under good conditions.
To help in the development of standard IEC materials and also to organize and facilitate trainings for community Mobilizers on proper IEC/BCC.

To cross-check and compile daily data from IEC/BCC Campaigns, submit it to Senior Program Officer on timely basis.

Overall Job Purpose:
Under the direct supervision of the Logistics Coordinator/ Assistant Logistics Coordinator, the Logistics Officer is responsible is responsible for providing logistics and supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing other tasks in Dikwa as assigned.

Tasks and responsibilities:  
Supply Chain & Logistics Management Tasks:

Implement/maintain MENTOR’s standard practices in logistics procedures.
Procure goods and services on behalf of the MENTOR’s; Following procurement procedures and keeping documentation in compliance with donor audit requirements.
Provide advice to Logistics Coordinator (or Assistant Logistics Coordinator) (Assistant) on negotiation of contracts required by the MENTOR for goods and services.
Aid in updating of price lists, supplier database, contract follow-ups, and purchase tracker in the field.
Plan and organise transportation requirements; best use of vehicles, vehicle tracking and fuelling. 
Conduct regular spot checks for warehouse stocks and assets and report damages immediately.
Plan, organise and maintain any stores/warehouses containing MENTOR’s stock to required standards, providing timely stock reports to Logistics Coordinator (or Assistant Logistics Coordinator) and security to stores to keep losses to minimum.

Finance & Admin Officer
Overall, Job Purpose:
Under the direct supervision of the Finance & Admin Coordinator, the Finance & Admin Officer is responsible for ensuring that the day-to-day accounting operations and financial management functions are performed in accordance with MENTOR’s policies and procedures. He/She is will also responsible for providing support for day-to-day administrative requirements in Dikwa base office.
Tasks and responsibilities:  
Financial Management Tasks:

Ensure that all standardised MENTOR finance procedures are understood and respected by all MENTOR field staff.
Ensure communication with Finance & Administration Coordinator (and the Country Director when needed) on accounting documents, weekly and monthly reports (cash counts, accountability/SAGA).
Check and arrange support documents at the field base office.
Maintain a daily management of the Cash accounts in Dikwa offices and inform the Finance Coordinator about the cash flow for the week ahead as well as weekly plan expenditures.
Ensure the weekly reporting of expenses: Proceed to a weekly cash count of the cash boxes in NGN with the Snr Prevention Officer in order to ensure that the balances are corrects and submit to Finance Coordinator for review.
Close all the Dikwa Cash books every end of month in liaison with Finance Coordinator
Ensure all cash payments and other payments and paperwork correspond and follow The MENTOR Initiative’s procedures and protocols (procurement and authorizations requests, Advances request, etc.…)
Ensure that all advances are liquidated at the end of each month if possible
Arrange for monthly shipment of the accounting documents to Maiduguri Office on time
Help in planning for future expenditures of the current month and project costs for future months

Administrative & HR Tasks:

Follow up & renewal of any registrations at field Level under the direction of Finance Coordinator.
Help with the recruitment process for the Daily workers to support on program activities.
Update the HR folder for each casual field staff (Daily workers) and follow up and filling of staff contracts, identification documents, account details…etc. on need basis.
Establish service or casual contracts in collaboration with the logistic department and under the direction of Finance Coordinator.
Advise, give feedback and recommendations to the field base staff in term of operational matters.
Assist and guide national staff to comply with MENTOR contracts, Staff Handbook, and Code-of-Conduct
Adhere and comply to labour laws of Nigeria and liaise with relevant authorities when required.
Ensure that all staff have access to MENTOR guidelines regarding their employment, valid staff ID cards and business cards when necessary.
Support the Finance Coordinator in follow up of contracts, MoUs renewals, track update table for deadlines of payments and contracts renewals at field level. File all contracts and MoUs corresponding.
In support of Logistics officer at the field, ensure contractual framework for relations with the various stakeholders of the Dikwa base (suppliers, daily workers, craftsmen ...etc).
Supervise the work of base office cleaner to ensure their tasks are completed properly, and plan performance evaluations on a quarterly basis.
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within MENTOR and amongst beneficiaries served by The MENTOR Initiative policies.

Other:

Participate to the Administration and Human resources meetings and working group when requested
