Duties and responsibilities of the Program Officer:


Lead in implementation of the COVAW UNTF ACT programme in the three counties of implementation in collaboration with the co-implementing partner DIWA. Project activities including capacity building of women with disabilities, regional and global advocacy on EVAWG, supporting EVAWG actors (feminist movements, women rights... organizations,states, human rights experts and service providers) to understand the value of and are better equipped to include women and girls with disabilities in their work and advocacy efforts and practice based knowledge production and dissemination.
Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners.
Collaborate with project partners to develop key project planning documents such as Annual Work Plan.
Lead project activity documentation based on key interventions that are implemented, working with the other project teams.
Work with the program team in strengthening linkages and networks between key actors at national, regional and international levels.
Work with the project team in supporting design, production, dissemination and documentation of content and materials for use in lobby and advocacy and capacity enhancement trainings.
Prepare accurate and timely reports of all program activities. Prepare quarterly narrative reports
Monitor the utilization of project budgets in adherence to donor and organisational rules and policies
Support in conducting program monitoring and evaluation, outcome and end of implementation evaluation


Qualifications/Skills:


Bachelor’s degree in Law, Sociology or Community Development with seven years of experience in project implementation and management.
Experience in disability rights advocacy would be an advantage
Outstanding verbal and written communication skills.
Ability to work with diverse people and cultures.
Self-starter, able to work independently but able to consult effectively, prioritize and handle multiple tasks simultaneously.
Strong interpersonal and analytical abilities.
Ability to work in the field, under pressure and to tight deadlines.

Objective of the Assignment

To develop a 5-7-minute documentary on the impact of climate change on pastoralist women and women living in the informal settlements of Nairobi.
To capture compelling photos showing the impact of climate change on pastoralist women and women living in informal settlements to be used during a digital campaign on the impact of climate change

Methodology

Conduct... a desk review as guided by COVAW to highlight which issues need to be captured in the final products
Develop scripts that will be used as guidelines for the videos and photographs
Film short interviews with the program participants, partners, stakeholders and community members.
Take a range of pictures to show the impact of climate change on women’s rights

Deliverables

Detailed production and post-production schedule for filming and photography process
Draft scripts, including proposed interview questions for the short videos
Produce all photographs taken during the filming.
Produce a high-quality 5-7-minute video showing the impact of climate change on women’s rights

Consultancy period
The consultancy period will cover 10 days in December 2023/January 2024.
Key Competencies

Five years and above of experience working in a similar field.
Extensive experience in producing photographs and videos for local NGOs to reach the media, government actors, CSOs, communities and the private sector
Experience in working with local and international organizations.
Excellent technical capacities (state-of-the-art filming equipment preferably High Definition) to ensure smooth and high quality production.
Experience in development communication will be an added advantage.

Reporting to the Programs Manager, the Programme Officer will:

Lead and oversee the planning, implementation monitoring and reporting for the COVAW projects on Female Genital Cutting(FGC), Sexual and Gender Based Violence(SGBV) and other related interventions in Narok County, in line with COVAW’s strategic plan.
Ensure the implementation of the project activities in line with the proposal,... work-plan and budgets.
Act as COVAW’s contact person with the community and other stakeholders in Narok including representing COVAW in relevant technical working groups and meetings, as assigned.
Provide legal advice to COVAW programs and clients including support and advice on GBV cases liaising with COVAW pro bono lawyers and COVAW’s community paralegals.
Training on GBV, referral mechanisms and related legal processes to the COVAW target groups including law enforcement officers, health workers and county government officials.
Oversee case management and client record management.
Identify, support and work with custodians of culture, community activists and paralegals on community mobilization approaches that address gender based violence
Contribute/ lead in the development of relevant project materials including IEC, policy and advocacy resources as required within the projects.
Prepare accurate and timely reports of all program activities and expenditures
Ensure that project monitoring is conducted diligently and qualitative and quantitative data management is done to ensure project learning.
Manage project budgets in adherence to donor and organizational rules and policies.
Undertake full operational responsibility over COVAW's assets in use.
Flexibility and willingness to travel, work long and irregular hours.

Required qualifications and competencies

Bachelor’s degree in Law preferred
A practicing advocate of the High Court, with legal Practice/ representation and court attendance experience
At least 4-5 years of experience in community engagement including facilitating trainings and community dialogues, safeguarding and child protection issues
Project Management Cycle training and experience in managing GBV, SRHR and access to justice projects.
Specific experience in managing FGM projects will be an added advantage

Duration of Assignment and Key Deliverables
The duration of the assignment is twenty-four (24) working days spread over a three -month period from March-May 2023.

Education and Relevant Experience of Consultant

Advanced university degree in organizational development, social sciences, business management, strategic planning, law, development or other related fields.
At least 10 years of relevant experience in supporting strategic plan development and organizational development processes with a good understanding of NGO operations.
Experience in working with women’s rights, human rights and feminist organizations
Current knowledge of the womens rights movement and the violence against women and girls field
Experience with participatory approaches in conducting assessments and facilitating strategic planning processes.

Objectives of the baseline survey:

Establish the prevalence of FGM/C among the communities residing in Suswa area within the 6 identified villages; Oloshaiki, Inkoiriento, Inkilonkosi, Oltepesi, Kipise and Enariboo.
Document the economic, social, cultural and religious reasons for the practice and the trends and prevalence in the communities residing in Suswa.
To identify qualitative and... quantitative baseline data for outcome and output indicators in the COVAW Results Framework that will guide in establishing the subsequent targets for the project.
Identify the key decision influencers in the 6 project implementation areas who can be used to influence other community members to abandon FGM/C and document cultural practices that impede the attainment of rights for women and girls
Identify partners working in the identified project areas and recommend ways of partnering with them.
To assess and identify key knowledge gaps, challenges and document lessons learnt during the study and provide recommendations for adaptation in the project implementation.

Methodology
The consultant will work with community members, anti-FGM ambassadors, key influencers, local leaders in the project implementation areas and COVAW staff during the baseline survey.
The consultant will collect both qualitative and quantitative data. Lessons learnt/challenges and recommendations will be generated from the data analysis and feedback from project participants.
Validation meeting
There will be a validation meeting to validate the baseline survey findings. The validation meeting will involve 20 key stakeholders such as community leaders, local community based organizations and other stakeholders within Suswa area.
Complying with evaluation standards
COVAW expects the consultant to adhere to the following evaluation standards;

Community voice and representation: It is essential that the evaluation reflects the voices of communities involved in the project. Participants should be consulted as part of the evaluation, and their voices included in the evaluation report as direct quotes and case studies.
Feedback: Consultant should commit to sharing key findings and recommendations back to the COVAW.
Transparency and ethical standards: The evaluators should explain clearly to communities engaged in the evaluation what the purpose of the exercise is, and how their information will be used putting into consideration the ‘Do No Harm’ principle.
Women’s and Girls’ rights: Women’s and girls’ rights must be respected in all evaluations. All evaluations should seek to explore how women and girls have been affected by an intervention and the effect on gender relations.
Transparency about methodology: The evaluation should include a detailed and transparent discussion of the methodology used and key decisions taken in designing and implementing the evaluation. This should include information about the sampling (approach to sampling, numbers of people/communities covered, representation), what tools were used and why, methodological limitations and gaps.
Disaggregated data: data must be disaggregated in as much detail as possible such as age, sex and areas of residence. Where possible data should also be disaggregated by other relevant factors such as disability.
***Safeguarding:***It is expected that the consultant will adhere to the following ethical guidelines and principles:
Informed consent: All respondents are expected to provide informed and written consent to participate in the study. If project beneficiaries are minor’s parents/guardian’s consent should be sought.
Confidentiality: Consultant to assure the project beneficiaries of confidentiality on responses they provide during the baseline survey process.
Respect for people: The consultant to respect the security, dignity, and self-worth of respondents, programme participants and other stakeholders.The consultant should evaluate and consider the diversity of different stakeholders and project beneficiaries.

Key deliverables for the consultant
The consultant will be required to submit the following:

A workplan outlining key activities and timelines
An inception report
Draft data collection tools for review and approval by COVAW
A draft baseline survey for review and input by COVAW
A final baseline survey report, together with summary report and annextures such as data collection tools, schedule of field visits and meetings; list of people interviewed; bibliography of key documents consulted; TOR for the evaluation
COVAW results framework populated with the baseline data against each indicator at outcome and output level.
A PowerPoint presentation summarizing key findings and recommendations that can be used to disseminate findings.
The raw data (all transcripts, quantitative data, data collection tools) must be handed over to COVAW together with the evaluation report including photos in high resolution format. The evaluation team must ensure photos are obtained in line with COVAW’s guidelines on consent. All deliverables must be based on evidence collected during the process e.g., photos, case studies, qualitative and quantitative data.

Duration of the consultancy
The assignment is expected to be carried out within a period of 21working days**. The likely start date is 13th of December, 2022.
Budget
The consultant is expected to give a detailed breakdown of the budget outlining the professional fees and administration costs. The budget should align with the work plan and demonstrate value for money.
Qualifications:

A degree in social sciences from a well-recognized University
At least five years’ experience in FGM/C women’s and girl’s rights, GBV, gender equality, and rights based approach programming.
At least 5 years of experience in developing and carrying out monitoring and evaluation (MEL) systems, baselines, and evaluation design
Experience and knowledge in conducting baseline surveys and assessments
Excellent written and oral communication and analytical skills
Proficiency in Maa language will be an added advantage
